Missy Irvin, District 18. The
amendment cleared up some of the confusion from this morning, or yesterday, I guess. I don't know. but when we presented the
bill the first time yesterday it cleared up the confusion on the
primary purpose representative Beck asked me a lot of questions on that others did as well and it cleared that up and put a definition from page four at the end of the bill to make sure it is very clear and precise that no one can help a federal agency on anything in that definition of federal ban. With that, Mr. Chairman, I'd appreciate a good vote.
Thank you, Representative. Any questions from committee members? I'd make it.
Representative, we've got a couple people signed up, or at least one person signed up to speak against the amendment. Ryan Foster, are you in the room? Mr. Foster? I'll check, sir. Okay.

What is this name right here? It's not a name. It's
just Ryan Foster. Oh, Ryan. Yes, sir. Sir, if you would, just have a seat at the end of the table. Identify yourself to the committee, and you're recognized to speak. Are you speaking for or against the bill, the amendment? Speaking against the bill. Okay. State your name for the committee. Ryan Quinn Foster. Yes, sir. Okay. You're recognized to speak against the amendment.

Well, it's a very unusual gathering, I will admit. I've never met so many esteemed colleagues, individuals, representatives, lives in the middle of the night. But I drove down from Harrison, drove three hours to be here to speak out against this bill because I think this bill creates a public risk for everybody here in Arkansas. The bill sends the wrong message. I am a person who owns an AR-15. My wife owns an AR pistol. We are not at any stretch of

the imagination for Biden's gun control policies.
Order, Mr. Chair. Speaking on the bill, not the
amendment. Mr. Foster, be sure and speak in regards to the amendment. Understood. May I withhold

and speak on just the building? Any questions from committee members?
Mr. Foster, I see no questions from committee members. Do you have any further statements? Mr. Foster, thank you for your time. Yes, we've got a question from Representative Dodson.

Thank you, Mr. Chair. Mr. Foster, did you have some other statements about the bill?

To save time, just simply, this bill is unsafe. It should not be targeting law enforcement officers and their ability to aid federal law enforcement when it comes to maintaining the safety of Arkansans. It's just that simple. You know, I'm against gun control. I hate the idea of it. But I think this bill sends the wrong message to the wrong people in this state.
to criminals in this state. And as someone who wants to be able to teach my kids about gun safety and the responsibility of a firearm, we need to do this another way. Simple as that. No further comments. Any further questions
from committee members? Seeing none, no one else has signed up to speak for or against the bill. Thank you, Mr. Foster. We appreciate you driving down. Thank you for your time. Representative Wardlaw, you ready to close
