Changes in the federal milk marketing orders and to support our farmers so I'm running this on behalf of Senator Stubblefield so with that I will try to answer any questions that I may get our good friend from farm bureau to assist with that if needed thank you. We are a dentist in its entirety I don't for brevity I I won't thank you there you will be removed yeah I have to have a Senator record. You explain lines three through five on page two three three five one eight exactly exactly what we're trying to accomplish by eliminating the tax the transportation credit there please allow me to get our friends from a farm near I think they're dying to take questions from this committee. If you would please enter the ship for the record and you're recognized Matt king Arkansas farm bureau there's a been a constant challenge for our dairy producers here having to pay for milk coming in from other states that's the way the milk marketing order works is the resolution is encouraging changes to the federal milk marketing order to have those reduced by twenty percent a year so for five year period you eliminate those transportation costs. what are sent back to you through the other thing okay general law. I was just wanna whether good centers in the table could exploit that will. I'm just not a smart masking. All right to Sturch. I thank Mr and this can be for either one of you I thank I guess what I wanted to make sure we're going to kind of connect is the past bill that Sen Stubblefield had about dairy farmers and we heard testimony of some of the problems that we're seeing federal level is this resolution then to address some of those same concerns absolutely okay thank you any other questions anyone here speak for against bill no one signed up for. Close for your bill. Senate more closely bill and it is with a do pass and second all in favor say aye All opposed nay a by the same time thank you of. Senate leading has Senate bill six fifty four that we did not you put on the calendar and it will require a vote of the committee to hear that today sent Leding I'm assuming you have a request to do pass it in and second to here this today any comment or questions from committee on this all in favor say aye All opposed including would you recognize or introduce yourself you're recognized. Thank you Mr chairman committee appreciate indulgence to be clear we had a longer agenda this weren't literally just two sentences I would have made this request today but this is fairly simple under current Arkansas law a temporary medical marijuana card for an out of state patient is only good for thirty days a lot of times we do have people come to Arkansas for an extended stay whether to work a job take care of a loved one or maybe have a vacation home here and so all this bill would do is extend the period from thirty days to ninety days now in order to qualify for one of these cards you do have to be a from a state that has legalized medical marijuana program and you do have to have a current valid card in order to get the temporary card here in Arkansas the they're here is we're going to have people in Arkansas who are visiting who are medical marijuana qualified medical marijuana patients we'd rather them to spend their money here than simply having to get this license renewed every month which can give a little bit more time before they have to pay that fifty dollar fee for the rental happy to take any questions are you more. Sterling do you know how many requests like this we process on a state level here believe for the last few months we've been averaging about four hundred a month I believe that is yeah that's correct. Of thirty days or. That you have right now said you have to register or renew renew every thirty days it's about four hundred a month okay. Service. So Leding what's the fiscal impact of this. Well obviously so it's fifty dollars to renew so people having to do it every thirty days they're gonna be doing it as a third a third of the time forty thousand a month. Well ideally if they are renewing their going to be making purchases in our states dispensaries instead of from you know other states dispensaries and so. Still gonna be considerable revenue I think more revenue to the state. Chesterton. Thank Mister Santa at I don't necessarily expect you know this or that I just wanna see if you'd heard at the four hundred then a month that a requesting an extension do not have any duplicates those are as far as the it is it the same having the same people is asking for another date and thirty days and thirty days that makes you said four hundred a month okay I did add that four hundred is it two hundred of the same people asking again that's a good question I do not know I have someone. Here who might be able to answer that question thank you. If you would enter the ship for the record. I'm bill paschal I'm here today in my capacity as executive director of the Arkansas cannabis in the industry association and the numbers I got from the Department health this week there four hundred an average over the last five months the let this fiscal year there were four hundred renew cards renewed each month so that somebody that has had one there about seven hundred newly issued cards each month those are new people into the state New of district courts of eleven hundred. I simply but four hundred of those or renewals. Thank you. Any other questions. Leding close we will move to the with the move do pass as their second second. Thank you get to three of them the word but there for second all in favor say aye aye All opposed by the same time we're German thank.
