I'm in cases any questions in regard to exactly how this affects the. Law enforcement and I don't think what the purpose of this bill is intended to do so representative Gonzalez you're recognized to present house bill one thousand three thank you Mr this is I was in of Bills representative slaves he decided not to show up today anyway so I'll do the best I can with this bill is basically just allows the the house and the Senate to hire security personnel Outside of of the capitol police is for our personal security in house and in the house chamber Senate chamber they would also be able to follows committee meetings and stuff outside of the capitol grounds. Thanks represent the rebels do you have anybody else that I was going to have one of the thing to that is if you're through yeah I'm done if you're saying I was going to any committee want this bill will also do it will give qualified immunity of you know a law enforcement officers across this state I hope they have qualified immunity now this would just make sure that anybody that we hire in the house of the Senate for security purposes we'll have that qualified immunity just like other law enforcement in the event they had to take some type of enforcement action the that would be entitled to that same qualified immunity as any other law enforcement. With that the representative Gonzalez yeah I'll take any questions of okay I'll close representative makes you recognized for a question. Yeah thank you representative hopefully new or someone under bill answer this question I just looking to the language of the bill and it says the person now that's made by the house or Senate as security or considered full time law enforcement and then it says the House and Senate can set their own training and qualifications standards is there any concern that you know we're gonna be setting our own standards and you know how do we ensure that you know the folks who are gonna be protecting us of improperly trained I mean I. You know we all vote and say Hey we're gonna you know I just like further clarification on that and how that part of it would work. It is my understanding representative that member who we are it's is not looked at the language been the bill maybe is not there but that they have to be a the certified or at least a former certified police officers deal continuing their of keeping their training up in the in the in accordance with minimum and standards that's my understanding of our security officers at the end of the table you can you add anything or did the did I miss quote. No Sir you certainly do not miss quote the only thing that I would add is. From the start I was hired for the position Reuters or as me to be your tummy one may be a certified law enforcement officer currently since I'm not assigned to any law enforcement agency I can't go to the training so this will enable me to go through Arkansas's law enforcement training so it no it's not on the scene thing that we would be doing. Outside that scope. Exactly that's what I said this will meet and this will allow you to be under the supervision of minimum standards and meet the necessary requirements that they require law enforcement officers across this state is that correct yes Mr okay to any other group of five follow up with you I'm sorry the Clerk treatment would you identify yourself for the committee for the record I am is Jerry Springer's I'm the sergeant arms for the Arkansas house of representatives thank you that was not oversight thank you. The following message regular. Representative to speak make you're recognized for a follow up thank you Mr so I've and and I understand that's the the intent of the bill but the language says that the house and Senate may set their own training and qualifications standards so in my mind that means that the house could theoretically unless I'm reading this wrong could theoretically hire somebody with no police background or no training whatsoever not that we would do that but. Could theoretically do that under this law to be per service roles. And representative makes I would love bill into that question I'm not an attorney and a law enforcement yeah and so I see your point and I don't think that would happen but I I certain to the point you're making I mean I support what we're trying to do here I just wanna make sure that you know everything's in our thank you Mr I thank unders under current state law and the way the the way it's set up that anybody that we hire of they have to they have to meet the minimum standards requirements is basically if they're going to receive the qualified immunity as a law enforcement officer in this state so I think that's already in place issues being able through this bill to be able to give that same love of qualified immunity to the ever who we hires our security officer make sure there under the guise of minimum standards of the requirements that's the way I read it yes Sir if I may add also when we started this process will start fourteen standards actually provided us the language to use exactly the Bill. Okay any further representative love you have a question. The representative Cozart you're recognized. For about the way I read it it says that the. Security personnel or considered full time in lieu of law enforcement officers with the full range responsibilities of forty and R. forty to the law enforcement officer certified by the Arkansas Commission on law enforcement standards and training so that would that they would have to have that to be able to do that so that I don't think that we can hire anybody that doesn't have the training that's exactly right that's that language spells it out that it was just so whether the minimum standards that is certified law enforcement officer receive that training he's actually. If any further questions. Saying none of the one signed up to speak for against the bill. Representative Gonzalez you're recognized close we bill that Mr out close for the bill and make a motion to pass I have a motion of a do pass any discussion on the motion. Say no discussion on the motion all in favor say aye All opposed say no congradulations the bill is passed thank committee committee members that's only business we have before this committee today thank you for being here this meeting is adjourned.
