All right Senator Rice. You're recognized for a question Sir thank you my questions on the. The H. yes the the day treatment okay transportation. Mark Wallace a. I believe it's number fifteen sixteen. All right members is our numbers contractors fifteen sixteen and. All right. And ten and ten. And welcome if you'll give us your name and position for the record and Senator you're recognized Percy. Thank you unless the weather ten developmental disability services at DHS welcome list of senator recognized procedures thank you for being here can you give the committee what you can where this is that with this one we. Wrestle with originally and the only thing I saw on here I'd like update on like committee no. Is what are the assessments of the current providers are they getting the job done are they being. finder site shin for. Noncompliance or or whatever you call it not being able. The get the job done if you're kind of thank you so much. Happy tenth so as you guys probably remember we have Two different contracts we have the same three brokers and they provide non emergency transportation and that's not what I'm here to talk about I'm here to talk about the same three brokers who have separate contracts that DDS manages to pick up clients with developmental disabilities and delays that are both children and adults and they take them to day treatment programs so before you today our. Only back at back in twenty eighteen we pulled and that was rides out of non emergency transportation I was sued and we and all that entered a settlement agreement and set up special contracts for one year. And twenty nineteen we are moving forward with doing a full line pet care meant that was going to be put out for bid in twenty twenty of course that became it rate was based on utilization utilization completely changed as you guys know in twenty twenty so you have graciously been approving one year and special contracts for for this service since that time. We are finally at a point where we have put out of procurement it is in blackout period right now so I can't discuss that but we hope to have that up in operational at the beginning of the fiscal year which is why you see that I'm here today asking for a request for yet another special from January the first until the end of June so that the full blanket procurement can be up and running on July one. we are also asking for some additional funding to get us to the end of the year so I'm sure you will see that answer you can see that in the paper work that you have so I do want to point that out that this they have taken on more work and for us this year than was anticipated so that dollar amount is also before you today as far as corrective actions and sanctions I will not speak to nonemergency transportation a statement is here if you have questions on that contract but as far as these contracts that we manage we have had to do corrective actions on southeast trans to date we sanction them back in Jan thirty thousand dollars for failure to pick up clients and it did get to the point and although their response probably is has some legitimacy that they're having a hard time finding the work force and finding new vans when they're bands get damaged or opt or not operable but still the bottom line is they want complying with the contract and the contract says you're going to pick up the stable clients and take them to their day treatment program so back in June we find them thirty thousand dollars and we have recoup that money from their billing I will say that they also just received a nother corrective action that was a cumulative report for the fall of this year so I believe it included and September Mysterons October Mr as in November Mysterons now a wheels practices and saying they've not had an opportunity to come back and the gate what we said in this letter because the time has not run out but we are asking for. Our sanctioning another about one million fifty thousand and if we succeed on this most recent sanction the total sanctioning amount will be one million eighty five thousand five hundred dollars. Today. For this year. I'm happy to answer questions. And just to follow up and I appreciate you. Given the Committee that'll committee to. I understand has been we've been through this once it is important but. From being in business I also know the challenges you've got leads that you can even replace some vehicles right now because you can't get him you've got increased labor cost if you can find drivers and also I just want to committee where that. They have challenges but they've got a contract holder holding to the contract there's need for an extension and you're saying where you can have it in place first fiscal year that includes coming back to the legislature with those contracts thank you thank you thank you Mr thank you senator rice all right Melissa I think you're good no more questions all right members. When. Unless there's any objection that these contracts will stand as review. Mr chairman we have reports up to you have to report to your packet there's report of the contracts that are previously reviewed contracts and then you have a report of executed contracts under the threshold there's one other piece of business under other business we have a disclosure of the lease agreement we receive information from Building Authority they are leasing a building with a for the criminal justice institute and are disclosing that representative Andrew Collins is our chief operating officer of that and so it requires a in a prequel from this committee as well as from the governor we've received the letter from the governor is part of the package on page nine you'll see the the letter signed off by the governor and so the lease agreement is provided and Building Authority is here to answer any questions that the committee might have. All right members loss any questions level Senator proved and then just a moment a personal privilege I do want to thank my esteem co chair representative Bragg this is last meeting and representative that has been a pleasure serving with the culture Review Committee in one thank you for your service in the state of Arkansas please.
