these or I reports that do not require any action I'll take any questions if there are any. I don't see any by lighting up the screen just to have a. Question on this senator Hammer had talked to us earlier in the week I believe it was about to have some questions they might have but I don't see him here
okay I see. Senate hammer you're recognized thank you Mr K. can you or maybe DHS speed one can you give us a update about the one report were of. They were implementing that to program to kind doing evaluation. Forty eight yes probably the better person to respond thank you very. Committee members this is IBM.
Yes I'm Hackett. Mark we just had to get to appear one more time no matter what. If if you all would identify yourself then you're recognized questions thank you Mr chairman more quiet or Human Services. Hi thank you Melissa whether ten division director for development disabilities services. Mr chairman yes you're
recognized for the second time just make sure to go all could just give the high level of where you are in the process of implementing it and what the reaction is so far just kind of time line force please. Absolutely so I think Senator Hammer actually helps a lot Sir M. acts one ninety three in the last legislative session that required the five human development centers to undergo an employee satisfaction survey
we did not want to do just a regular. Three hundred sixty degree survey we have had problems at the HTC's with morale and turnover pre covid and Kobe just simply made it worse but we have always struggled with very high turnover at the HTC's for various reasons we have over the past eighteen months though very excitingly gained a hundred and thirty two new certified
nursing assistants so are hiring is increasing I have testified and get a previous committee meeting a couple weeks ago or a month ago that we still struggle with hiring registered nurses and our ends so in the last eighteen months were up seven registered nurses and we're down thirteen LPN positions but we're doing better we are those still experiencing morale problems at various levels and trying to
keep people motivated they're very hard jobs they you know they're very competitive pay with other jobs they're not as hard so people have to have a real heart and for what we do to stay engaged so we have contracted with a consulting firm that had come in I had submitted a cover letter and a power point I don't know of all of all received it that it's just giving an update on what
they've done so far but in short because I don't want to go through this with you all if you don't of I will but at that you don't want me to and in short we've done a lot of interviews with our staff at all of the HTC's and to try to get a landscape of what's going on and and that's everything from. Work hours to pay to whether or not you like your supervisor to whether or not you know we have rules in place they're not helpful so it's extensive and
we're in that stage now we're about to wrap that up with an a final meeting that will be held at the Conway human development center on January seventeenth and the next steps from that meeting the employee interviews will be over at that point but the next steps are to come together with and central office staff like myself and my other and executive team and will be ready to review and approve the
work plan and the implementation approach that is being recommended that we anticipate implementing and in the spring. And then if I just add to that course we know is it was a great idea star we ate with the species because that's where we have some more greatest difficulties around staffing but I'm certainly looking forward to bill take the lessons we learned in this process and start applying those lessons to right or. Well and that's man Mr yes Sir thank you. That's what I want to know is by so would you say by January
seventeenth we have some measurable results from those surveys will that will that be the meeting where you will divulge what all those reports show and what maybe corrective or different direction you're going to go. I would not say that I want to over promise that it what they've said to me is on the seventeenth we will have the final an interview kind of wrap up at the Conway human development center but I don't I have not been told at this point that they'll have kind of an
action plan the next steps outlined for me so I'm thinking that will be more if that be wary marks okay and I Mark let me ask you this based on where you are right now on the experience that you're having with this process are you far enough along that you would feel comfortable Saying that this is something that can be rolled out through the rest of the H. S.. I think I would have some current edition proper sessions with our folks for committed to that but certainly some that we'll take a look at.
Okay so because if we can if we can find out some definitive by the end of January first February industry require legislative action to you know encourage this I'd like to get that. During that time frame and and hope you'll hopefully you'll be the one there to help champion through that be my desire so thank you senator and yes we absolutely make a decision on that by that time period so that you've got that information and we can all take whatever action you need to legislation our thank you thank Mister for leads to.
Yes Sir Senator Wallace. Hi how you doing hi. What what are nurses are in starting out in. The. Senator Wallace not nurses begin at sixty eight sixty three thousand eight hundred thirty dollars that's the basic nurse with no experience a nurse coming in with more experience a foreign goes all the way up to eighty eight zero fifty eight for the straight nurse okay any
other incentives that we offer to them. Yes we do so the human development centers we have several different types of shift differential that's added on top of that page so and there's a shift differential for and nights and weekends work. Another may add I think you also have a geographic differentials it's added to those which is an additional percent based on the location of where those positions are because I know Conway motorized have very competitive job markets if
they're working and so I think it's not the geographic differential or messaging interfaces are located in what percentage do we have field. What are we. Well so we're not I don't want to insinuate was short because I'm we're filling the hole with contracted labor so I'm having to have only utilize and temporary contracts for and LPNs in our ends it's just a matter and they're expensive so it's
just a matter of we would rather be hiring and have them on as as state employees and and and less reliant on these expensive contracts yeah but I can get you the number that we're filling with contracts yeah and I didn't ask that question right I'm I'm I know that you all Michigan out there I'm just wondering. Of our authorized number that we have how many do we actually have available working and I'm I understand how expensive contract nurses are. Yes Sir what we'll get to that
number thank you mark thank you ma'am. All right the Senator Ingram. UP Clark would you see me afterwards yes Sir. Thank. Well that was short sweet. eighty. Eighty six. Sorry about that but it would you will K. what you say the starting salary was for the nurses sixty three thousand yes I sixty three eight is just the very base level minimum salary
for nurse so somebody just right out of school that would be somebody straight out of school no shares nothing dry H. two three thousand generally depending on where they work you would add another sixty three hundred dollars on to the geographic informational as well said if they work might or weekends are gonna get another differential and on top of that as well and that that's the raw celery without any of the health benefit your any the right you would add about thirty three percent if you wanted to add so that would be.
You know what they're doing this that would be about twenty one thousand dollars I think you would add on for the total compensation as far as a benefit cost okay and and your problem is those salaries still are competitive in certain markets for you are like Conway and in others or is it just you're not even getting people to apply at all. Are you any people that apply but then when they walk in and they see what the salary packages they say I go down to XYZ and make twenty thousand dollars more or if you're just
not getting candidates to apply at all so I'm I will say that it's we have a much easier time competing at their registered nurse level and at the K. is reading the licensed practical nurse. Your reserve register as direct the registered nurses that seller for an LPN or for foreign foreign so we actually are competitive in some respects to registered nurses now not when you have a mind traveling contracts or things of that nature but when you have a a registered nurse
in normal times we are competitive in you might remember we traded in a lot of our LPN positions to get more are in positions because we have such a better time hiring and retaining registered nurses and that number is in the last eighteen months is gonna have a hard seven more I we have always struggled with LPNs. Okay for RN's is yeah we can get them in the door but there are plenty of other employers out there trying to poach them
constantly okay I'd like you would you out Senator Ingram gets with mark are want me to fly but I appreciate and thank you. Have any other questions. If not we don't need approval on these these are this reports and if there's no other business thank you all for coming down thank you thank you answer a question that this meeting is adjourned.
