I have a question on benchmarking talk about hearing your your presentation of can you give the more detail on how do you do that are you looking at states around us in all also states that are similar to us is is that we plan we so we have a national state survey that was done a couple years ago so we'll have a cough you know national benchmark that will compare you to and then it's really up to. To you guys on on you know I think will make suggestions will look around at the neighboring states and see who has similar programs but you know if there's a specific state that you want us the to throw and it's it's easy for us to do so will probably communicate with you guys and give you a an idea that this is our suggestion and if there's other states want to add we're happy to do it okay thanks. And you know. The more benchmarking at there's only so much time so if you want to spend more time on benchmark you want to look at private sector companies out there and what they're doing yes more time anime delays pushed back some of the other things that we're looking at but we're happy to take it further and look at the private sector to. All right see no further questions okay I move on. Okay so so August we're gonna shift more towards deeper dive into that claims and Alice's so we ask for that big file as it relates to claims information and that's we're gonna sort of get into that in more detail to really understand the cost drivers of the program and start shifting our focus of the plan is signed the contribution structure and some of the clinical aspects of the program to to look for savings opportunities and it's not necessarily just savings opportunities but opportunities available to improve just the overall health of the program on a long term perspective right to sort of right the ship and make sure that you're controlling that trend line year over year so there may be some from a clinical perspective if there is a high level of diabetics within the population there is there's point solutions that could potentially be implemented to help individuals manage those those those conditions there may be some social determinant aspects that will want to look into to it to sort of a fill in any gaps as it relates to the the network structure that you have in place or areas where they made so so from more of a social perspective to improve the health of the members there and then from a plan designed contribution perspective from an actuarial basis really understanding that the spread to your program the structure your program the the loss ratios as Patrick mentioned going to take a look at that by tier contribution strategies to make sure that who's in the program who's out of the program other opportunities to make that more efficient to improve the overall membership within within the plan but it's really all strategies around design and structure the program to make the most efficient program in terms of that design structure and and look at any opportunities related to from a clinical perspective and that that's where John is really gonna play a key role in should be here and the next couple meetings to to talk through that and in more detail. The member members not so any other questions with. Let you personally. Okay. We on this on this slide Senator Hickey we do have the review of this just this past one just any trigger is going to do that's what I'm gonna do sort of the multi year funding projects that we talked about and identify any triggers in place and and just overall stewardship of of the program a long term basis. Not a lot set in stone for September October you know I I think we envision this is sort of a a pretty fluid meeting at this point in time we're gonna be presenting a lot of data to you over the next two months that we we anticipate a lot of back and forth and a lot of additional requests it'll come through from the bureau that will need to look into more detail potentially additional benchmarking potentially additional design structures areas that you're gonna want us to to double click on and take a deeper dive into so we're we're keeping this from a timeline perspective pretty open ended but when a sort of refine any of the recommendations that we've gone through review some of the additional analysis and more detail with the the expectation that will be pulling into place a a final set of recommendations for a meeting that we can present to you in October. And and as we mentioned I think when we came here last time and I mean that this is a ton of work we're looking at everything it's a four year condensed down to three or four months so you know there could be some overflow for the September meeting and you know I think our contract runs to the end of the year so anything that doesn't get addressed by October and we're happy to come back in November December I know you guys have a time line you have to make decisions by a certain time frame but you know we're happy to keep working with you as long as it takes. So that that covers the general approach in our expectations for what we'll be doing over the next few months any questions there anything you think we missed that we need to be covering over the course of the next couple of meetings that you like to see included. K.. Yeah and and we'll just briefly touch on the changes that were accepted for twenty twenty two I think we talked about this a little bit it's really filling that gap it's a one year stopgap I think you know I watch the video yesterday I think Jake at the nail on the head there needs to be a long term solution in place but these are the the funding requirements needed to to fill that gap so you know based on the head count we we saw and we did some quick math back we envelope that fit you know all the numbers seemed to check out so we don't we don't really have a big comment anything major to say just more funding from both the employer and employee and based on where the funding is it seems like that was necessary so you. But I think part of this project is to avoid having to make more drastic changes like this and and in the long term we want to be here again in in in a year sort of looking at this and doing some some large scale changes take advantage of opportunities that exist to really sort of lower the overall costs so this can be avoided and and plan for on on a longer term basis going forward. That's all we prepared so there's any questions or any discussion we're happy to stick around. No thank you and there's no question seeing no questions from the members Members please be aware to watch the website for the scheduling changes I mentioned earlier it looks like we'll be starting peer nine AM Monday in July so of we'll be moving those meetings to make sure we give ample time for you guys to be able to give your response and in here for me we D. and also the membership on any questions so thank you guys and now created. Thank you thanks so we move on to item the. Until they're pure of Legislative Research. I'm I'll just go over with you all the draft are he should have it in your packet. This is This Is been prepared at the request of the chairs and based on an act eight seventy six with that was passed during the session that stated that DF in a will and provide to the bureau of legislative research all of their and tax and revenue records so that we can better provide the legislature with accurate revenue forecasting and budgeting analysis part of that act also stated that at the bureau could hire a consultant and that consultant would be able to access all of that data and I will point out that the act itself is not effective until January first twenty twenty two so you'll see in this R. F. P. that we have a little bit longer timeline then we usually do and when we're hiring a consultant. And most of the language is completely standards what we always do ask for our our of peas if you look at page three we have the time line. For the procurement process under this R. F. P. the procurement process will actually be handled by this subcommittee of the executive subcommittee that's the consultant will be managed and their work will be Adam given to the Joint Committee on Economic and Tax Policy. So I have both of those entities mentioned in this document. If you are ready to move forward with this today and authorized the bureau to do so then I would release this are if the next Monday Jan twenty first through the of S. P. website I can also send it to any consultant's you may know of I don't have any in particular in mind but if you give me those names I can send it directly to them. Because we do have a little bit longer time frame to get a contract in place we would have the R. F. P. out until August thirtieth so that would give two months for vendors to get their proposals together and get them submitted back to me and I would then spend it two weeks evaluating them and summarizing them for you and then under this schedule you would receive that documentation at September sixteenth. You would then have to meetings similar to what you did when you had the ET consultant and. And you would have you could spread those out over October and November to select your vendor. And once you selected the vendor we would present thank the consulting contract to Legislative Council in December and that would have the consultant in place and ready to begin working for you in the act is effective January first. On page ten we have the scope of work for this act R. F. P.. I'm completely open to any additional suggestions you have for what you would like this consultant to do I pulled the scope of work here from ACT eight seventy six and also a little bit from what we do with our actuarial consultant that we have in place for the joint retirement committee and because this person would be sort of an on retainer and consultants that could look at proposed legislation for you or an handle research projects as they come up so. That's what I have here if there's any additional specifics you'd like included in this please let me know and them the council co chairs will be the ones to have final authority over what is included in this R. F. P. but I am going to release it on Monday so I would need that pretty soon. And that right now we have that they would prepare fiscal impact reports for proposed legislation including dynamic scoring that provide revenue forecasting and analysis consultation and advisory services and that would be Adam as we do with our actuarial consultant and a member would need to go to the committee that is managing the consultant so the joint tax and economic policy committee and ask if they could use the concerns consultant services I budgeting and forecasting research and analysis as requested. Attending meetings of of the Joint Committee and any other legislative committees as authorized by the joint committee and then just being accessible for calls and meetings as needed. And if there's anything else you wanna add I'll I'll add that certainly and those are really the big points everything elses are standard language and so I will take any questions. All those eyes have it thank you Mr gill of Marty's going to be presenting ET which is the calendar for a proposed schedule for the department reports in your packet you should have a the list of the proposed schedule an active for thirteen of twenty twenty one is require each department secretary to present before the Legislative Council kind of a state of their agency report to Legislative Council and these need to be done by the November meeting our by November first so we have a schedule beginning in July of the agencies that are going to be presenting per month and except for the month of September where we've got department of corrections and department of education we've got four agencies per month per presenting and they will just be part of the agenda in council. Centerman you have a question yes Mr thank you are their specifics that We need to provide for them as to what exactly we want them to report on. The legislation wasn't specific on what they needed to present this committee could ask them if there are specifics we could refer and relate that to the the agency's. Yeah I mean I I appreciate that and perhaps that's just more of an offline you know we can discuss that with members because I think that we need to provide some sort of level of expectations as to what we want to hear so that there's clear communication between what our expectation is and what they're going to deliver to us. so I think it's important for us as the legislature to think about what are the types of things that we want to hear from them and at least provide them with a little bit of a framework in my opinion because sometimes our communications are not clear between this branch and the other as a suggestion for the chair. Chairs and members of the legislature. Considering the the timeline of needing these to be done before November first We would. Receive that information from the membership and relay that but we will need to move forward with those first four agencies are expected to report in July and I think we could ask tomorrow in council for the membership to send an email to staff and the chairs of any suggestions of that framework and we can make sure that got related to the first four agencies and somewhat of a informal matter but going forward August forward we can make sure that that framework is set in place.
