Please state your name for the record and then you may begin Buddy Johnson House foreman tarian thank you madam chair members of the committee of representatives from honor to present this the joint rules up in SCR one are virtually identical to the joint rules they we've been operating under there are three changes one on page six establishes the bill filing deadline for a lottery funded scholarships. On page. Seventeen it adds a section about your committee meetings and it restricts the interim committees for meeting during Legislative Council wait now this would not restrict Legislative Council subcommittees remitting doing that way but it would restrict of other committees that they would need the approval of the. Speaker of the house president pro tem of the Senate or both of them if it's a joint committee to meet during that during that week and the third changes the it adds procedural requirements for consideration of lottery funded scholarships proposals during session of another change that was made in the Senate before they passed it was a amended to change language in here pronouns for with governor of which had been he now is he and she so that's the extent changes then SCR one are there any questions. Seeing no questions there's no one signed up to speak for or against the bill is there anybody wants to speak for against the bill. C. nine what is the will of the committee. So next up is representative Lee Johnson house bill eleven seventy seven please state your name for the record then you may begin. Representative Lee Johnson district forty seven. Members this bill so currently in the state of Arkansas if you're a private club license to sell alcoholic beverages in a dry county there's a prohibition on advertising advertising media to promote the sale and consumption of alcohol and prohibition on it at the. Lacing the pricing of alcohol in a public place where people can see it there's been some questions over time about the interpretation of the term advertising and there's been some have interpreted that to mean just visually seeing occur up a pay a patron of a restaurant or club consuming alcohol through the window this bill is intended to clarify that it seeing someone drinking a beverage through a window would not be considered advertising so right now there been restaurants it has been quite a bit of money to tend their windows just so that they can avoid the perception of advertising and again this is to clarify that intent of the law and if you have any answer questions are there any questions. Seeing no questions is there anyone to signed up to speak for or against the bill no one signed up to speak for against the bill is there anyone in the audience that wants to speak for against the bill saying no one you're welcome to close for your bill I'll close my bill.
