against anything on today's agenda for those of you may be here for a particular bill I'll go ahead and announce to you now that the the following bills will not be heard today House Bill thirteen oh two by representative **** he wants to hold up on that bill also house bill thirteen oh seven by representative Wardlaw he will pass over that one today house bill thirteen nineteen by representative berry he will pass over that one today and
also house bill thirteen twenty by representative ray we will pass over that and as far as the chair knows of all others that are on the agenda will be heard today not heard from any other sponsors the other bills I do know we've got a couple that are presenting bills and other committee so we met probably have to without any objections I probably had to take some of these out of order
Until they can get to committee so that they can presenter bill so. Hello my name is at ground. You're recognized president house bill eleven ninety eight thanks so much chairman house bill eleven ninety eight is a fairly simple bill it strikes a
little bit language essentially how language works right now is a polling place can close on a state or county holiday which is you have a county like Pulaski County and they had a county audience decide to close a polling place but Sebastian County did not then session County we get more days early voting Pulaski County so it's not very equitable so we want to do is strike County holiday so that all polling places across the state will
have the same schedule. something silly if you're a county judge and be like oh yeah we're just kind of counting on in a vote for three days or something like that so prevents any nefarious actions as well. Committee above had a lot of interest and and some of these boards and commissions and and how they're made up of a lot of these lot of the boards are made up of industry insiders and I think we we should change some of the this bill this bill and
do any of that they're looking at these boards and commissions it was brought to my attention that you are not required to live in the State throughout your your full term of appointment to the board or commission and I thought that was kind of ridiculous someone can be living there resident out of state and be making rules and regulations for our Kansans so this just simply says you have to live in the State throughout the full term of your appointment or vacate the. Officer the appointment.
I'll take any questions. Representative Wardlaw recognized for a question. Thank you Mr I completely agree with what you just said they are to be residents of Arkansas but I read this bill. It says that the definition of residency is a place not a home that they own but a place where they actually live but hi is there no requirement in here I didn't see one where they need to live there for a certain time period other then you put in here that they should
live there for the time period of their appointment so that tells me is the governor pro tem Speaker could appoint someone from New York they come in Arkansas by house that you stay there for the four years two years six years eight years whatever that term is and they moved back to New York and we didn't accomplish anything. Other than letting a person New York come here and live for that duration. Well as we put some kind of so so it's it's already in law that you have to be a resident at the time of your appointment and I'm I'm not touching that at all see
that's that's already there as far as requirements before that you know I guess that could be another bill and I'm not opposed to that you know if you want to. One third of this is just a lot. Recognized for follow up so what's already required to deliver before the appointment me what does this bill do. So you have to live here at the time of the appointment right now but not but then if it's a a four year eight year appointment then thank you can you can leave her at the time of the
appointment the resident here then and then leave and keep keep your position. This will prevent them from doing that it will say it says somebody says you have to live here throughout the term. Or vacate the appointment. If the follow up I need to think about that for second. Represent the Jane you're recognized for a question. Thank you share reserve Gonzalez do you know of anybody that
serving on any board right now. That is living in another state. I do not know of anybody at this time I have asked but if I find out that that that is the case then maybe we ought to come back and put an emergency clause on this and. Representative make sure recognized for a question thank you Mr I support we're going the the only concern I have on this your question I have on this is if one of these board or commission especially if they're on like a a borders area is there any. optimum chance that the board
commission might not get a certain level of expertise that they need because of this some expertise that's not currently available from somebody in Arkansas so for example if it was somebody down in Texarkana board commission down there they needed experts in a certain area they didn't have enough people to serve that you know somebody come from the Texas side of Texarkana provided expertise to us that that's my only concern I don't even know if it's a valid concern and so I'm hoping you to help me with that.
Yeah I mean I I just think that if you're making rules and regulations for the people of Arkansas you you should at least live here locally with the rules you create something so far no that's not an issue that I was far as I know that song all right perfect thank you. Representative Wardlaw you're recognized for a question. I think the language you struck on the second page. If I understand this correctly it what it did is if you are pointed to the fourth congressional district and you moved to second gristmill District you have to vacate but
now by striking not you're saying that they can move anywhere in Arkansas and still serve in that geographical position I just wondered did someone ask you to strike out at me was our reason we struck that because if I'm from fourth congressional district I'd like my representation to stay in the fourth congressional district. Yes so on the on all of us. I would say major commissions that I know of that that are dealing with that like Highway Commission gamefish Molly that's already in the statute in those.
That that's right now for those commissions side and see it necessary to to duplicate that here did one of them come to you and ask for that to be stricken because they already have it I mean what. No I actually spoke with members of the governor's office that had some concern about that just flexibility there for four months so ultimately I decided if you live in the state I'm okay with that with those things in the other statute you are to be and then the other statutes. Okay.

the in we have a new director of the state police colonel my K. you're in the currently is that Terry is and I want to get to know him I go way back with the matter of fact I used to be used to a commander a long time ago we so have a longtime friendship with him and the guy to his left is lieutenant colonel Mike Kennedy and matter of fact I've got quite a history with them I used to coach him in little league baseball so so both of these
guys are good friends under great assets to the state of Arkansas and outstanding state police officers and we are we are very fortunate to have a hidden up that organization glad to have you in our community we are here for of certain bill or just come by to say may or what.
