Presently, Garland County is one of four counties that has to share any proceeds from that sales tax with the municipalities within that county. What this bill would do would take Garland County out of that share situation where we could have a future election to raise the capital needed for that jail facility. it cleared the Senate with no opposition and

These are being inhaled, injected, smoked, whatever you can do with them besides bathing them. They're being used that way, and they're causing tremendous health care concerns out there. Again, the Department of Health, UMS, have already permanently banned them, and we're being asked to take legislative action to add those to the controlled substance list. Also, the next area under this bill is K2, which is the synthetic marijuana. It is being added, as we've all seen and read through the last year, 18 months, of its dangerous contents.

They're causing great health concerns, trips to ER are up, cause to poison control have increased greatly. We have other states around us, numerous states, about half the states have enacted similar legislation to ban these. To briefly recap the three different areas that we're touching here, the bath salts, and some of you can rest easy on it. This is not outlawing all bath salts everywhere. These are the ones you order over the Internet, get at the convenience stores, the things that you're not using as bath salts.

You may have seen or heard a little bit about it in the news, but it is adding certain compounds found in bath salts, K2, the synthetic marijuana, and also the plant Salvia divinorium, which is a plant imported from Mexico. The reason this is such an important situation is over the last year to 18 months, we've had an increase of these things coming onto the market.
