uh chair sees a quorum i'd like to welcome everyone to the inaugural meeting of the advanced communication information technology committee uh just to go over a few quick housekeeping things and then we'll get into the one bill we have um first off i'll introduce our vice chair be representative hawks for this uh go around uh representative hawks i don't know if you have any words you want to say this morning okay um Our staff, our analyst is going to be Mr. Gillum. He's been our staff last session and did a good job for us,
so we're looking forward to working with him. Ms. Anderson is going to be our administrative assistant. Is she? Okay, so she's not in here, and Ms. Stevens is our staff attorney, who I'm sure she's busy drafting a bunch of great bills for us. So on your desk, you should have a list of the agencies, the contact information, the ones that we work with. So if that is beneficial to you, you'll have that. Of course, we'll meet him here in this room. It'll be ad hoc just as needed.
Once we get into the interim, it'll be like last time. And I like to use the committee to go around the state and better inform ourselves on technology and advances. A lot of the things that we deal with, as you would imagine, 9-1-1 systems, broadband, data, cybersecurity, somewhat with the emergency agencies. So those will be the things that we will look at. Other than that, I think we are probably ready to go.
Am I forgetting anything? Okay. So we only have one bill on the agenda today. It's House Bill 1110, which I'll be presenting. So I'm going to hand the chair over to our vice chair, and I'll head on down front.

the record. Okay, Representative Meeks. So first thing we need to do, colleagues, is adopt an amendment. Just real briefly, the bill that we're about to look at deals with cybersecurity. All this amendment does is it makes sure that no one can FOIA the sensitive data that's going to be collected and use it against our agencies. And so with that, I'll entertain any questions.
And if there are none, I'll make a motion of do pass on the amendment.

All right, the motion is passed. Your amendment is passed. Okay, so colleagues, I'm presenting to you House Bill 110, and what this bill would do if enacted is it would require all public entities within the state to report cybersecurity incidents to the legislative auditors.
Right now, we have no means or no mechanisms of collecting that information. We have no idea what security—we know there are obviously cybersecurity threats out there, but we have no idea the degree of what we're being successful stopping it, where our vulnerabilities are. And so all this does is it requires a state or public entity all the way down to the local library. If there's a cybersecurity incident within five business days, they need to report that to legislative audit. If it's a simple open and shut case, then once they make that report, they're done.
If it's something that's more involved, like the PUA security breach that we experienced this last summer, which is obviously a long-term ongoing investigation, they would make that initial report to the legislative auditors within five days and then provide periodic updates until the matter is settled. If it turns out that it is a significant cybersecurity incident, then the legislative auditor would then notify the governor's office and legislative leaders, and those legislative leaders are outlined, but it'd be the pro tem, the speaker, legislative council,
auditing committee, and then this committee as well, so that we can take any necessary action as required on that. So this is kind of the first sort of leg of some cybersecurity stuff that I'm working on this session. Behind me, the legislative auditors are here to help answer any questions if anybody has any. And so with that, Mr. Vice Chair, I will be available to answer any questions. All
