Against the fire code Limit access is I don't know we're I think it's going to be a relatively quick meeting at anyone is here to attend and watch will welcome to have you here and we'll get started with the I think the only bill we're gonna be able to here today is Senate bill one ninety three that's representative Eubanks if you're prepared to present that bill you're welcome to go to the head of the table and identify yourself for the record. Thank you Mr chair I'd like that
so I don berry to come to the table also of absolutely. If you just state your name for the committee and who you're with. I chair don very on behalf of Arkansas military families. You're recognized senator hill a shared me that this was a non controversial bills I was starting a lower it when everybody started filing in here This bill simply deals with doctor occupational licensing regarding our our military
members and their spouses and veterans and It allows them to count some of their military certifications that they received an education that they received during their time in the in the military towards as licenses and it removes the the one year waiting period for them to apply those that education and their certifications towards that process and I'll I'll let Mr berry comment on whatever he feels it's necessary.
Thank you or share represent Eubanks really effectively covered when it is it's an amendment to the legislation that we enacted ten twenty one which actually stands as one of the pre near occupational license initiatives in the country for on behalf of Arkansas built behalf of military families so I appreciate the opportunity this morning that as represent Eubanks spree to spoke the legislation allows for national
certifications to be accounted for in the licensure processes it includes military spouses in that calculation on initial licensure which not was not before and it routes to remove the one your stipulation so unless as any questions of that's all answer. Then when the committee have any questions. Reserve grand like you're recognized for a question so just make crystal clear for me it allows military spouses to get their licensing in Arkansas significantly easier. Absolutely and that's one of the
best places in the state affected fully of if you're a military spouse and you're holding a lot of a pharmacy license you make that presentation to the board on arrival in your awarded and automatic licensed to practice if there is a stipulation for that particular occupation for a cruel history records check or jurisprudence examination they will order it issue you a provisional license temporary license and then file just follow up later on but is
one of the swiftest in the country. Wardlaw you're recognized for a question. He says on page one line thirty one that extends the application for national license for that spouse what what is it extended to it doesn't give that in the language. Eight of president will light what it does is it it recognizes the fact that previously the spouses were not purple forwarded the opportunity to credit. service provided as well as
national certifications towards an initial license or so what effectively what we did it with the statute was is that this initial licensure statute originally only applied to service members and veterans what we did is effectively by making it applicable to the entire subchapter it now is applicable to spouses as well DOT is investing significantly in the education for spouses in addition to be able to address some of the inequities in
employment opportunities and that's what this takes advantage of okay. President will be recognized for a question thank you Mr. So I don't disagree with the removal of the one year was that a waiting period or or why was that in there to begin with. It goes back to the twenty fifteen initial Language and at the time it was felt duty was of the belief that if the less they put a time
limit on that they were to find that there was a objection by the state and being able to implement. By removing the one year time limit we've realized it's point time it's really more appropriate for the the licensing entity to be establishing those currency requirements in their rule in there They're statute or their rules rather than license establishing a the time limit if an individual has a master's degree and then they can only apply for
make it useful for a year didn't did not access. Thank you Mr. The lady when you're recognized for a question. Thank you Mr chairman of just curious so that was an oversight we left at the council's national certifications in the last bill I believe is what you said if that's the case did we just catch that or did we have people from outside the state. Requesting it I mean what have that come to light. It's a basis for the fact actually ties with the spouse
issue and the fact that there are a spouse the because duties investing in spouse licensure on behalf of some child care initiatives. It was an event that problem of the situation didn't wasn't aware of and and twenty twenty one when we pass the initial so what's happened in the interim there are larger investment and specifically child care licensure gave us the opportunity then to to inserted in there just so that we would capture that once it came around
but there was not something that we oversee overlook before it's just the fact that by able to expand it that way the way we approached it too is is that there could be other national certifications that other spouses have rather than just in child care read so we were very being very specific only to that one particular occupation as a matter of fact for the family child care centers DO D. is is accrediting those Arkansas
doesn't even licensed the five members are five children in the center so it's not something we would do although do you D. was doing it they just provided us an opportunity to capture of that accreditation it's something that no other states doing is another example is that we are we are we are seriously. We like to say that we are about to hills in front of everyone else. Any other questions from the committee. Seeing no further questions anyone here signed up to speak
against or for the bill. Resent Eubanks you close your bill I'm close and I make a motion to pass a motion to passing discussion on the motion. Seeing none all those in favor say aye opposed graduation Jersey Eubanks you've passed your bill thank you committee committee members we did not flight today it won't be the same Tuesday the twenty first quite a few these bills members of impression about that are on the current active agenda asking that we hold those till Tuesday so I expect to hear
quite a few bills Tuesday morning Tuesday afternoon we're gonna have one of our informational meetings a joint meeting with the Senate budget I mean Senate public health it'll be upon a joint adjournment on Tuesday we're gonna have some folks come to talk about workforce issues I think the hospital association's gonna be there maybe the pharmacy association maybe some other so hopefully we get informative a committee meeting and hopefully everybody can come if they can represent Ladyman you're recognized for a question question I noticed scope of practice was not on the agenda for unless a looked at wrong
what do we do those taken also there if it does get so one of the scope of practice bills we passed out that was the emergency medical responsibility passed out of committee there's only two others one is representative counties bill H. B. eleven eighty nine we're going to move that to special order it's going to be heard Tuesday or Thursday the twenty third the only other usko bill that we have on our agenda is now waiting on somebody to fiscal impact so this is house bill ten oh seven represent proteins bill about HIV
prophylaxis that was it waiting fiscal impact so we have to scope of practice bills still pending one we're gonna hear on special order next Thursday the other is pending fiscal impact and I'll make sure windows get presented that we letter by now they are starting practice thank you see male seventy questions.
