Are there any questions. Seeing any questions next up we have discussion of the BLR request for qualifications for architectural engineering design services for the. Capital walkway. Right. Recoger thank you Mr chair Marty Garrity with the pure of Legislative Research before you before you is a request for a
call qualifications document I was asked to work with the Secretary of State's office with the Division of building authority to look at this project and to determine what steps might be necessary so a couple weeks ago we had a productive meeting with folks was secretary state and and lay low on her folks and and spokes but together this a request for qualifications proposal because they have the expertise in doing
that we went back and forth with couple drafts and this is what they've come up with this here does not bind the Legislative Council or the bureau in entry into entering into a contract for the actual project but what it does is just a request for qualifications so to reach out to different engineering architectural firms to provide us plans report and a proposal cost. With that I'd be more than happy to take any questions okay
members questions record the question on product Senator Irvin you're recognized. Our time line on just when how long this would occur or it could just give us a brief timeline real quick. Senator Irvin there's a timeline on page five okay got it and that's assuming everything goes as planned which would construction projects. He usually doesn't. Okay I appreciate that I just
for points of discussion I think it's important as I've consider this and I've I've had some conversations with folks at first I had a I had hesitation about this and that as I've considered our efficiency as a as a as a branch of the government's a legislative branch of government and I soft considered our efficiency with our staff being housed in this building with to this room and that in the room next door as being very utilized committee rooms for both are members of
the legislative branch our staff and the public I think it's important for us to to better utilize our buildings and our systems and to improve and make those improvements where I think it's important to recognize our efficiency. And the movement of our staff particularly as they move across the street and up the hill or navigate steps and ramps in order to get the documentation over to the capital for our committee rooms it really is about making sure that we are
efficient as a branch of this government's that we can function properly that we have good meeting spaces and that are public can be comfortable and incoming and participating in the process with us so I do think it this is an important aspect of just that makes sense to me as you look you know our neighbors the judiciary branch of government has has embarked upon a huge renovation and expansion and and I know that
they are securing and creating places for public use sons and spaces for children to come and be and are active within the Supreme Court buildings I have no idea how much that's cost but I'm sure it's a tremendous amount of money but I I do think our capital needs to really consider improvements as we go through session you've got children and kids that are sitting on the staff Upson they really have no place to congregate in our
capital they have no place to to feel comfortable insider capital R. rotunda is crowded and busy and our I really do think that we need to be more thoughtful about all of our property and all of our buildings the capital and this building and how we can be smart and effective with are you our our resources and our property so and I'll be happy to make a motion at the proper time Mister chair.

Thank you Mr chairman and I agree with a lot of points my colleagues Senator Irvin mentions I just I just wanna point for clarification Marty I think you mentioned that this is basically just beginning the conversation not enter into a contract I just want some clarity on what we're doing here today we're just requesting qualifications if you will correct that's correct I just spoke with and prior to this meeting and there's a process by which we can put this out and
get the different firms to give us a cost estimate of this project and that of course would still be subject to approval by this committee and the Legislative Council so there's various steps that we may have to go through before you know they they start digging dirt perfect thank you mark. Mister chair I have one more question. Center and an end discussion of this as well. I understand that there's going to already be some work that
requires for the parking lot to be torn up and there's electrical work and there's there's work plan by the secretary of state's office already scheduled for this area that we're talking about so the idea or the thought is going ahead and trying to do some all at one time to save money is there any point in the process where we could actually get a cost of what that would be a or if it would be cheaper could that cannot be given to us to where we could see what the
cost would be to do it now while it's all being torn up and these renovations are occurring verses later. The a good discussion let the culture Wardlaw dress. Thank you Mr absolutely I think as we move down this road and we get some of these costs back from the Building Authority and we see what this is gonna look like then we will bring the secretary of state's back to the committee okay for a comparison and what that would look like whether we done it together or
whether we don't separate I think that is all very proved to this project and very much needs to be discussed in conjunction with. But I don't know that we're ready to do that today without these costs measure so I think maybe first council weeks of couple months down the road will be ready or more ready for that conversation. I make a motion to authorize the LR to begin the process with the Division of building authority for architectural and engineering design service costs related to possible construction of a tunnel from the state capitol building to the mac building.
