Would you join me in prayer? Father God, we come before you today, and we are grateful for the health to be here, and we ask your blessing on those that are not able to be here. Father, as always, we thank you for the great country that we live in, for the great state that we're blessed to live in as well. And just to be able to serve in this chamber, Father, is a specialty that is only granted unto a few.
So we pray that we would just take it with the blessings that come with it. Father, we ask for our blessing, your blessing upon our law enforcement and all of our servants that serve us in various capacities within our community. Proclamation, to all whom these presents come greetings, whereas an extraordinary occasion has arisen, making it necessary to convene the 95th General Assembly into extraordinary session, whereas with the state's financial stability, increased economic growth, healthy reserve accounts, and conservative spending policies, additional tax reductions can be enacted to provide further tax relief during this period.
and whereas in the past three years my administration has worked with the legislature to lower income taxes three separate times and to return $1.5 billion to the people of Arkansas. Now, therefore, I, Sarah Huckabee Sanders, acting under the authority vested in me as governor of the state of Arkansas and pursuant to Article 6, Section 19 of the Arkansas Constitution, do hereby call an extraordinary session of the General Assembly to convene in Little Rock on May 4, 2026 at 3 o'clock p.m.
and further specify that the General Assembly is convened in such session to consider and, if so, advised, enact laws for the following purposes. 1. To amend the individual income tax brackets and rates to a top tax rate of 3.7% effective January 1, 2026 and following tax years. to amend the income tax brackets and rates for domestic and foreign corporations to a top tax rate of 4.1% effective January 1, 2027 and following tax years,
and two, to provide for payment of expenses and per diem to the House of Representatives and the Senate for this extraordinary session. Congratulations on a hard-fought softball game between the House and the Senate last week. Unfortunately, that is the bad news. The bad news is that we found out the House did cheat, and they found a way to win. They had some questionable rotations and date changes that were in their favor, but it's been equated that it's kind of like a casino. When you win so much, you don't go back. And so we had to let the sucker win so they would keep coming back. We'd won seven straight, so we gave them a victory this year so that they'll keep playing.
And we can keep raising money because that is the good news. The good news is we raised over $50,000, a record high, for two great charities. And we're excited about continuing that in the future. And we're also excited that two other things. We had, by far, the best Batgirl in Miss Juliana, right? Our fearless leader's daughter up here. Give her a hand, Miss Juliana. And I'm proud to report another bright, shining moment out of this event
was that by unanimous decision that one of us senators was voted as the MVP of the whole tournament. In fact, you know how rare that is for the losing team to have an MVP. But this member led us in practices. This member led us in hits. This member was the only person on the entire field for both teams to have an inside the park home run. Okay, no other person did. So let's give a hand to our MVP, Senator Clark Tucker.
