Champions. All right, good morning, members and guests. Uh, we're gonna get started with Pier this morning, and it's good to see everybody here. Glad everybody's alert and oriented and hope we will be that way when the meeting's over too for that matter, so. Want to start off by asking Representative Lane Jean, uh, if you would to lead us in our morning prayer, if y'all would please stand, and representative Jean, if you'll hit your mic there, I'll get you lit up to where people can hear you. Go ahead, sir. Our father and head were thankful for the blessings this day we're thankful for your son who came to the earth and died on the cross to be our savior. Dear Lord, we just ask that you be with us today if we do the state's business that we do it in a in a manner that'd be pleasing to you. We ask that you forgive us for our sins and our shortcomings in Christ's name we pray. Amen. Amen. Thank y'all may be seated. Uh, for the benefit of those that maybe have not served on pier before, just give you a quick overview. If you look at your agenda on the approval items when we move to items B through E, uh, we will call for a motion and a second to approve those items and items B 1 through 4, we'll batch it for motion. Same thing on C wherever there's multiple items listed, we'll go through them all, uh, agency will have the opportunity to come up to speak after Billy gives a summary of it. It's all in your packet. When we get down to the review, it is just simply that it is review items, agencies will be. free to come, uh, and address any questions that members may have, uh, whether you're a member of the committee or not, I will allow questions from members and non-members. And then when we get down to the reports, my intent is, uh, if you want to be looking them over if you have questions about those reports, we'll call the agencies forward. These are required reports, um, but whether or not we have full length discussions going to be driven by the members wanting to ask questions or not ask questions. That's kind of the overview of how Pier runs, uh, try to run it very. fi ci ent ly because it is 8 in the morning. We got a full day, uh, to start off the meeting, I wanna ask, uh, Jim Hudson to come to the table, if you would please, to address the matter. I'd like to get some input from DFA on in a brief manner if you would, uh, as you may find on the agenda, there are some grants that are going to be tied into federal funding. Mr. Hudson, there's a report that came out a couple of days ago, about the administration at the federal level has put a halt on federal grants, uh, would just like to ask you to give an overview or how that might or might not even have any impact, not that any of these that are on the table for discussion today are directly going to be impacted by those because these from previous budgets, but just give us an overview so we can clear up anything and nobody has any confusion about it. Sure. Well, thank you, Mr. Chairman. Uh, good morning, committee. Jim Hudson, Secretary of DFA. I, I do want to stress that point. Uh, any matter that's before ier today. I already appropriated, already fund, funded, you know, successful to the state. already. So we're not really focused on that, um, there, there was, you know, a lot of developments yesterday, I think, uh, the way we're approaching this though is it's business as usual, um, there were some difficulties, I think with drawing down some funds yesterday in various programs, to my knowledge, that's been restored at this point. So our view is agencies are free to operate in the ordinary course of business, no extraordinary measures are required, um, there is litigation, um, that is underway involving this and so. We're just gonna take a wait and see approach on it and obviously get, get guidance as we can from our federal partners as well, so I think just, um, allaying fears and nobody panicking on this. We're continuing to run the state as we ordinarily do. Very good, thank you. Any questions members? All right, thank you for that. With that, we'll move on to the agenda item and Billy, if you would please, we're on B under approval items. First one is Department of Health. Thank you, Mr. Chair. We're in section B, these are various temporary appropriation requests. All requests on today's agenda are for appropriation only uh the agencies have sufficient funding for the requests, but they do not have the required spending authority to move forward. If the subcommittee this morning approves or reviews requests on today's agenda, a report of the subcommittee's actions will be provided. at the next JBC meeting, if JBC adopts the report, this will give the authorization for the agencies to move forward. Uh, first item is B1. This is a letter from the Department of Health State advisory Board of Deaf Interpreters. It's for 100,000 in spending authority. This is to update their current testing system it's supported by interpreter licensing fees. Next item B2 is a letter from the Department of Human Services Division of Developmental Disabilities. It is for 16 million in appropriation. This is to continue completing the Boonville Human Development Center's master plan, and that includes replacing residences with new construction. Uh, this is supported by other funding sources, staff did reach out to the agency and learned that other is uh from patient collections, it's support for clients through monthly paid benefits that are left over. Uh, B3, it's a letter from DHS Office of Secretaries for 5.46 million. This is to refresh IT software and hardware, uh, on the next page is a breakdown of how this one-time expense will update their IT with the majority of the costs going to printers and network switches. We're on B4, B4 is a letter from a Department of Transformation and Shared Services. This is from the Office of State procurement. This is for 4 million in appropriation is to cover project management and technical staff and cover the initial license for e-procurement software. It's supported by the State Central Services Fund. Mr. Chair, those are all the VTAs on today's agenda. All right, members have any questions for any of the agencies on these items. If not, I need a motion to approve in a second items be 1 through 4. These are American Rescue Plan Act requests. All three requests are for spending authority to administer grants sent directly to a state agency from a federal award. Uh, the first 1C1 is for DHS division of Age and Adult and Behavioral Health for 125,000. This is Cary Ford at 90,000 in appropriation to correct their budget. Software was incorrectly coded and 30,000 is additional grant award to ensure all adult protective services clients receive the same access to services. The next item is on page 12 of the packet. On page 12 is C2, C2 is request from Southern Arkansas University Tech. This is a reallocation of purpose from previously awarded appropriation, salary savings from a gap when hired a new director and construction cost savings will allow the college to add enhancements like furniture, fixtures, classroom equipment, technology, and security. This chair, the next item is C3. This is on page 14 C3. This is a request from National Park College, uh, for 6 millioninian Authority. This is to construct an instructional welding and metalworking facility. We shared those are all the Aquis. Any questions from members? Hey I know Here no discussion all in favor of the motion, say aye. And he opposed. Moving on to D1. Thank you, Mr. Sherman in Section D, these are infrastructure investment Jobs Act request. Uh, there's only one on the agenda. It's for the Department of Commerce, Economic Development Commission is for $13.9 billion and the spending authority. Uh, this is to award broadband infrastructure grants to internet service providers, additional projects include support of digital safety and social media education for elementary students, broadband specific workforce development and production and submission of their final proposal. And questions from members for the agency. He no questions and motion second to approve motion the second. Got a second a discussion to the motion. This is appropriation and or fund transfer requests, uh, there is one item on the agenda. It's for the Department of Education Division of Elementary and Secondary Education, Special language in the division's operations Act allows an appropriation transfer after approval from ALC or JBC. The division requests transferring $12 million in spending authority from school funding contingency to declining enrollment. The declining enrollment appropriation provides support to school districts that have significant changes in student membership. Traditional schools show a decline of 3000 students from the 23 to the 24 school year. All right, and the chair has a question for the agency if you'd come to the table, please. Anybody from the Department of Ed here? There you go. Chair's got a question, but Representative Jean Lane Jean, I'm gonna go, uh, to you in just a second, Jeane Lane, so I can go to you in just a second. First All right, Greg, would you name the title for the record, please? Greg Rogers, Department of Education. All right, Representative. She Gregg, he doesn't identify. Do we have a school that dropped this much in the last year, 3000 students. No, sir, this is the overall for the state. OK, so, but, but there's not a particular school that we're doing this for. We're just transferring the money to have the money for for declining enrollment, yes, sir, as overall as a state, there was a drop in 3000, but not one school individually. OK, thank you. And members asked staff and I'll ask staff to email it out to all the members committee, uh, the agency provided us a list of the schools and the amount of money per school that would be allocated to, um, you wear that reg, or I catch you off guard. OK. All right. That is it, right? OK. Um, so if you want to see a list and and my question to you is, um, My question to you is, Greg, uh, how do y'all track? One of, for example, like I'm gonna take my district that I represent for schools, 3 of them had 01 of them had about $200,000 worth of money awarded to them for declining students. How do, how do you identify why the students are moving or How do you know where they're moving to? So, we don't know why they're moving to. We just, it's uh based off the ADM of the attendance of those schools. So we look at the ADM, could we pay on last year's 3rd quarter ADM. And so we compare that. Last year, 3rd quarter, ADM to this year's 3rd quarter ADM and if there's been a drop over the previous two years, they're eligible for this declining enrollment. We don't, we don't track why or where they're going. We just know that they have left that school district. Why do we not track it? I'll, I'll tell you the reason why if we, if we know why they're leaving, like maybe going from one school to a neighboring school. Would we, would that information not provide some benefit, especially when it gets down to maybe our kids moving because of sports or they moving because academics legislation that we may be passing or not passing that may allow a pathway for a student to live, to, to leave and go versus maybe a job or a parent lost a job, why would we not collect that data? We've never had anything set up to where we'd be able to reach out to the parent and ask because we're collecting this from the school district. No one seeing where that ADM has dropped, it's never had any anything going to the parent and ask why they're moving. We've never had anything set up to even try to collect that. OK, all right, we'll have offline discussion then any, any, uh, discussion or any other questions from members? OK. Uh, this is an approval item on E1, so I'll need a motion in second, uh, to approve. The recommendation motion. He motion. All right, there we go. Motion 2. All right, a discussion to the motion. We're going on to review items now, which you'll pick up at F uh, these are, are items that do not need a, a motion or a second, they just need, uh, to be approved as reviewed. So, uh, Billy, would you go, please? Thank you, Mr. Chair. We're in Section F. These are cash fund appropriation requests. F1 is a letter from the Department of Public Safety. This is the commission on law enforcement Standards and training. For 46,000 in appropriation. It's a purchase train equipment and supplies, uh, supported by the Public Safety Equipment grant program, which is funded from previous transfers from the uh restricted reserve fund. Next item is F2. This is a letter from the Department of Public Safety Division of State Police. It's for 76,000 spending authority. Uh, this is to purchase tasers. It's also supported by a grant from the Public Safety Equipment Grant Program. Next item is F3. This is a letter from the Department of Correction Division of Correction. It's for 50,000 in appropriation. This is to maintain their chiller. It's supported by commissary sales. We share that as the end of the cash fund request. Any of the agencies on these requests. OK, then without objection they'll be reviewed, Billy. Thank you, Mr. Chair. In the next section, this is section G. These are budget classification transfer requests, uh, the first item G1 is from the Board of Election commissioners. It's a $5,329 transfer and appropriation. This is from their operating expenses line item to Capital LA and their purpose is to purchase a postage machine. Next item is G2. This is a request from DFA division of assessment coordination. It's for 17,000. Uh, this is from their operating expenses to conference and travel is to allocate costs to their annual conference. Next item is G3, again division of assessment coordination. Uh, this is a $16,000 transfer from operating expenses to professional fees and conference and travel. Uh, this is also to allocate costs for the conference, but in a different fund center section. Share the next item is G4 again assessment coordination. It's a $15,000 corporation transfer uh from professional fees to conference and travel, and this is their last reallocation for that conference. share, those are all the BCTs. Members, any questions for the agencies? See no requests for questions from the agencies and these items will stand without objection reviewed. All right, Billy H. She, we're in Section 8. These are miscellaneous federal grant appropriation requests. The first item H1 is a request from Department of Human Services Division of County Operations. It's for 874,000. They have a grant from the USDA to provide an automated application status tool for communications in the SNAP program. Next item is H2. This is a request from the Department of Agriculture for 108,000. They have a grant from the USDA for extra help for the specialty crop program. Next item is H3, uh, the next 3 albums actually H3 through H5, uh, for the Division of Workforce Services, and they've been pulled by agency requests. So I'm gonna share those at the end of the MFG. Alright, members, any questions for either of the agencies on H. Seeing no questions for the agencies and without objection all items are considered reviewed. Uh, we're going to pay in. Thank you, Mr. Chair and the pay plan appropriation request, there's only one item on the agenda. This is for the Department of Finance Administration, Revenue Services Division is for $180,000 in appropriation. It's, uh, for extra help for revenue offices to assist with income tax during the busy period, collections and for the DFA intern program. You know, playing games. All right, uh, center dismay. All right, go ahead. I'm confused too, so all right, uh, I did have one question back on the SNAP program. I just. Is that on H one. All right. Uh, can we get the agency up to the table? For we're backing up for each one. Good morning, ladies, if y'all would name and title for the record, please. Good morning, Mary Franklin, director of division of County operations? Good morning, Laurie McDonald, DHS. One thing I was going to ask about, we were, you know, last session we passed, uh, a change to the snap, uh, asset limits or, you know, we're gonna request a waiver that was, you know, by statute, where are we at in that process and as the federal government responded to this point, or have we submitted the request? So that Uh, I, I, I do understand that the, the legislation that you're referring to, it was to use the broad-based categorical eligibility, um, for SNAP, for certain individuals that go over the resource limit. And this broad-based categorical eligibility is, is tied to the TANF program and maintenance of effort funds used in TANF. We are currently working to identify maintenance of effort funds that we can use to create this broadband categorical eligibility requirement. So we are working on it. It is, it's, it is not something that we're not trying to do. We just have to get the funding aligned before we can move forward with that. I thought we were requesting a waiver from the, I mean, not, we were we're requesting a change from the federal government to allow us. To allow have let certain individuals have an increased asset limit if they met certain criteria. Are we talking about the same thing? Yes sir, broad-based categorical eligibility is an option. It doesn't actually require a waiver, but we have to be able to present the funding and, and show that we are eligible to accept that option and then present to them that we want to do it in the way that was written in that legislation, which is for certain households that go over the income limit. So, um, I think we will be able to do it. We are just in the process of making. sure we have that funding for the broad-based categorical eligibility, um, to support the request to, to, to accept that option. And we are 2 years down the road, uh, from the passage of the legislation that we set up to do that, that was an agreement. Between, I, I believe the, you know, administration. And me, it's the bill sponsor to make that change with the understanding we were going to move forward. We're all the way and maybe. We need to have a conversa. Maybe it was overly complex and then just something that we're not able to achieve. Um, in the agreement, I mean, maybe the agreement itself is just too much. But it is a little frustrating that we've not been able to make any progress whatsoever and also don't think it's a, uh, a sign of goodwill in, and this is not you. Of goodwill in a negotiation that we had for me to decide, you know, step down on an issue. And allow the executive branch to kind of take over and then there's been no action. Um, so obviously I'm disappointed we are in session and we probably need to have a follow-up conversation about how to move forward. Again, 2 years is a long time, um, you know, I mean, for instance, if I had not run for reelection, this would be forgot, you know, gone and forgotten, and that's incredibly inappropriate. Um. So, but I, but again, I, I. Maybe I'll, I, I don't think you'll be able to wait me out, but, uh, we'll circle back up on it. Thank you. The source of the funding for that, TANF or otherwise. That senators referring to. It, it's maintenance of effort funding, which is other funding that we use to support programs that are based on TANF, um, principles, so this is something that other states are doing and we are researching and just working to identify the funding. This is not something that has dropped off of our radar. We've had conversations and continue and plan to have an additional conversation so that we can work these details out. And the Reality is if it's tied in with tan if you're having to adjust your tan of funding and expenditures, is that going to play into it? Not necessarily, since it's about maintenance of effort money, which is not specifically the TANF grant. Got you. OK, they're separate pots. Yes, sir. OK. All right. Senator, you done satisfied? OK. Any other questions we, we've backed up, but any other questions on this one? OK, thank you all very much. All right, members getting back on the schedule where you need to, uh, anybody have any other questions on the pay plan appropriation request and I. All right, then without objection, I will be considered review and we're going on to Jay. Thank you, Mr. Chair. Section J are the methods of finance, uh, page one is a letter from DFA listing the 7 items submitted for January review, and they are detailed in the next two pages. The first one is for ASU Jonesboro. It's a new, uh, method. It's for universe, it's for, uh, it'll be using university reserves, it's 1.9 million for a new chiller and cooling tower in the central plant. Number 2 is ASU Three Rivers. This is also new. It's using cash funds and gifts. It's 2.8 million for a new 7900 square foot facility expansion. and for workforce training programs. Number 3 is Arkansas Tech University. It's new, it's valued at 3.35 million using reserve funds for the expansion of their HVAC academic building. Number 4 is Arkansas Tech University. This is revised. It's adding over 200,000 in bond proceeds for the Nuthall elevator replacement and other mechanical repairs. Number 5 is East Arkansas Community College. This is revised adding funding for the construction of the connectivity trail using the unexpended plant funds. Uh, the next page is page 3, where it's 6 UAMS new using UAMS revenues for 996,000 toward the expansion of their ICU facilities, and number 7 is new, uh, from UCA. It's using capital reserves and projecting 2.2 million for the design costs of a new multi uh multi-purpose, uh, arena. Mr. Chair, those are all the methods of finance. He questions on any of these items from members. Yeah, I, I've got one. Go ahead. Is anyone from UCA here. I'm curious about item 7. That's a question about this arena. UCA please. Jamo, if you will, name and title for the record, please, sir. Houston Davis, president of the University of Central Arkansas. President Davis, good to see you again. I just, could you just give me a little background on this, on this item 7 for us, please. I've, I've heard from everyone else about this though I hadn't heard about. I just was just like to get some background on it. Certainly, certainly. Thank you very much. Appreciate, um, all of you giving the time this morning. Um, the, uh, the fair center, um, is our current arena on campus, 53 um years old at present, there are 16 air handling units built into the ceiling of the fair center, um, at present, 6 of them work, uh, 5.1. uh, probably our fiscal plant director would say, um, we've looked at what would it cost to replace those just to replace the air handling system would be 8 million, um, to be able to do the work to cut a hole in the ceiling, um, of the Ferris Center would add another 1.5 million, um, and then that would tip into ADA upgrades, uh, to the facility that would be another 3 million, uh, we stepped back from that in consult with our board and we realized if we, uh, were to look at just that level of renovation. just for the breathing, the lungs of the facility, um, would run upwards of 1213 million for that project, we really need to look at not throwing good money after bad and consider a new facility that can set us up for the next 53 years. Um, this project, uh, what you have today, um, are the necessary funds of what I call the planning phase, pre-planning, planning, construction, uh, this is the planning phase to work with the architects, um, on the design, um, not only design a facility but the site, uh, positioning and everything. else for that project will still be subject to approval by our board as we look to the future, uh, could be as early as the May 2025 meeting, uh, but certainly in the next year, uh, our board considering whether to go forward with that project. With objection, all these items are considered reviewed. We're going on to K and we'll take each one of these one at a time. Thank you, Mr. Chair. We're in section K, these are discretionary grants. K1 begins the DHS items. There are 6 items, pages 1 through 2 on page one are grants 1 through 3 or all amendments to add funds to existing service providers for programs serving older Arkansans. It's funded with federal funds, about 67%. State matching funds at 32% and proceeds from the In God We Trust license plate. On page 2 is grant number 4. It's a new federal grant to Arkansas Foundation for Medical Care to address uh the opioid crisis at the local level. Grant number 5 is the amendment to add funding for treatment team review services at DYS facilities and grant number 6 is a new federal grant with the uh with DYS for tutoring services in Chico County. Let chair, those are all the DHS grants. All right. Anybody have any questions on? K1 Without objection, and, uh, the sign will be reviewed on K2. Thank you, Mr. Chair. We're on K2. This begins on page 3. these are the Department of Commerce, insurance department, uh, grants is only one, it's a new grant to establish 15 focus groups across the state to help expand access to medical care for women, and it's fairly funded. He questions of the agency on this one. See no question without objection to consider review K3. Thank you, Mr. Chair. We're on K3. This is on page 4. These are the Arkansas Department of Health, uh, grants. There are 6 of them. Uh, grants 1 through 5 are new grants for peer recovery support services in hospitals and emergency rooms for substance abuse disorders. On page 5 is grant number 6. It's for grant to Harmony Health Clinic for upgrade and expansion of facilities and to increase access to medical and dental care. Miss, those are all the health department grants. Any questions for the health department? Saying no questions and without objection, these will be reviewed. We're on to. Thank you, Mr. Chair, we're in section L. These are RFQ approvals and contracts, uh, pages 1 through 2, that's a letter from OSP. It states that no contracts have been procured in violation of the state procurement law. On page 2 of the letter, 5 contracts were identified to be procured using the traditional or map method of procurement. Moving to L1 and L1 is the RFQ approval letters. This is pages 3 through 6 in the packet, L1 is an RFQ approval request for the Department of Corrections to contract with the psychological examiner. Those are pages 3 and 4 on page 5 is an RFQ approval request from the Department of Corrections to contract with the license, uh, psychologist, the chair, those are all the RFQ approvals. All right, any questions on the RFQ Pe L1. All right, say no questions then without objection, these items are reviewed. Thank you, Mr. Chair. We're in L2, these are construction contracts, uh, we're on page 7. The first one is for University of Arkansas. It's an original, original contract for a pre-designed services for remodeling Bud Walton Arena. Number 2 is University of Arkansas increased funding for the completion of Maple Hill Residence Hall and number 3, also University of Arkansas. It's an original contract for design services for the new UADA food science Research Center. Let's share those are all the construction contracts. Any questions about any of the construction contracts without objection, they'll be reviewed. L3 Thank you, Mr. Chair. We're in L3. These are the intergovernmental contracts, uh, there's only one, it's, uh, DHS with University of Arkansas Little Rock. It amends an existing contract for supplemental nutrition assistance program education services statewide. All right, any questions on? This one. See no questions without objection is approved. Reviewed were in L4, L4 is out of state contracts. This pages 9 through 16 in your packet on page 9 is uh the first one is the Public Service commission extends an existing contract for legal services. On page 10 is number 2, state insurance departments original contract for professional consulting services for an outstanding lawsuit. Number 3, Department of Education. It's an original contract for advanced placement courses and testing. Page 11, number 4, Department of Education extends an existing contract for iCloud storage services. This is for the office of early childhood. Number 5, DFA. It's an original contract to continue the state's driver license and ID system. Number 12, uh, Department of Health continuing a contract to provide tobacco treatment counseling and session services. Number 7, DHS amends an existing contract for developing and supporting the data portal for a long term care facilities. We're on page 13 now, on page 13 is number 8, for DHS County operations. It's continuing to contract for eligibility and benefit management for social services. On page 14 is number 9, Department of Veterans Affairs for temporary staffing costs at North Little Rock Veterans Cemetery. Number 10 is University of Arkansas. It's an original contract for energy and utility management information services for the UA campus. Number 11 is uh University of Arkansas Little Rock, it's amending an existing contract for temporary staffing services. Moving to page 15, on page 15 is uh contract number 12, UA Little Rock admitting existing contract for temporary staffing services. On page 16 is the last contract number 13 for UAPB. This is an original contract for professional program evaluation services for tobacco cessation programs. Mr. Chair, those are all the out of state contracts. And questions from members. Uh, so on page 17 is the first one, Arkansas Natural Resources Commission. This is amending an existing contract to continue CPA auditing services. Number 2, commerce, economic developments, and regional contract for a venture capital program. Number 3, Community correction to extend the contract for residential re-entry services. Uh, we're on page 18 now on page 18 is number 4, education, uh, PBS. It's an original contract for a site appraisal services. Number 5, DFA, uh, original contract for online access to a single source for all 75 counties property tax data. Number 6, DHS Amendment for Community Mental Health centers in northeast Arkansas. On page 19. On page 19 is number 7, DHS amendment for Community Mental Health Centers in Western Arkansas. On page 2 is number 8 DHS Amendment for therapeutic counseling services. On page 21 is number 9, DHS Division of Children and Family Services. It's an amendment for the Arkansas Health and Wellbeing Program. Number 10, DHS Division of Children and Family Services, and amendment for a comprehensive residential treatment services for youth statewide. We're on page 22, number 11, DHS County operations. It's an amendment for security services in Pulaski County offices. Number 12, uh, division of Youth Services, an amendment for pharmacy consultation services. We're on page, uh. 23. It's for 358,000, uh, this is to rebuild a commercial driver's license facility that was destroyed in the May 2024 tornado. She certifies that OSB has vetted these ratifications and the related contracts and presents them to peer review subcommittee for review. They're explained in greater detail in the following attachments. We're going to move to the first one into A. This is the Department of Veterans Affairs, pages 3 and 4 is a ratification letter from the department explaining that the North Little Rock Veterans Home contracted with the nursing service agency and the original contract expired in November of 2024, but services continued. OSP requests ratification of the contract amendment and to allow back pay for services rendered in December of 2024 and January of 2025 and for the contract to be extended to 2028. Uh, page 5 is that contract summary and page 6 is also a letter from Veterans Affairs to ratify payments made to the ecological design group for work on the North Little Rock Cemetery expansion after the contract ended. The contract expired in June 2023, and the department made 6 additional payments after this expiration date. The ratification request is to review these final payments on the expired contract, uh, share, those are all the items in the NTA. This is the Department of Public Safety emergency management, page 7 is a letter from the department requesting the ratification of services rendered after a contract expired, uh, for 40,000. This amount is to be paid to vertical structures Inc. It's for converting and and construction of repeater sites for the Arkansas wireless Information Network. Uh, this contract expired on 5-19-2024, but the vendor continued work until January 16th. The vendor has stopped work on the project pending legislative review of this. Page 8 is a letter from the department requesting the ratification of services rendered after a contract expired and it totaled 396,000 also with vertical structures Inc. It's for engineering services associated with refurbishing uh the Ain Tower sites around the state. The contract expired again on 5-19 2024, but the vendor continued work until January 16th. Again, the vendor has stopped work on the project pending legislative review of the ratification and page 9 shows contract summaries for both contracts with vertical structures Inc. This is the last item and to see, uh, this is Department of Public Safety Orchestra Crime Information Center, page 10 is a letter from ACIC director requesting ratification of services provided by mainstream technology for the development of the Arkansas Sex Offender registry. The agency states they began work on phase 2 of this project prior to obtaining legislative review. Services have been stopped and ACIC now requests ratification of the contract totaling 134,000. Page 11 shows the contract summary. And the item was a special procurement, so pages 12 to 13 is the uh procurement justification formed by OSP pages 1415 is a letter from OSP2 ACIC that authorized the special procurement and the last page, page 16 is a request from ACIC 2 OSP for the special procurement.
