would be against the law to purchase promotional items made
do that. They do have the ability to tell agencies not to do that, but sometimes when you put things in law, it just gives a little
from China. No, it's a, if this passes, it
is a very small dollar item, um, and it is something that is very easy to comply with, but I don't think it was necessary, or at least I didn't think it was necessary to have punishment assigned. I think if you're violating that, then that would be up to management
is to say that we would prefer to have promotional items purchased in America or in allied nations and not in one of our adversaries like the CCP and I think that's pretty clear in the, in the purpose of the bill. I don't think we have to get down to where every individual component was sourced from, but I think if the item is final. Final composition is in the CCP, then that would not be an item that we would want our state agencies using Arkansas hard-earned dollars to purchase. Well, I mean that may be. I'm
cause of action associated by that. So that would go, I guess up through the executive branch. Some sort of reprimand, perhaps. OK, thank you. Yeah. Representative
be items that are used to promote the state agencies. So if I'm buying pins, hats, t-shirts to give away or to
instance? I'm just looking real quick. There's actually not a um There's not a
work? You would ask your vendor, and most of them I have the list of all the promotional items that were purchased last year and as I went through them, most of them were purchased through a vendor, so it would be possible to
be the state agencies and in terms of a fiscal impact, there's about $200,000 right now spent every year on promotional materials. Those materials, if they're sourced through China, will have to be sourced elsewhere. And you can source them in America, or you can source them in allied nations, and there should be enough other places like Taiwan. where you can uh source materials at a comparable price, so I don't see an impact on state agencies. And with that, I'll take any questions. Representative Ra.
Thank you, Chairman. Thank you committee for hearing the bill today. Uh, my name is Representative Mindy McAlinden. I am from House District 10 in Northwest Arkansas. Uh, this is a really straightforward bill. What it says is that um Arkansas state agencies will be prohibited from using public funds to purchase promotional materials made in China, and the real purpose or the need for this bill is that it ensures that public funds are being spent in a way that are in line with Arkansas values and American values. Um, the only person impacted by this
Basically, it is um preventing the use of public funds to purchase promotional items made in China. Uh, the purpose of the bill is to be sure that we are spending public funds in ways that align with Arkansas and American values. Um, it can support Representatives for
present a real uh short bill.
