First of all before we get started members I want to thank everybody for your for your for your work this year and and no offense but even more importantly I want to thank the members of our staff for their
work this year and so cap the interests and your E. thank you all very very much you know working with Representative Davis I know is leaves a lot to be desired and so you know we appreciate that was not easy in your handled it like professionals will thank you very much. And he's not here days when going to read on and. They are all right so let's get to the the the the bill's agenda and so cap the will turn it over to you. Thank you Mr chairman and we're
going to start with methods of finance in. Item be of your packet on page one is the letter from DFA of the that that the finance they're sending over for legislative review on page two you'll see of the ones for December we have number one three four these are all going to be for Henderson state university and they are all in my wealth for on call H. back the deferred maintenance except for a project that they're getting in place in case they
need to use these different of methods of financing for projects they have they have tuition and fees and auxiliary profits to fund those four methods of finance if they were to need them number five is Ozark a college and this is for ash flat technical center welding lab renovation to renovate the space and install power in ventilation equipment at the ash flat technical center to create a new welding lab six hundred thousand dollars the I was Arkansas college says they
have plant fund reserves of a little over eight percent to pay a federal grant funds eighty percent and College Ozark a college foundation funds of eleven percent to fund this project number six is you eight Phillips community college for miscellaneous repair replacement projects five hundred ninety thousand dollars the they know that they have college operating reserve funds as well as the insurance proceeds to cover the cost and then we had you as a division of agriculture for
poultry research facility a new facility seven hundred thousand dollars at this point they have agro reserves as well as gifts to fund the project that's the methods of finance on today's agenda. All right members are there any questions. All right see note see non without objection the that'll stand reviewed. The next great Mister chairman are discretionary grants the
first group of grants come from the health department to item C. page one there are five of for the health department that are all of the same they are federal grants we're being amended to add additional funds to reduce the new HIV infections in Arkansas with the vendors providing voluntary testing and counseling outreach education and linkage to care too high risk populations the second group beginning on page three these are the grants from the
Department of Human Services in the first when there is for county operations to provide employment and training services to supplemental nutrition assistance program recipients numbers two through nine of these are all going to be with community mental health centers these are all going to be amendments to existing grants where they are for adding funds for senior citizen center on this upgrade to improve quality of life for adults with disabilities that Texas over to
grant number ten. Of and that's on page six also for DHS's with Arkansas foundation for medical care and on this one it is federally funded and it is to lead efforts to evaluate protocol design data collection analysis and reporting to administer the first responders comprehension addiction and recovery act grant and then on page seven we have a grant from work for services
this is with the children's advocacy center of Arkansas it's a hundred percent federally funded for nearly three million dollars and this is for the development and expansion of the children's advocacy program I will note that on this one they have changed the start date to December twentieth twenty twenty that'll be after council meets this Friday and the reason for this is currently this payment program is running through the state police and they have an
email you in place out that expires but they also have some of agreements between the state police and the CI sees that expire on December twenty eighth and so the only cost that would be incurred are some of personnel expenses and by the backing this up to twelve twenty it'll allow them to use these existing funds to pay those expenses that would that will be incurring so that will be
changed and noted in the final report and then on page eight a second one for work for services with the Arkansas hunger relief alliance to collaborate and fund the Arkansas Emergency mill support initiatives and those of the discretionary grants on today's agenda all rights see we got seat fifty two is that you Senator English. wanted to know a little bit more about that that advocacy centers which was that with the department of workforce services. I think I see it right here but I don't know what that now we get somebody here from. It's a bill okay great. Is is it requiring anymore staffing. what percentage of that. Federal dollars going directly towards the program. And you know we we we see a lot of these sites and then you find
out later that the percentages are low some other things have you got anything you give us yes Sir I can tell you Sir that eighty five percent of these funds are going to the program meaning direct services rendered by the children's advocacy centers no internal of funding is going to support DWS hired additional staff the state chapter these children's advocacy center as a state chapter and part of these funds will go to them as well the AP
if I remember federal funds come with the percentage allowed for administration and all that so as to be the yes Sir that is green appreciate clarinet at you bet one more question. All right of center Irvine you're recognized for a question thank you over here and cognitive sorry had an allergic reaction so. But I just wanted to thank you
for your work on this and for seeking a federal grant and getting it into our state what areas is this going to be centralized or can you just kind of follow up on by Senator English and Senator Rice as a line of questioning that can you tell us kind of the areas because I know that we started a new you know some several new ones and they're kind of spread out throughout the state so it's not gonna be a needs based and formula of funding or how could you just tell us a little bit more about what where the located in and what kind of support level we can.
I can count on for that for those areas. Yes ma'am that's a very good question I have. So to hopefully came prepared for that but right now we have seventeen centers serving all seventy five counties so this expansion of new centers and satellite centers are going to look at Van Buren County Phillips County Fulton Baxter pike Nevada hot springs Dallas counties Johnson Jackson capitalone oak so the expansion is is is really
ultimately to take the CACD program statewide office and and really try to have at least a full center or a satellite center in all seventy five counties. That is net debt is wonderful news to hear and I just appreciate all the efforts that are being made in this arena because it is so needed and and I'm just glad to hear that list that's a good list and and there's lots of issues and I'm sure there's a lot of data that drives you to those areas which I know that you've looked out
and as well so I very much appreciate that thank you Mr chair and the other thing it's not for you but I also just want to commend division of work for services for their efforts with under Arkansas hunger relief alliance and you know we have a hunger caucus and I've been able to chair that for many years and this is very important to us I I would say probably the legislature and we just appreciate the work that the Arkansas hunger relief alliance does and so we just want to thank you
for helping and assisting to get that federal grants and it's just not it's not gonna be enough but I know we've coupled that with some of the carriers money as well and other programs so you know every every bit helps and every bucket Health so thank you Mr chair for the latitude thank you senator Ervin and thank you committee for your assistance thank you and you are dismissed all right members see no further questions without objections these items will stand as reviewed.
Mister chair the next group of items under packet D. E. R. R. services contracts and then on page one of identity is the letter from Mister Armstrong at the office of state procurement saying that all of the contracts that they have submitted for review on they're facing to be out of. None of them seem to be unlawful and so we'll begin with our construction related contracts on the one. Page up to their to their for a issue Mountain Home of the first one is an on call architectural services contract
and it notes that it's also for walking trail but up on call contract can't be for a specific purpose I've talked with the university that was a mistake it's going to be changed in the final report will show the change that it just for on call architectural services for their two hundred fifty thousand dollars and then number two also for a issue Mountain Home is the contract that they have for fifty eight thousand dollars for the architectural services for their designing of their walking trail on campus then number three is you a fait it bill this
is an on call also architectural contract that they're adding an amendment of two hundred fifty thousand dollars to and those are the construction related contracts. All right members earlier any questions comments okay see none without objection these items will stand reviewed. The next group of contracts are inter governmental contracts the first was Economic Development Commission with UAMS and this is an amendment to an existing
contract that they're working to engage the in the oversight of implementation of broadband infrastructure construction awards as designated by the Arkansas department of commerce number two is environmental quality department you CA last month this contract was on our agenda there were some questions raised and they the agency requested to pull this contract and bring it back today and since that time we've received the information from the agency on some of the questions that
were raised last month in this review subcommittee in your green packet of letters on page one is the letter from AD EQ this particular contract has to do with data collection for development and our revision of water quality criteria for way double streams and eastern coastal plains FOR the Ouachita River basin and number three is the health department with that you a M. S. and this is for two part of two positions that serve of the health department the
deputy state health officer and chief science officer would report directly to the secretary of health the a. Advising and giving information on scientific pursuits and those are the inter governmental contracts on today's agenda all right members are there any questions comments all right C. nine without objection the sentencing reviewed. The next group of contracts Mr chairman or the out of state contracts beginning on page four the first one is Arkansas tech and this is for providing
marketing and advertising services and of providing web design services and technical expertise reorganization and redesign of universities web presence this will allow them to for a mobile first format and best practices. Number two is a issue Jonesborough with **** media group and this is the original contract for student recruiting and it will create manage and optimize an ongoing advertising
strategy that generates ads in search engines for Arkansas state Specifically targeting the on campus college experience and number three is the corrections department with US corrections LLC on this one you know that there's no money being added in this amendment that is coming for review of this has to do with inmate transport services to retrieve inmates and carry them to other detention
facilities and the vendor asked of that a statement dealing with force majeure be added to the contract and this is where neither party will be held liable for any delay having to do with some of the things I've run into with code that so a turning the page to page five yet the education department this is an amendment adding some additional funding this is the assessment tool for students in grades K. through two and three through eight in public schools
and they're also adding additional funding to be able to assess and test private parochial schools. Number five is the health department this is for their prescription prescription drug monitoring program and you'll see this is done as a sole source justification the letter of from the health department as well as the response from I was P. are found in your green packet on pages two three five and the sole source
justification is basically due to proprietary nature of the software they're not allowed to integrate or provide any access outside of the a priest for the prescription drug monitoring program and so as P. has approved moved the sole source justification for this contract next is the health department of amendment to an existing contract up for tobacco cessation program for pregnant tobacco users and its the the well baby in the tobacco free
program number seven on page six is DHS with M. C. N. A. and this one also is a zero dollar amount that they're adding to the contract but it's coming for review the because they have revised the scope of the comprehensive dental managed care program and I will note that there's also one of these for DHS with the same type of revision is being made in the in state contracts with delta dental
nexus number eight R. DHS and this is one of three contracts that they have on today's agenda for non emergency transportation services the other two are on the in state contracts that I'll point out to you. Number nine is DHS with right of passage and on this one they are adding a little over three million dollars to this and updating the performance indicators as well as the scope of work and on this when they
originally negotiated this date in addition to them working as a residential facility management four Alexander juvenile assessment training center they also talk to them about a facility that they had in Lewisville that was closed at the time but they planned on re opening it and that they would be asked to manage that as well and the funding has been received a federal funds and so this addition to this is adding
that the civility into their existing contract. Number ten is information systems for cost reduction assessment contract number eleven natural resources this one is an original contract for financial management and note loan and grant servicing software number twelve is northwest Arkansas community college for consultant to work and employment services for the state application of the cloud based ERP system work day. number thirteen there to contract there for public
employee retirement on these or management services contract number fifteen you a faithful for an amendment this one has to do with Their master license agreement and other support services and analysis tools and services. Number sixteen as you ate that bill this is an amendment to the existing contract for the our own to the cybersecurity risk management engagement that they currently have.
Number seventeen you a viable for coaches training program coaching skills training and follow up activities for Arkansas early childcare trainers and professionals and you I Fort Smith a for a contract to assist in raising of stature and reputation of the university through advertising and marketing campaigns those are the out of state contracts on today's agenda. All right C. seat fifty five it

question and then no we had discussions about Adding perhaps medical marijuana or different types of things like that that complicate sometimes this issue where are we in the discussion on that at first is now on it is not their software will not allow that. Okay. okay what about in my question I think primarily is it says under
number three the question that Apparatus health and the intellectual property for the Arkansas PMP. And it also and the source code of the software so is that normal not might be a question for Mr Armstrong because I know other states have this program and so I'm not sure if that's a normal thing that we contract with a company that owns the intellectual property for our information. That bothers me a little bit
senator I can't. Say whether or not it's normal like to say that my determination is based on whether or not there are intellectual property rights that make it so that there's nobody else we can contract with. And in making that determination I rely on the department of health and the vendor to provide me with information. Correct I understand that I understand why you approved the contract on the basis I think my concern is.
You know that possession of predicaments obviously it there's no other competition that can come in correct is that the way the statute was written or is that the way the contract was originally negotiated. I think that's the way the contract was originally negotiated. On you know they're the only vendor that meets the requirements of what we need to meet the requirements in the act. Okay. Are there other vendors I mean
I know this program assist in many other states so are there other vendors that. Act in the space there was you know we started out with a different vendor they bought that vendor I'll so so they they maintained the majority of the states for this purpose that hasn't that that where the state hasn't created their own system okay.

I guess I just it concerns me that a vendor and our intellectual property in our information and not that bothers me and I understand where we're at and we stand we got there but it's I don't know what we do about that but but that is bothering me thank you all right. Three million in an. The focus in on. What is actually the.
Yes Sir what we're doing is we have a facility that we used operated Lewis full a closed spending I guess prior year to two years ago that's it's been about a year little under a year and what's what's happening is we have gotten some federal grant dollars that we can use to establish a substance abuse substance abuse facility there provided an option for non adjudicated youth to come for substance abuse treatment I'm so reasons for all grant dollars to hi ROP to operate the facility
there at Louis school the use that use that facility for that and Mister kraken correct correct anything that I misstated their. The only thing I'm correct is it actually educated juveniles as well it's to give courts an option something short of sending kids to DYS to a secured facility if what they really need is substance abuse treatment specifically opioid and and stimulants in this field
is located or in Lewisville okay for me with the sent to the change. This is the you've still come in to Alexander for valuation these particular useful not because they're not committed to a custody case will not court will commit them specifically to this court the court make referrals and we will we will screen those referrals to make sure that we're not sending violent or sex offender someone that's not
appropriate to the program and then once the court and we receive that referral the program clinicians will make sure and assess the juvenile to make sure that this type of treatment is appropriate for them okay is there a specified age range that this will be kept in the thirteen to seventeen year old things and. go with this so that when the kids arrived there what should we expect which would look forward as far as how they're gonna leave their educationally and who's gonna be responsible for the education it will mirror the education piece will be or what we see in our other facilities we look think we're looking at utilizing virtual Arkansas all right now the same staff that oversee the education component are the facilities will be making sure that the kids who were there for the ninety day treatment program are also staying on track with their education we have a classroom officer education building that has three classrooms and I we educated there and ninety day is the is
the minimum orders at the maximum it's the rates a ninety day program so to complete the program you will be there ninety days and then there's the following six months of after care follow up will be provided to the juvenile's once they leave the program all right thank you thank Mr thank you. Make the next group of contracts for the in state contract beginning on page. Ten of item D. of the first ones crime information center this one is for AMF system maintenance and support number two three and four are all for DFA or for Building Authority and these are for janitorial services for natural resources complex the state crime lab and the nine hundred west capitol building.
Number five is DHS and this is with US able corporation and this is to provide institutional cost report audit services for provider reimbursement this is done as a special procurement on pages six through ten in your green packet or the letters from DHS and the office of state procurement dealing with this contract DHS is in the process of running a competitive procurement after they've had seven years with US able Corp I
do recall the to a pandemic they were unable to complete the procurement and so unless the approved up to one year special procurement or that can be terminated sooner if the procurement top for a new provider is done and completed center number six through number seventeen these are all going to be the same there community mental health centers are they're adding some funds to each one for pandemic expenses and also for forensic evaluations that takes this
three to number eighteen and that's on page sixteen of this is DHS for comprehensive residential treatment services this is one that is they're not adding any money but they did revise the rate sheet with this contract so it's coming back for review. Number nineteen as well as number twenty one or the two other contracts that DHS has for their non emergency transportation services number
twenty is DHS with Arkansas foundation for medical care for prior authorization utilization review retrospective review and medical review services. Number twenty two on page eighteen this is to revise of the scope for the conference individual dental managed care program we had the other one for the out of state provider of previously and then number twenty three U. a fait it bill
of this is with delta pest control for a data for past services for the athletic facility of a contract for that amendment to add that the lady and those are all of the in state contracts on today's agenda. All right members are there any questions. All right saying none without objection these items will stand as review. Mr chairman the other items on the agenda are reports that the
first report in autumn II are the previously reviewed services contracts that have no material change that takes you through to the next report I believe there were only three of those contracts this month the next report is the report of contracts that fall under the threshold for review of that is item eighty two and then ET three are the contracts that have been of procured and entered into a using a critical
emergency they had to do with because of its services and there are only two of those on this month's agenda and that's all the items on today's agenda Mr chairman.
