designate in accordance with the house rules we are declaring it necessary for incoming members seniority to be determined by lot.
This morning's drawing will be conducted by a district number starting at either the top or the bottom of the district number list to be determined by a coin toss. I recognize the parliamentarian to conduct the coin toss and to explain the procedures we will follow. Mr.
Speaker 140

34:59
The tradition... Okay. Sure. Good morning. Welcome to the House Chamber.
Speaker 132
35:37
The tradition in the House of Representatives is to draw for seniority by lot. We'll do so beginning with a coin toss, and that will determine whether we, if it's heads, we'll start from seniority closest to number one and work upwards. If it's tails, we'll start from seniority closest to 100 and work down. And as we work through the process, you will be invited to come down,
and there are capsules here that will have the seniority
Speaker 148
36:10
number in it, and that will be the one you will draw. So now we'll do the coin

52:15
Mr. Speaker, do you recognize me? Mr. Parliamentarian, you're recognized. Thank you. With the seat selection completed, we have one last order of business in this phase of the program. It's tradition in the House of Representatives that the person who draws seniority number 100 in recognition that he or she did not have a choice in picking a seat, they do get a consolation prize which is the coin used in determining
where we began with the seniority drawing so congratulations applause
Representative Matthew J. Shepherd
Unverified
53:08
applause applause Mr. Speaker applause In accordance with House Rule 54 We now begin the process of standing committee membership selections. As we proceed through this process, please keep in mind that Rule 54 provides for members elect to trade committee memberships,
but only may do so before the close of business today. Any trades should be made in writing and signed by the members who are trading memberships. The documentation also must be signed by the trading members, political caucus leaders, and by the Speaker of the House. Also, if necessary, House Rule 54 authorizes the speaker to make adjustments to committee memberships, but only for the purpose of adjusting the majority and minority membership ratio. Essentially, that rule provides that the speaker can make adjustments
to ensure majority party membership on any given committee.
Are there any questions? If not, Mr. Parliamentarian, please proceed with the committee's selection. Briefly, I should have
made this announcement. As we've asked before, if you're in the chamber, we'd ask you to be in your seats. If you need to, you're certainly free to get up if you need to leave the chamber. Additionally, if you're desiring to maybe spread out a bit, we do have the East Gallery that is available.
If you prefer to move to that area, just keep in mind that we want to try and keep the selections going, and so we want to be as efficient as possible. And as we proceed, if there's any question along the way, as the returning members know, this is a new process, so we're going to do the best we can. but along the way, if somebody sees something they don't think has been entered correctly
or that something doesn't look right, get my attention, the parliamentarian, or one of the staff members' attention so that we can ensure that we handle this properly and we'd rather try and address it on the front end than have to consider whether options we would have after the fact. So please bear with us. And with that, Mr. Parliamentarian, you're recognized for committee selection.
We've had one question asked is, can you trade outside of your Congressional Caucus
District? And that is not permitted because we, by rule, have to have a certain number of members from each Congressional Caucus District. And as a
reminder, on the screens in front of you, as you're called up to select, or as you're called to select, your caucus district selections will appear on the big screens. Additionally, on the screens in front,
we should have the full committee membership
in front of you as well, but also I'd encourage you to follow along. You probably should have sheets of paper there on your desk if you wish to follow along and fill it in as we go. Any other questions? That was a good question on the
Speaker 22
56:34
trading issue. All right. Please proceed. Thank you, Mr. Speaker, and thank you for the good explanation. we've encouraged the staff
as we're documenting this on the screen and officially that if anything is out of sorts if we're moving too fast we're

The House caucus will come back to order. Members as a reminder, any trades to be made should be made in writing and signed by the members who are trading and additionally the documentation must be signed by the trading members political caucus leader and by the Speaker of the House and that must be done by close of business today. So if you're desiring to make a trade, once we conclude all the business today,
I would encourage you to work with your caucus leader and staff to
facilitate that. Any other questions? If
not, Mr. Parliamentarian, let's proceed to the B Committees.

For the members that are still here, for those that are still here, our preference
would be to work on formalizing the trades after we make the joint committee selections. that way people can go to lunch and then be back here if once they're signed off
on by leaders by your leader get them to Roy and then at the end of that later today I'll go through the list of those for for my consideration and signature okay so don't feel like you got to be making all those trades right now we've got time that we'd rather just do
it at the end of the towards later today thank you Thank you.

House caucus will come to order. Members, before we get started, Representative Ladyman has asked that I announce that the public health meeting that was set for 1.30 has been moved to 2 o'clock or upon adjournment of the House caucus, correct? Okay. So I just wanted to let
everybody know that. In accordance
with House Rule 54, House Rule 80, and House Rule 81, we will now begin the process of selecting membership for the House Budget Committee,
Legislative Council, and the Legislative Joint Auditing Committee.
Speaker 99
4:06:15
Mr. Parliamentarian, you're recognized. Thank you, Mr. Speaker. Ladies and gentlemen of the House, if you notice on the big board, as we did
Speaker 132
4:06:26
with the A committees and B committees, we have the presentation of the positions by caucus district. Each caucus district on this board has 38 positions, and we're going to go down the seniority list, fill all the positions, and then stop when all the positions are filled. But when it's your turn to pick, you can pick any position on that board, a membership position, an alternate position, for budget, council, or audit.
It's wide open. That's the way the rule's written, and we'll just start as we did. But it's a bit different process than it is for the A committees. Also, for the alternate positions for the budget committee, those two positions are alternate members for any of the other full membership positions on the committee. For legislative council and legislative audit, the first alternate and second alternate positions tie directly to the particular regular member position.
So when we get to the point where we're picking alternate positions, say first alternate legislative council to either position number one or to a particular member.

All right, members, we have one additional seat
change that involves the second row over here. I believe Ray McCollum-Tallett would move down. Penzo would move where Ray's at.
Without objection, we're going to make that change.
all right since we're still here today we we can make that change hearing no objection that change is made.
Speaker 590
5:25:18
Mr. Ragland, you're recognized. So on the trades, if it's Democrat to Democrat, you just need Tippie.
If it's Republican to Republican, you just need Austin, because they've got their last name it's hard for me so you don't have to have them both signed get them to me before the speaker signs them and so I'll be right up here after we're through or you can find me in my

office and the the close of business we anticipate being 5 p.m
and and what what i'm going what i'm going to do we're collecting all of these i'm going to
review them just to i don't i want to make sure we don't have anybody trying to trade the same position twice make sure it all makes sense and then we'll go through those later this afternoon
but again close of business is going to be 5 p.m today if there's any last minute attempt to make trade we need
Speaker 590

list agree all right a few other announcements the public
health meeting that was set has been rescheduled representative layman says It'll be scheduled for December 14th at 1.30 p.m. We have a few
other announcements. There was no need for you to sign in today. Your presence is being documented by staff, so there's no need to sign in. Normally, part of what you'll learn for the new members at orientation is normally at the beginning of the week or when we have a meeting here in the chamber, you would sign in in the clerk's office back here in the northwest corner.
of our office space here a few other announcements house orientation will begin sunday december 6th for the incoming new members and runs through december 9th again we sent out a memo on that as far as the actual trainings that are taking place here in the capitol other members are certainly welcome to attend just keep in mind we have limited spacing and so that's going to be available on a kind of a first first come first serve basis and then finally
the regular session will begin on monday january 11th so make plans to be here are there any
other are there any other announcements
let me just say I appreciate your work today this is it's a challenging process regardless but on top of that with a rule change and implementing a new process I want to commend our staff I think
it worked out as as good as we could hope so if you'll join me in giving our staff a hand And likewise, I appreciate your consideration and flexibility as we deal with the challenges we face as we confront the virus. Hopefully, as we move forward, now that we have our seats picked, it will be easier for us to come together. I appreciate y'all being willing to kind of
stagger as we as we the groups as we came in but we wanted to try and avoid having a lot of people moving from seat to seat and so that's something that as we move forward will be as much appreciated and then finally I probably should have said this at the outset but with everything going on and all the challenges we face and trying to deal with that congratulations and welcome to the house of representatives I look forward to working with you in this upcoming session if there's anything that i can do in the meantime or our staff can do don't hesitate to ask if there's no other
announcements then this house caucus will be adjourned
