In protecting pedestrians is the change in clarify the law officers as a law a lawful reason to make contact with pedestrians walking on the interstates and identify them this is not for this this is for the safety of pedestrians and the and the law enforcement officers there is no intent. To my knowledge to to tell to when you find somebody walking on interstate but one backed your car take them down find in in the Senate from what I understand they did put not to exceed a hundred dollar fine if they did not cooperate thank operate is get him off the road for safety purposes. I read in the bill also so that didn't pertain to someone whose car broke down or had an accident of the bill my question it It you may not know this was there an incident that happened that brought this on that you know of or or is this just for protection for troopers out there so they can have a little more authority and that that was that was a that's the basic question I think everyone has was there a particular incident because this weather's been several incidents over the years I have myself worked couples a county crashes were pedestrians is either walked out in front of someone on interstate but we want to legal reason if we stop in and check on someone that's on the interstate it escalates to where we have to use force were there legally to do all we had today okay are we we have that we had one incident in the fall or county about two months ago or trooper had to had to fight at the nation walking okay our thank you major. any other questions from committee members. I ask you represent Springer. Good morning thank you Mr chair representative peers did come over and we did have a conversation about this the the only concern I have is that the notice to the person he gave to me the example of a this is say a teenager gets upset with their parents and they start walking down the interstate is that is an example that he gave me and that they're upset and and the Office of cook pulls over and stops them and so rather and you tell them well you should be out here walking and so in the response from the teenage person would be will out no I'm not no I don't care I'm will stay at the they're going to not at your to what you're saying so in that instance I'm concerned about giving notice to persons pedestrians. In general about this is something that you want to take action against them on so that I guess that's my concern you're not going to give notice to the public. In general that this is something that could result in a fine and especially when you have a teenager and that's the example that the representative Bruce game this particular teenagers out there walking on the highway they were upset about something that possibly happen at all and then they're out there and then then they refuse to the you know respond to you based upon you know you're you're saying you should be out here and then you have the right based upon this law as I understand to find them and take them to jail and do whatever so if you could respond to that. Well I can respond to was one would be a concern of us with the a young teenager on the interstate anyway with many bad people going down interstate before sex trafficking objections and so forth but to more answer your questions we would have that just like we would if we was to stop a teenager for speeding try to explain what it is and then we let them set the tone on what we did we win was pull up there and start arresting people would explain what the law is and to try to remove them put him in the car and we wish to make sure there's no weapons taken to the next exit thank where the need to go if it escalated to the point where we have to fight them you know we would probably take him to jail or or given that fine we're not trying not to do that and I think it really boils down to how the trooper explains the law to the. I think we could all actually put out through our social media and tract two educate the public on not being on there the highway department do it does have signs on the on ramp saying that they're not supposed to be on there but that's it Department transportation rule not state law and that we could see if our department could post signs down up and down the interstate that for us we could put that out on social media try to educate. Well thank you for your response that was a concern that I hand this spring okay thank you represent very I think of major Casey answered my questions but the and I was so the points they have signs on interstates as pedestrians are prohibited on the interstate so thank you Mr yeah the this just to clear that they're not going to just be. Someone just walking they're not going to be pulling over if there's an incident or there's some kind of danger that you see on that that's the issue I mean just cover your bases in case something something does happen I think that's that's pretty clear any other questions from committee okay I'm sorry president stamp thank you Mr so when I think of controlled access highway in thinking like thirty five come and north or yeah I fifty five coming or that a Memphis right yes and so sometimes you'll see some backpackers come along with how will how will they be addressed. What we would just pull over and and talk to them and tell them that they're not supposed to be on the interstate access just on controlled. controlled access interstates they're they're very about fences at the the lines and the it's only controlled on ramps and off ramps so anyone law who there is another I can say we need to take a different route. Follow up by a so how are they supposed to get across to I. forty five bridge income in Arkansas if they are always such a controlled access highway or interstate so how would they would across from Memphis as a backpacker into Arkansas. Some bridges lack dial forty bridge does have been issued crossing but they're not supposed to be on the interstate Carter sale now they should be taken a different route but that's again back to education. But after not supposed to be on interstate the main purpose of this in my opinion is is the safety of the pedestrian I have numerous crashes we have people with mental problems that will step out in front of cars another concern is if my last one and interstate and somebody steps out from her and she kills them she's gonna live with address rely. There's a lot of factors involved. West follows Mr. Follow up with. just to for the record here you all are able to use discretion with this you will not use as a mechanism route one hundred dollar tickets correct that is correct. Thank you. Any other questions committee. seeing ninety one and no one to speak for against the bill would you like to know I'll close for share. What's will committee. I have a recommendation do pass any discussion. All in favor say aye opposed say no hearing none congratulations your bill passes thank you Committee thank you Committee is that's all business we have a we stand adjourned. Thank you.
