Thank you Mr chairman Items B. one through B. five R. reports to the committee there's no action required but I'll go through each one and take any questions from members item B. one a and B. one B. these the quarterly employment reports are generated by data provided to the bureau from the departments agencies and institutions that include their current number of authorized positions employee counts vacancies in various other data the data provided shows the averages of the first three months of the fiscal year twenty twenty one the average employment for the quarter is twenty thousand six hundred twenty nine thousand six hundred employees for state agencies and twenty seven thousand eight hundred sixty eight for the institutions of higher education Mr chairman that's items B. one a and B. one B.. Okay folks and no action required on that we are now on the B. two and three of the two and three. Fisherman items B. two and B. three these reports to the Department higher education and the office of personnel management that each other per personal related actions they've been approved by each office for institution of higher ed and executive agencies these actions include the review of directors discretion increases as well as approval of labor market adjustment special entry rates for exception will qualified candidates and the use of existing administration grits is reviewed by this committee an authorized in Arkansas Code Mr chairman that's items B. two and B. three and members are there any questions. B. we do a before real quick I to be force report for the Department higher education the details the higher education institutions request for new provisional positions provisional positions are created using other moneys which may include grants donations or other unanticipated funds under Arkansas code six sixty three three oh five each institution as provided the number of positions available to them for this purpose there were fifty eight total provisional positions approved by the H. E. forty seven of the positions or four year institutions and eleven at two year institutions D. AG as provided letters for some of these new provisional positions where they were granted temporary approval for the institutions to fill these positions due to time restraints within the grants normally institutions are not allowed to fill the positions prior to them being reviewed by this committee Mr chairman that's on a before and members are there any questions. C. number move on item five Mr chairman of the B. five is the equal employment opportunity report for fiscal year twenty twenty we have a copy available in the staff desk back here because of its size it's I think over five hundred pages the reports required by Arkansas Code twenty one three one a one includes a copy of the institution department agencies gender and ethnic origin break down as well as our equal employment opportunity policy. Mr chairman item C. is a request from a issue Jonesborough that includes the creation of one new project program manager with the line at a maximum of just over a hundred thousand dollars position will be responsible for leading initiatives to improve transfers from to your schools to issue and to enhance recruitment the position was included in their budget requests during the fall hearings and was approved in by reviewing this out in the Pacific position would be available to them now as opposed to having to wait until July of next year. Mr chairman item he is a request from cost talk community college for the establishment of for twelve month faculty positions with a line item Max one hundred and thirteen thousand dollars it's my understanding that these employees are actually already on campus but there in nine month positions the request will allow them to be moved into the appropriate twelve month positions and these positions again were included in the budget request and hearings and it'll make them available to them now as opposed to waiting until July of next year. Mr chairman item F. is a request for the Department finance administration this is actually two requests in one the first requested from DFA division of management services they're requesting to surrender to fiscal support specialist position said yes for for one DFA statewide program manager to GS thirteen the Department finance administration shared services section is requesting to try to surrender three positions the two administration officials three said yes of four and one fiscal support analyst at GSO five for one statewide program manager so we've got five positions across the FAA to from one division to from another being surrendered for two positions one going to the shared services and we're going to management services the first position of management services that they'll be responsible for ensuring that each department division agency receives the correct amount of appropriation in the State accounting system also serve as a liaison between office of accounting a service center and off the Budget to validate information and ensure appropriations or sign proper coding the second position insured services section be responsible for providing guidance and assistance with budget creation with the budget creation process for all divisions of DFA verifying that purchasing transactions follow regulations and monitoring the Administration of Justice Fund to ensure income received means allocation requirements Mr chairman that's on behalf. Mr chairman item G. this is a request for the depart workforce services for two growth pole positions from their own growth pool established by act one eighty three the agency's requesting one state database administration lead at that I. T. eleven and one state systems architect and IT ten DBS is transitioning some of their I. T. operations from the FAA's office of information services to their own internal I. T. team and this was the support and when crease the unemployment insurance I. T. operations are they currently do not have enough personnel to transition these new responsibilities and effectively manage I. T. systems when the main responsibilities will be application data monitoring to identify fraudulent claims. One of mine is a lot of uh employees in our state agencies that are losing their vacation time the essence of what this bill would do is it would move that time into the catastrophic leave fund unless the employee otherwise directed for to not go in there because right now what happens is that time just dumps often for lack of better terms goes in the trash can and there's no benefit to it so what this bill would do is direct that into that fund unless the employee directed otherwise also what it would do is that if the it exceeded forty five days the employee would have you would pay out the employee for the time what we're finding and it's been mentioned several times in here Senator Elliott had mentioned it once or some others is that we've got employees that are basically working for free because they can't get their time off to enjoy their vacation time and they just lose that time in my opinion that's that's asking somebody to work for free and I don't think we need to do that so that's what this is all about if anybody's interest in co sponsored come see me and I'll take any questions Mr. He.
