Thirteen twenty four. We'll pass over for now up now a Sir would you you want us to expunge unit we need a motion on. House Bill fourteen eighty six to expunge the vote by which Amendment the TP one forty three was adopted I make a motion. Motion seconded by. Senator Boren senator hill any discussion not all favor say aye opposed.
Man man man expungement motion is adopted of. Senator yes recognized thank you thank you Mr chair thank you members of the committee so what I did was just take the amendments and put it together into one amendment had engrossed so before you just have a clean bill I presented this bill but again just want to appreciate Senator Hill being a co sponsor but then
also to include Abby's Law and it was really eight suites that when I reached out to the family of Aston ray and they told me that she would have loved that because she was a care giver and a babysitter for a lot of kids and particularly for family here in Little Rock so they thought it was very very sweet and just really appreciated that and again I will I want to let delay the.
Any you've already heard this bill and you've already heard the details of it I will say Michelle paid in she is from Mountain Home and with families against distracted driving she couldn't be here she's recovering from an illness that she's from out home it would have been here to to say thank you and to testify for this bill and I think it's written very well and we were to the prosecuting attorneys on it which that amended language is engrossed in the bill. Any questions percenter.
Anybody like to speak for against the bill. Senator Blake close I just appreciate your your time and attention and I appreciate that I think this is something we can finally get done representative David fielding he and I worked on these issues before and I just appreciate a good vote. Thank you what is the is are the committee for a motion to pass by Senator Hill is your second
Senator English second any discussion by the committee all favour say aye aye opposed. Thank you senator thank you so much members thank you this means a I am going to turn the gavel over to center board and if our friends from DFA will join me at the table I'm going to present to House or Senate bill three seventy five and then we'll also we have an amendment will be putting on Senate bill three so.
You senator Johnson you're recognized for Senate bill three seventy five if you'll have your guest introduce yourself as well. Thank you Mr chairman mark Johnson Senate district seventeen. Alicia Austin Smith chief counsel of the Revenue Division of DNA. Of. Committee this is a simple bill that it's kind of weird required to clean this up based on some federal requirements someone let
French from D. F. and I explain that please go ahead. Thank you Mr chairman members of the committee if you have your fiscal impact statement in front of you there are five special revenues that are deposited into the commercial driver's license find this bill just amends two of those fees that the second bullet point which is as two fifty five those are just fees for commercial motor vehicles registered under the RP and then the second part of this is expedited title processing fees that's under two sixty nine so
it's particularly that last portion of fees the expedited title processing fees that was an act that was passed in twenty nineteen to allow for rest titles it's a ten dollar fee but the way the code is written those funds are just allowed to be used for system enhancements to the Arkansas motor carrier system if if it and and basically that has been a very popular option those rush title fees so if there is a new printer that is needed or printer paper or personnel used to actually administer those rest title fees none of those
fees can be used to actually administer the rest title fees so we're just needing this cleanup language added to the code. And we're happy to answer any questions. Senator Rice. I got what you said is there anything else that. Wouldn't happen if we didn't pass this. Seven no Sir we would still just be limited in being able to actually use those fees to administer the or the rush titles. Thank.
Anymore questions. Anyone here signed up to speak for against. Seeing none the senator would you like to close for your bill I'm close Mr chairman Preciado good vote and I move move do pass their second. Second the sunrise second all in favor say aye hi any opposed. Hearing none your bill is passed thank you Mr. Senator Johnson you're
recognized to begin Senate bill three seventy nine thank you Mr chairman we can and we have an amendment and we do have an amendment and I I want to explain it and why we will not vote on it today is amended we're gonna Senator gross it's a little more expensive than I had originally hoped we found a. I will call in drafting your was really more of a. Clarity area written probably would have been okay but. Which you know. Mr we have three forms a municipal government in Arkansas
we want to make clear that it would apply equally to to mayor council city manager and city administrator form so to clean it up the bureau came up with a rather extensive Amendment which usually I don't a lack but that they explain to me what was needed in this case because of some clear clarifications in that section of code about how things apply uniformly to all municipal situation so I would move adoption of the
amendment and then I would move to send it I will get engrossed and hi someone on that shortly the committees will meet on Monday and they will have a gross billing from this at that point so okay any questions by the committee. Seeing none we've got a motion to adopt the amendment and send to engrossing I have a second. Got a second all in favor say aye aye any opposed fearing nine year of the motion and of motions pastime thank you Mr.
Senator English you are recognized to present to Senate bill three seventy six. In mourning Committee. Jane English state senator from district thirteen and I have folks from department information systems here with me as well this is a really pretty small bill but basically what it does it aligns the duties of the
data transparency panel with the findings and recommendations that the task force the data sharing task force a recommended before and what we're really trying to do is find a way to make sure that we're able to gather you can't make good decisions if you don't have good data and so that's what this is all about is continuing to add an expanded so that we do have good data from all the agencies. So I'll let Robert explained
just one little bit server unity shall we record. When the lights go. Good morning Mr chairman committee and Robert McKay with the Division of information systems and. This bill expands upon and an eight nine twelve of twenty seventeen which established a statewide data warehouse and implement some recommendations at to move to a data hub approach so it's kind of spending that for an data sharing to help with and efficiency and effectiveness of
operational needs so we can. Not just use it to look in the passenger reporting but be more efficient steward that sharing government information across agencies and programs. Any questions the Committee center have. All had on of make sure that that you don't think this is going to
encourage agencies to. Promulgate rules to collect. A data public. In personal data so they can. Have more data to share with you. Is there any concern there. Hi I'm Jennifer Davis other states chief privacy officer I'm I don't personally think that that's a concern I think that
the states and agencies are already collecting a significant amount of information on you and myself and all of us as citizens and this is actually probably a better way to minimize the collection of data because if you look at the different departments everybody's collecting much of the same day that and if we have an all in one place we may be able to find ways that we can help departments not have to collect the data because we already have that information and I think if anything it may help minimize
some these for data collection. I like that idea I just you know he would get specially federal government and state does some to it is businesses we get these things we love him or voluntary consumer not volunteer anymore and you know I know what promulgates the. Things in in justifies their job but it doesn't always to be struck me that I need to sure
certain things with them so I'm always looking at those things but I appreciate your explanation thank. Surfboard your question yes thank you Mr chair so Senator English you think this will help with economic development to have things housed in one place so well absolutely and and and and really and truly one of the things that that I'm excited about is that I have over the last two or three years Bob Robertson's team are really out of a wonder and we have develop
so many opportunities for gathering and we've already got together had gathered information that we start off all workforce type thing so we're looking at all agencies and K. through twelve and it goes right along with all of that data and and the information that the governor has in her large program but also her executive order. Thank you I just this goes back to when we did the healthcare reform task force Mississippi had already done this and it seemed to give them an edge on economic development so I
appreciate your bringing this forward really is important for us to be able to move ahead and you honestly cannot make we talk about making good decisions based on data but if you don't have you can't make it so we spend a lot of money but we don't know what the results are this will help us. Any other questions but committee. And when the audience like to speak for against the bill. If not Senator English you're recognized closed closed I move
that we adopt a motion do pass second by Senator board any discussion of the committee. If not all favour say aye aye opposed. Graduations Senator English your bill has passed we are going to meet on Monday morning if there is anybody that has anything else I need to announce now be a good time Sir Clark thank you for coming we were the. Transformerless we made it so thank you for coming over a if there's no other business come
before the committee we're
