Explain. Thank you, members. I guess we were in a different room the other day, but I'll start with very similar points. As I said the other day, I think there are three things that all parties can agree on in this particular matter. and that is that we appreciate and recognize that agriculture is the number one industry in Arkansas. We also understand that tourism is a huge and growing important economic driver for Arkansas, and we also recognize that the Buffalo River is significant. It's the nation's first river.
It's designated as an extraordinary resource water, and it does deserve heightened protection. I've always believed these things are not mutually exclusive, that we can do all things we need to do at the same time, and we can recognize the significance of agriculture we can encourage tourism and we can protect the buffalo all at the same time and in fact i think we've been doing that for the past 10 years this amendment allows us continue to do all of these things first of all the language is clarified so our concerns about being overbroad or unintended consequences is minimized also this
preserves the existing protections for both the maumelle lake maumelle watershed and the buffalo River watershed that have been in existence for over 10 years. These are both unique and important to Arkansas, and as I said the other day, the moratorium on the Buffalo River watershed that exists is very limited. It only applies to medium and large-sized swine CAFOs. That's it. The department has never sought to expand the existing moratorium, nor do we have any plans to do so, but it also establishes a process and a procedure for the adoption and implementation
of a new moratorium should the need ever exist with an increased review of this body of the legislature which we think is important we can agree with so i just appreciate the hard work of all the stakeholders the sponsors represent nevott senator johnson and governor sanders as well on this issue and happy to try to answer any questions if you have any Do you want

to go next? Sure. Thank you, sir. And thank you again for this opportunity to speak. On behalf of the natural resources that we have in our state, as Secretary Corey said,
finding balance between what we do on the agriculture side that's a key and important part of our state's economy, also at the same time finding balance between protection, preservation, conservation, and recreation within our state's resources is also very important. Thank you for this opportunity. With this amendment, we support that, as well as the goals that Governor Sanders has associated with the natural state initiative and protecting resources, but also improving access to recreational resources across our state.

Thank you. Yes, sir. I would echo the same points of my colleagues and just want to say thank you for everyone working together. Certainly a lot of discussion about how important agriculture is to the state and certainly want to echo that and how important it is to the governor and her entire administration that we continue to promote agriculture and do it in the right way. And so just a couple of quick points that I wanted to make. With Act 24 that passed in the last legislative session,
we still have to get those rules approved. So we will get those presented to ALC as quickly as we can, hopefully in May to get those approved and just appreciate the work to preserve current protections as well as, you know, making sure that as things move forward that there is a more rigorous process with legislative review and oversight of that. And so I appreciate all the work that's been put into this. I appreciate Representative Lawton and Senator Johnson, and just thanks for the time this morning.

you're trying to accomplish, please. Dan Vaught, District 87. When the bill got down to whenever House Bill 1681 got to the Senate, the senators wanted to tighten the bill up some and not have as much money allocated over here for the grants as what we had said on our House floor.
It was $50 million every year, up to $50 million every year for 10 years. They wanted to do it to $75 million for three years. We passed the appropriation yesterday on the floor, and this was more palatable for the senators. And with that, I'd appreciate a good vote. All right. The
