Chairman item hi this is the two year vacancy report from OPM as required by ACT seven ninety six of twenty twenty one. the on the first page which is actually page forty nine of the of the first packet and is the letter from OPM in when you switch flip the page over there's a there's a spreadsheet of the agencies and departments there included here the last two columns I think or what is what everybody wants to see a the last column is is identified as positions identified to retract retain these the positions have been vacant two years or more the agency's wish to keep the item or the calling just to the left to seven ninety six hold positions these are the positions that the agencies have currently that they say they can probably give up in the next session okay so right now there's nine hundred and twelve positions have been vacant for two years of war across state government four hundred thirty three of those the agencies are saying they can be given up four hundred seventy nine of them are positions that they say they need to keep now As used if you go past this you'll see individual spreadsheets from each agency that shows the positions the titles with their budget or not budgeted all that information also I need to know that we have a packet that came in late yesterday afternoon where DHS and IDF in a have made a couple of adjustments so we can take that up now Mister chairman if you're okay with the okay okay so we're handing that out now so this would be an adjustment just to DHS's request and DFA's request the. The request for DHS includes twelve positions that they had originally were going to give up but actually what we figured out is that with opium figured out as the positions that are already filled it was kind of a timing issues of these positions have been filled recently the issue with D. F. and a is that they want to give up an additional sixteen positions so that's where we have with that with that secondary request Mr. I'll take any questions okay I think we have to take any questions anybody may have as well. Representative Dotson that total number includes their extra help positions as well as some board positions as all the positions that the bank pays our doesn't pay for but that people have a place so they don't have seven hundred vacant positions at this particular point in time represent does not I think we're comparing apples and oranges here if you look on that chart over on the right hand side those final two columns over there are are the ones that are accurate they don't include the part time employees. If you're if you're looking at she I think you're looking at. I'm I'm not sure where you're looking at actually okay tell me can you help us. Yes I contract so the spreadsheet it's on the back of the original letter or on the back of the letter that was the handout it's the same basic spreadsheet okay. The calling you're looking at the authorized home which case which case saying is that those positions are include the regular positions from their act all of their extra help positions from Act plus any board member positions that they may have if they utilize those go into asus they pulled the total of all their positions less than seven thousand two that's the third yes the three thousand two then the twenty three oh six is I would most likely K. is all of their employees including extra help yes the target field units you got these except the reality the regular position seven ninety six with seventy six looks Act are the regular authorized positions according to this there's ninety nine vacancies across the department. And then they're giving up whatever was that giving up an additional twelve right in in so seventy seven total and the new revised so that is the authorized total in the field positions isn't exactly apples to apples with the last two columns just so you're your question is warranted there but the seven seven hundred is probably all based in extra help in this so the other. Six hundred authorize that are not included in this can they be filled at any time. Yes Sir they were not positions that have been vacant for two years the last two columns represent only the vacant positions of two years or more okay so. With or without these additional two year plus ones they have over six hundred bacon positions in that department I guess is the. Final. But I work this legislation with opium and DFA and date of zero legislative research. I just want to commend them and thank them for bringing forth this legislation that we were able to pass just with the port of information for the members of this committee with the four hundred and forty three positions that Our own hold. This could be a potential savings of twenty two point four million dollars that's twenty million in salaries and two point four million in insurance benefits that are held. If just half of those are budget and from just looking at this report it didn't and then the case budgeted budget I think there's many more than that but anyway that's ten million dollars in salaries if half of more budgeted and one point two million in insurance premiums. I have been paid by the state so let's eleven point two. And then we have already received seventy positions. That amounts to that have been given up through the budget process and then to transformation. If you include that that brings the total to twenty six point four million dollars this piece of legislation has accomplished I want to thank the personnel committee it was a pleasure to serve as chairman on the last term of the committee and I want to thank the committee for their diligent work and effort and then also the Budget Committee the particularly K. Barnhill she is the city's been of a very important factor in helping us to bring this legislation to fruition thank you Mr chairman for this point of privilege thank you very much committee. Thank you Mr cares want to have a conversation around the transformation shared services the numbers as they play out transmission shared services has been up and running a little over two years now of where in a where we're currently in our sector. Okay could you help me understand the the numbers like two years plus vacant positions are fifty one and I'm trying to get my mind around how if it's only a little over two years these numbers. Are relevant okay with the history yes for a senator Hammer remember these positions came from other departments the if they were vacant at the departments that were transferred into transformation shared services we count them so out of the positions that were transferred in and to our department there are there were fifty one. Vacant positions and there are total up and we want to keep twenty two get ready and I keep twenty nine. But they were vacant before they came to us to make that to your minimum. So they move when the department moved right okay so they inherited them from the department Department moved over right exactly okay the five hundred twenty three on the authorized positions those are the are those actual budgeted positions or they're just authorized positions well they are authorized positions but I put in this column was authorized positions but it does include the extra help positions that we outside. Okay. Do you know what can you give me. From the time they were moved from the department that they were transferred from to the time that they have in the transformation shared services column can you give me the salary difference. During that snapshot done had to be now but I'd like to get it that when they move from where they were under transformation what was the salary prior to and what is the current salary now represented in these numbers on that line yes I would have to do some research to calculate that okay thank you thank you Mr. All right to number seventy eight. Hi Mister chairman items J. which you'll find the very back on page seventy seven of that first packets this is a request actually a recommendation from the board of finance for the Arkansas Public School employee health insurance program is administered by EBT of these recommendations including zero percent contribution increase for active or retired public school employees a twenty five dollar decrease in the wellness credit per month a twenty five dollar increase Connor she's being treated or contribution for active who choose not to participate in the wellness visit employees will have to go through wellness visit through their position to get the wellness credits the thirty five million dollar restricted reserve funding that's already been approved by a LC and then twenty million dollars in funding from the department of education Mr chairman that's all I've got for that particular recommendation all right to any questions from the committee I know that no one has gotten any emails or anything on this matter. but the if you do have a question now is the time to ask.
