provided for a recess of the regular session on or before April 16, 2025, and whereas HCR 1006 authorized the Speaker of the House and the President Pro Tem of the Senate by joint proclamation to reconvene the General Assembly at any time before noon, May 5, 2025, to consider vetoes, corrected errors, and oversights, complete work on proposed constitutional amendments, consider the need for further
extension of the regular session or to sign a die. Now, therefore, we, the undersigned Speaker of the House and President Pro Tem of the Senate, pursuant to provisions of HCR 1006, hereby direct the regular session of the 95th General Assembly, shall convene at 10 a.m. Monday, May 5th, 2025, to address any issues mentioned above and adjourn sign die. to require the Department of Human Services and the Department of Education to establish regional behavioral health programs to amend the law concerning the education of certain students and declare an emergency. School administrators, teachers, and principals are increasingly managing student behavioral issues, including aggression and violence. These issues cause disruption in the academic environment, distracting from school's core function, a safe environment where all students can
learn. Without sufficient interventions, these issues will continue to distract from our focus on academic improvement. While I applaud the intent and goal of this legislation. I don't think it addresses the issue in the targeted way we need without taking away from ongoing efforts. Therefore, I am vetoing this legislation. I have directed the secretaries of the Department of Education, the Department of Human Services to work with interested parties to come up with solution that is more tailored to the needs of our local
