This is a pretty simple bill. It reduces the frequencies of meetings for the public school employee health benefit advisory Commission. It does two specific things right now they meet monthly for the cost of $500 a month plus travel. This would reduce it to quarterly and $100 and they would still include the travel. Um, essentially, we're just allowing APRNs to have uh. Delegation authority that some MDs have that we passed in 2009. I know no, no opposition for this, uh, I, I actually believe that Arkansas Medical Society is supportive of this as well as the uh the APRN association, so, uh, in in a nutshell, essentially what we're doing is we're allowing APRNs to let MAs do certain functions that they could be ordered by an MD to do. We're just allowing an APRN to do it as well. So that's it. I'm gonna do something a little bit rare, but I've seen it done other places. You have 12. 3 people signed up to speak for the bill. Chairman, with your leniency, I'm gonna get a couple of people up here to testify with me if that's OK on this great bill. Thanks. Usually great bills have a lot of folks show up. Yeah I think everyone's about got the um handout. So I'm just going to say this uh. This legislation is something we've been working on for a few years and I had the um intelligence to work with the bill that Rachel Davis brought to the table, and I have been so excited about this program, the Mac program we've done, and the, the great things that we've seen across the state, so, um, I think we just about got all the handouts out, so. I I think I've shared with most of you before my first job out of nursing school was to be a director of nursing at a nursing home in saw firsthand how important our CNAs are and our LPNs, they're on staff and anything we can do to make our folks there, our residents there get better care, um, and be better taken care of. I'm all about it. So that's what we're doing here with this spill and what we do with the Mac program. So, uh, a medical assistant at the nursing home of Mac is someone who um has been at the nursing home, worked as a CNA and a supervisor and said that person's doing an outstanding job. We want to promote them a little bit, so we developed a program to be a medical assistant there for them to deliver all the medications out to the residents there under the supervision of the LPN to make sure that that's really all that they're doing. So they're focusing on meds every day and as we've done this program, Um, as we've done this program with Max, we've seen that the uh. Errors with the medication errors have gone way down. The patients are getting better taken care of and it allows the LPN that's there on staff to take care of the things they really sometimes ran out of time to do because only so many hours in a day, so now they have more time to do wound care, take care of others needs that patients have during the day. So now our max focus on medications and LPNs can focus on patient care and the end of the day, our patients are getting better care and that's really what we want, right? We want better care for our patients. So today we're just amending the MAC program, um, changing the title of it from Uh, certified to certified medical assistant and just clarifying some of the language there, most of that's just clarifying it, making it a certification or a certified medical assistance program, so that's what we're doing with the most part of there and the biggest two things that we're doing, we're adding to this program, allowing them to give uh. Insulin to patients to inject them with insulin and to do, uh, inhalers. So as you guys know, we already allow and statute in Arkansas for a secretary of the school to give insulin if the patients agree to. So all we're allowing is for the med tech to give injections with insulin under the supervision of the LPN to make sure the dose is correct so we'll get that supervision over there also the same with inhalers. So those are the two things that we're adding to that. So I'm gonna give it over to um to Rachel. a bunch and don't you guys see who you are and we'll discuss it a little more. Sure Rachel Bunch, I'm the director of the Arkansas Health Care Association um with me today I have Blaine Snyder, the new program director of the Arkansas Health Care Association School of Nursing, uh, which was created as a result of a lot of this workforce training that we've been doing, um, in our facilities and then also with us today we have Tiffany Gill, um, who's a nurse consultant who has lots of experience working in our facilities, but also assisting with the training that we're doing. So a little bit of background um about this bill and why we care about this so much. So, as many of you know, um, the Arkansas Health Care Association is the state's largest association of long term care providers. So our member facilities take care of around 36,000 elderly Arkansans every day, um, and we these medication assistants are only um they're used in um health care settings in long term care facilities also in correctional facilities. That's the only two places that are allowed um by the state board of nursing, so we uh I think all, I think there's only one place other than long term care that they're used right now. So we are really invested in this, um, it's been a great program for us. Um, you hear us talk about the nurse shortage all the time and uh how important workforce and nursing is to our facilities. I've talked to many of you about this before, um, but back in the 2021 session, uh, we worked with several of you here to expand our staffing opportunities um for our long term care facilities and we did a great bill in 2021 that expanded on staffing, and it allowed these Macs to start working, uh, they were created by CMS around 20 years ago, but Arkansas never, never took them on. So we had CNAs, LPNs and RNs and this is something that would allow, um, some support for the nurses on the floor, but the really cool thing that we found and that you've got a separate handout on this today, is that this has created a career ladder. We have so many people that work at CNAs that would never get the opportunity to go back to a traditional college or nursing program and this has really been a game changer, not just for the care of our patients um and the benefit to our nurses, but a career ladder for the people that are working in our facilities, uh, to give them better opportunities, um, so this bill, uh, what it would do. The, the main things it would do, it would expand the scope of what they're allowed to do in our facilities. So a number of other states have done this. We didn't do that when we first started we wanted to have some time to grow the program and get it started in Arkansas. We think it's gone really well and it would add those two services to their scope, um, these are also done in Oklahoma and Missouri, and we hear good things about that and so we're ready to roll out a training program uh to cover those things. So I'd like to let Tiffany speak some about kind of how it works. She's uh worked with a lot of the. facilities, pull the microphone down to you. Good morning. My name is Tiffany Gill, and I've worked in Arkansas as a long term care nurse for the last 22 years. And to say that, uh, long term care is definitely my calling and the Mac class and the Max is definitely a passion, um, in those 20 years I've seen lots and lots of change, and this is by far some of my favorite change. Um, I've been able to be in the front line and help facilities implement Macs and and work with the Macs and work with the nurses that supervise them to kind of create a workflow and a culture of safety and efficiency. Um, it's been inspirational. It's really made a difference to our our residents and the care that they receive just based on the fact that we are allowing nurses to be nurses, um, the med techs do some of that, you know, like they had mentioned some of those medication passes and giving that time back to the patient has been absolutely invaluable. So, um, we feel like this has been such a great experience and that we can offer more, so. We can change your questions, yeah, yeah. OK, Carla, before we take questions, I just want you to look and see. I don't know of any other program that can say we have a 100% exam um success, but because we have done it in a strategic manner, making sure that the people that we put into the Mac program, those that are already successful as CNAs, and so I'm really excited about this. I think we are without a doubt move forward and give them some more responsibility on the floor and give more time back um to the LPN so they can take care of patients in other ways that only they can do.
