For by with the as a can take take a look at the amendment and the amendment is the bill I want to have an atom doing so that we would have to try to outline the line or at the Senator go ahead and explain your amendment yeah so The Amendment is is actually a correction so when we have the bill drafted we inadvertently basically And modifying this to try to help this group of people we just cut out the ability for somebody else to be exempted so wasn't the intent at all and so we need to amend the bill to be able to include them back in that code section so so that's basically what the member does we have a motion to adopt by Senator Eads second by Senator Tucker all in favor say aye opposed Like sign so. Now we gotta do the bill is amended if if you want to say some or sure so essentially what this bill is designed to do is to enable a group of people and then my community and a lot of the real communal Hammer Mennonites who have actually religious objection to insurance and so they have a method to to do it by submitting a letter annually and then keeping that letter with them and it just makes it where it's a really a burdensome process to be able to avoid doing it what they do is they have a collected through their church builder collecting share liability program there's some common I motor say that almost all of them you lies but it's basically to share program what this does is just recognize that click to share program for their church as liability insurance for the purposes of transportation just that I have that evidence in a cover that I had one question and I apologize to you I just you know about fifteen minutes call column but Bob about other self insured if there's a dollar amount that's required in in the self insurance in a in a in escrow somewhere on that I mean is that I'm just trying to look out for everybody else and and I'm I I wish I was more up on on the insurance code so I really don't have an answer to that there's a minimum number of vehicles in the for the other self insured individuals who they have to have a at twenty five or more vehicles but I I really don't know I don't know if there's a requirement that's probably something that we can provide this with the insurance department about. You know is is there's not a the if there's if there's not some kind of a parity I'm when I ask you to pull it back and well only yeah not and I'm okay with that I think with this or with this group though you'll find that there are no rules situations out there where they're they've had damages when I'm paid so you know it's not a I don't think that that's necessarily a problem with this group like you could be with other other groups but there's not you know within this because I put this bill together there's not a requirement for them to have a certain amount held in escrow in order to be able to be selfinsured I can say that because this was in the code for specific nomination is that now it would be any any organization that that qualifies as a religious exempt organization. Some I mean go ahead go ahead Senator Hill All in the yeah I'm asking for what you said I think we need to make sure about the dollar amount on this what or ask or what it was going to be at we do a whole lot of the calls you may not enter with this one we don't know what the next one on the date. And so I think we need to make sure we find about dollar amount that that that is substantial we have that obligation today. Miss just like anybody else on the road I don't want you know as a non insured or or under insurance on body and and and your organization might be fine but you're not can somebody else might be considered a religious organization of that not have the funds to be able to take care of those the thing I'd want to point out that that were that is a that would be an answer to that is these people are already on the road they already have a religious exemption from insurance already so these people are able to do it all we're doing is making where they don't have to request alleges Division annually to get the proof you keep the paper with them all the time what would be is now they have that they can just demonstrate instead of doing that thank you didn't state that they are member this this share program and that would keep them from getting as a ticket for not having insurance so we're not we're not exposing two more liability because we're not allowing some groups to get out participate or not not doing it now we're just helping them in the process to to do it because they because of their deeply held religious beliefs they are exempt from having liability insurance which which is existing code we haven't we're not not changing that we're just making it where they're recognized for department transportation purposes as a insurer. If someone's been a victim of domestic violence they put their they put appeal box on their driver's license rather than their physical address and under current law you can only get the someone can go to the DMV and get that person's address if they present a compelling reason for doing so in an affidavit. And this changes that to say that you can only get the address if you have a court order to get it and you cannot be someone who's been convicted of domestic violence against the person whose address you're seeking yet. That's that's what the bill does it's fairly simple if after I think it's a good bill And so I. I think that's what it is right three questions from members. Saying nine. No question but it's really not so much on this bill but it's the discussion of this bill is a good bill. But there are other things entities that ought to be afforded the same I mean. And I'm if you're if you're in a public light somewhere and you've got terroristic threatening going on there ought to be some we may need to and and I guess I'm asking you as you read this bill does this have any opportunity for expansion to other protect I don't see protected because that's the wrong word for other people facing harm. You know I think you could yes I think it could and probably know in another bill but. This is restricted to domestic violence but it's not only physical harm it's also mental emotional harm so. it does cover some of potentially what you're talking about but it is restricted to if you're. In a dating relationship for the same family as the person. Because it is domestic violence. So yeah I agree I think that some to look at his. There is a discussion questions saying nine.
