You're recognized give the report thank you Mister Mister chair the peer subcommittee met on Wednesday January twenty fifth subcommittee receive reports reviewed items in approve requests for the following items very various temporary appropriation American rescue plan act appropriation and restricted reserve fund transfers just of no there are five items in the report that are noted as being held in subcommittee. Number for adoption of this report okay I have a motion to adopt second with a second any discussion on this report. All in favor say aye opposed report is adopted. Next item we're going to I don't city this amendment to Senate bill seventy five representative Lee Johnson. Members if we have special language only these I think eight of them do I'll let the mystery Insurance bill brief overview of it then we're going to send this to a folder of special language I think there's three that we can deal with it here today of the eleven. Represent Johnson you're recognized to explain your amendment. There we go out and survey did that right members this is just an appropriation bill that I creation preparation for a funding mechanism for graduate medical education so in twenty nineteen we is a body passed legislation creating a GME funding boarding grant system that's been sitting there for almost four years now it does not currently have any funding mechanism it will this session we worked with the medical board they have a surplus in their budget and we're gonna work to put five hundred thousand dollars from the Medical Board surplus into that fund this creates appropriation that will allow that board to administer that funding it is it is written as four hundred thousand to ten million I know that's a big number I don't think we have any idea yet how or where anymore funding might come from but there's a lot of people interested in this topic in working to try to find some funding and so this appropriation was set the framework if there is more funds available at some point where the graduate medical education board we've already established would have the ability to disperse the sponsor the grant making mechanism is in place I'll be happy to answer any questions. This is an amendment to house bill ten seventy seven department of labor licensing to delete a special language section we'll send this special language. We're on C. three that's on page nine. This is an amendment by representative fight. The house bill ten ninety sixty of a disbursing officer this adds a new appropriation for the Morgan Nick foundation for four hundred thousand dollars payable at a general revenues it's revision fight here. Not would just pass over hold this the next meeting next Thursday all right. Mr Anderson thank you Mr chairman I see for the Texas to page thirteen. This is amended to represent Cavenaugh house bill eleven sixty eight apartment labor licensing boards and commissions that has special language special language. C. five on page nineteen this is an amendment to house bill fifty four by representative Cavenaugh it has special language special language. Okay Mister chairman it takes to page twenty three this item C. six this is a member of the Senate bill thirty one part of health labor licensing by representative Boyd this is to change of. One hundred thousand dollars from professional fees to operating expenses and that neutral it is not general revenue. All right. Centreboard when you get to the table. A thank you Mr chair senator Justin Boyd this is a very simple amendment to this appropriation the board of pharmacy Has had appropriation that was intended for continuing pharmacy education and to support education of other medical professionals for things like the the drug summit that is done there's a big issue with opioid in. Our state. And so there's a so the the hundred thousand dollars was placed in one line item but the FNA it's my understanding the if in a felt like that was not the place for that to go so it just strikes the hundred thousand dollars from there and moves it to what they consider to be the right are the correct line item so it's not adding appropriation is just moving it from one bucket to the other so that the money can be legally spent for what it was intended to be spent. Senator Hickey yes just just one Senator board so when are we going to budget hearings next time how do we make sure that that line items not is not going to increase back to where it was. Are we is it is going to be the intention to increase it back where it was so that in the end that we do have an increase or do you know it's not my intention to do that my intention is is that I mean. As I've looked at this I think it's a good plan to spend money invest money in education with some of the issues come and we've had other issues and changes and it's good to hear from your regulatory board to have education from them directly rather than finding out on the back and you were doing something the wrong way so I think it's a great way to do it so that's really truly the intent is to make sure that they can legally spend. Money that's there you know so they don't just continue to grow the balance but invested back in pharmacy and other health care to make sure that Things are being done the right way yes Sir and but just just not my only thing is I'm in support of your I'm in support of what you're trying to do it's just been kind of the experience down here is sometimes that if we move something from this line item whatever comes back in and our next budget hearings will we we increase both of them so somebody's just got to be diligent to make sure that that doesn't happen so hopefully you will this is my commitment to you if I see something going that line item you and I will have a personal conversation about and before before it's brought to you okay thank you Sir. On page thirty seven C. nine is amended house bill thirty one apartment of health a representative Johnson it has special language in the special language. Mr chairman C. ten by Senator Wallace also delete special language Senate bill seventy five million higher education special language. And we have a a bill that was referred for this committee's consideration but it has special language it's C. eleven page forty seven it is by Senator Irvin. And this will be a supplemental appropriation for this year right yes Sir I will send that special language. C. three. Or stored. All right members.
