Um, committee, when um when I passed this bill out the other day, Representative Collins was kind enough to point out that there was Um, maybe a drafting error in the Uh, and section one, when I describe section one, I said, what we were doing there was moving some of those exceptions to the um statute for the, the purchase or sale of public property. We're moving them to a
list format on page 2, which we did, but we inadvertently struck more language than we needed to. So I went ahead and did a member's own amendment and put that language back in and you can see that on page one there. It's the the language that's in italics is what's been added back in, so. Um, I, I know I explained the bill last week, but if anybody has questions, we'd be happy to try and answer those. If not, um, would love to pass the bill back out of committee again.

amended. OK, thank you. House Bill 561568. I have two witnesses present with me today. Kevin Cleghorn to my right is
the, he's my coroner, the Slane County coroner. He's also the president of the corner Association and also I have Doctor Brown, the chief pathologist and the director of the crime lab is here if we need any questions for him, but what my bill does, it just helps. County corners clarify on when they need to send a drug or alcohol or poison death to the crime lab for autopsy. It's just kind of changes some language we're, we're deleting a significant interval past while we're gonna delete that and
we're gonna add the definition of hospitalized and basically what it means is if they're in the hospital admitted under a physician's care. Where there's medical records available. They do not have to go to the crime lab for uh an autopsy or an examination. But if they're in, in the hospital like an ER they would still fall under this law to go to to get examined and this, what this will do, this will just help the current law that's help with the current law that's in place to
help with investigations also it potentially will help track if we have hot spots where we have a certain number of deaths and overdoses in a certain area from. A certain drug, this exam will just help us, you know, locate those areas. Cleghorn. I am the president of the Arkansas Coroners Association. Thank you, Mr. Chairman, Representative Childers. Um, really, this law is all, all it really we're doing is clarifying and cleaning up a little bit of the language from Act 553 that was passed last year by Representative Clowney, um, the, the law is very specific as to when a drug-related. death has to go to the autopsy with the exception of once they've reached the hospital, um, the term now, right now just
says a significant interval, and that's a very broad term. That's a very broad time frame, uh, whether it's in the emergency room versus inpatient, um, all emergency room deaths should be going for autopsy anyway under 553 like representative Childers says, but the question arises is what is that significant interval. So what we are asking is that, that we just change this language that just says, um. Once they're hospitalized, now we have toxicologies we are
that's already drawn, we have a lot of the other diagnostic testing, and those will be taken on a case by case basis, so, um, you know, this, this will allow us to get a more forensic exam done, um, on the toxicology and not necessarily bog the crime lab down with more bodies because we have doctors that are already on these cases that we can work with. So that's just a little bit of language clarification, definition of of a significant interval. All right, thank you for your testimony. Are there any questions by the committee?
