for review today and the first one on the first page B. one is the listing from DFA of the items that they've sent over for review on the next page on the chart the first one is a issue Jonesborough and this is for us and damages that took paid place in a number of buildings that during the Christmas break when we had the storm there were some pipes freezing that kind of thing three million two hundred forty three thousand one sixty four forty one now over under the type of funding they know
that they have university reserves and insurance proceeds a hundred percent investing with the agency I am trying to determine the the debt exacted termination on the amount that they're going to get back in the insurance program proceeds is not been determined yet but they feel like it'll be enough to cover all of the expenses that are result of that but they also are going to do some other additional work while they're in there so that that first one number two is Arkansas tech
university and that's the Tucker Coliseum roof project for replacement of that this is or advise method of finance weather coming back at one million four hundred sixty seven thousand six hundred they have fund reserves for facilities repair and renovations that it will cover a hundred percent of that project National Park college for maintenance of facility construction to re locate a room for housing expansion of the rig relocating a maintenance facility to make room for
housing expansion one point five million dollars and they know that they have cash funds for that project University of Arkansas fable number four for the Arkansas union set out this will improve the function and I. Visibility of spaces for a number of students focused user ID six million seven hundred thousand dollars they have university reserves because to cover this and will also see on the next section the alternative delivery contract for this
project then we have number five U. AMS and this is for deferred maintenance and projects six point five million dollars they have reserves and revenues to cover that and finally number six south Arkansas university for critical maintenance for improvements to the educational facilities and that'll include parking lots road side walks H. back two million seven hundred fifty thousand dollars and ninety five percent of that is going to be covered by cash funds and then they have a grant from R. dot to cover that five
percent and those of the methods of finance on today's agenda. All right members or any questions not seen any of these because these I will stand as reviewed. The next item in under C. is a an alternative to liver can delivery construction project we didn't have one of these on last month's agenda so to tell you about this the legislature does not review the traditional design bid build projects but if the project is over five million dollars they can choose to use the alternative delivery method
which requires legislative review and this is where they do negotiations instead of selecting the lowest bidder and farms of we'll make up that we interview the farms and make a selection based on which proposal is best for the project they're doing. For all state agency projects these are going to be reviewed by the Arkansas Building Authority prior prior to being sent over for review so the one we have on C. one is from the university of Arkansas Fayetteville and again it's the
Arkansas union interior fit out to an approved the function of the building for students it there they decided to use Clark contractors they received seven proposals they interviewed five of those groups they just have selected huffed projects for their design professional they anticipate this project going through may of twenty twenty five and they have six million seven hundred thousand dollars to cover this project and this
is university reserves. That that's the only alternative delivery we have on today's agenda. services number two an amendment to existing grant for the Arkansas cancer coalition for educational screening opportunity number three is an amendment to the of prostate cancer group and this is to continue to reduce the number of deaths due to prostate cancer number four is an amendment to an existing call a grant that they have to reduce the burden of cancer by implementing the Arkansas cancer plan and number five is an
amendment to a grant for improving breast and cervical screening practices numbers six through twelve are all going to be funded by other funds which your tobacco funds and these are going to be programs for interventions that prevents tobacco use among youth at promote quitting smoking and other eight and reduce exposure to secondhand smoke so again that takes us through twelve.
So then on page five is grant number thirteen it's an amendment adding money to support and strengthen the capacity of the Arkansas immunization action coalition number fourteen is an amendment for bill by our board and social media campaign dealing with HIV testing of the next one number fifteen at the bottom of the page is an amendment for its your choice program all the next one on page sixteen is an amendment to an existing grant for HIV testing numbers
seventeen through thirty three which is going to take us to the end of the health department's grants these are all state funded and these are forced a charitable clinics that's to provide back basic primary care dental pharmacy optometry and Babel Health Services for free or at low cost to those persons who are unable to pay for medical care so that takes this those are all the ones for the health department that Texas over to page twelve and these are the ones for DHS on page on
the first page of there's numbers one through three are all going to be amendments to grants that they have existing grants for recovery community organization services numbers four and five on the next page are amendments for supportive services for children and family number six is up for statewide results oriented. Management and accountability training for Arkansas community action network that works number seven is to provide programming this is an original one to
provide programming that helps parents move from crisis to stability and on to a career number eight is that amendment to an existing grant to recruit and retain retain resource parents and to provide supports to children and families impacted by foster care in Arkansas so that's to the DHS grants then on page fifteen we have grants that have come to us from Arkansas historic preservation of these or their historic preservation grants
which are funded by real estate transfer tax funds there are six projects that you'll see there what the project name is where it's located and the amount that will be awarded to each on the next page on page sixteen of these are from higher ed and these are americorps grants and these are hundred percent federally funded and there are eleven grants that they have for americorps members and they do teaching and tutoring and
mentoring children and volunteer recruitment programs so those are the grants again from higher ed for americorps programs and that's all the grants on today's agenda. All right we do have a few questions Senator Rice you're recognized for a question Sir. You and if you make an answer this is not the the apartment a okay and number two which is a hundred percent stake grant. Apartment health and number for
not to speak on cancer coalition is a hunter federal grant is the department of health the one that's responsible for auditing those. Good afternoon I'm Joe Thompson chief financial officer for the department of health there are two types of audits that we have each year for the federal funds it just depends on the federal source use of this periodically federal audit from the fans but we have a single audit each year from our legislative audit that takes a random sampling of our contracts federal and state so
yes we conduct audits as well as finance. It's your responsibility for both yes under finance we just make sure that we are here to all state procurement laws every you know all the federal and state laws so within agency we make sure that we're in compliance before the audit what you're saying on these and I'm saying federal grants is one I hope I hope we're doing state sufficiently but even those are just Random audits yes we also do come we have compliance checks within each of our
programs so that we don't column audits is more like site visits reviews before we issue any funding you know any payments or resources I mean of invoices and also we do our own internal kind of compliance we have an internal audit section that we can call in to do special audits we don't do audits for sale all of our I mean I'm talking about after the fight that the money got spent for what it was supposed to be for yes that's

And I didn't hear mention this point how much was being carried forward that wasn't spent you know those numbers by give or take a million I can check with the H. S. I don't know off the top of my head with their number was with Medicaid with the make expansion program I think with
minority health commission I think they carried forward I was about a million and a half they have a larger fund balance in that but as far as what they cared for this fiscal year which is about was about one point five I think or so okay which may get those for just getting with me thank you thank you Mr I thank you Senator all right. and the first one is for Arkansas heritage and this is of Arkansas of this is for up architectural design services this is their on call contract number two heritage again another all on call type of architectural and design services but number three on the next page is for a specific project it's for architectural design services for Martin structures at that historic Arkansas museum primarily using his story
tradecraft means and methods numbers four through seventeen these are all going to be for a issue Jonesborough and these are all on call contracts that they're putting in place for a structural services and agricultural services meets use me architectural I'm sorry. number eighteen is DHS and this is of their on call I know this is their architectural services contract with Southeast Arkansas Human development center number nineteen is a home call services contract for national park

for a contract for a technical services for the women's infant children baby and B. parenting program statewide number six is an amendment to the contract they have or program evaluation and support of the health stroke program number seven is health department and this one is for a senior physician specialists to continue to serve as of the officer preparedness an emergency response systems medical director number eighty
is health department for their chief science science officer with UAMS number nine is health department to facilitate current real time access to imaging Arkansas trauma patients to so that effective care can be delivered for the patient immediately upon arrival at these higher level trauma centers next is health department this is on page twenty with UAMS in this is to help the tobacco treatment

to show up even in bad weather or whatever and that's that's one of the reasons that we have multiple contracts for staffing because sometimes one agency they they may bill fill that need for that particular ship for the may not so some some sometimes would call different agencies in order find enough staff to come in to fill that shift okay but they are considered essential employees yes I want to find out you can do for tomorrow afternoon how many of those employees are classified as number three employees if you would you can get that to me for more often I
appreciate it and then secondly on the right of passage contract of this chairman. As high as it's been quite some time but of course we have for facilities in that facility takes on the kids that are committed to us so we have seen
an increase in the number of juveniles committed to the division in the last year or so so does right of passage feel that with this contract and the dollars that are represented in this contract that those farmers hiring additional staff and retention of the staff so that if we got to physical space we got we got the body share is this going to get a centers are going to get us closer we still run well short it's definitely gonna help that's a big part of the contract really the only major change was there there was
a rate increase in this contract and they're they're looking to pay employees from their their entry level paying them I think eighteen seventy five an hour to start out which is a pretty decent increase as well as their therapists case managers teachers so the the rate increase was we have not had a rate increase in this contract in many years at least seven years so this the rate increase that we're going to be doing in this contract will allow them to pay their staff more and hopefully help with retention

You're recognized proceed if DHS again though but this is going to be contract number sixty two and it's really delay with your enterprise contract. My question is I noticed on here that is going to be the tennis that's also going to be used and that is being transferred from work for services is that not correct it is okay so the software that they use to do it
for when it was and workforce services. What's happening with that contract it did not get a transfer to you all also we we already handle eligibility for tennis the program belongs to workforce services at the moment until July one but we are to the eligibility so the software that's already in our in in our positions that we already use okay so the software that they used for it. What's happening with that if anything they've got this Todd attentive should transfer over to us because all the
contracts all the employees everything is coming over over to us and ball so I guess what I'm trying to find out is do we have. Contracts appropriation double dip for ten if if it's if they had software for it in their budget already and you all have it built into your enterprise here I mean is there a are we paying a vendor twice for the same product no we're not so number one any software they have would strictly be on that program side and so would be to
be doing some function that we do not does not done in our current software number two for this contract in particular this is for our project management companies so they help us in the development of the systems and they with the work they're doing is not work that we do credit anywhere else. Okay so that the software that they're using for ten F. is being transferred to you all and is not currently so I'm guess what I'm saying is when you all come back for an amendment on this is going to be higher
because you added that software into it let me ask Mr Deng's I'm not sure if we'll need to do that or not Jeff Teague DHS CIO so this is for project management services but on the software side specifically there will be no duplication in there will be no increase in this contract for that so this is to help manage and in four different areas so it manages our Medicaid management information system help from Medicaid operations are integrated eligibility under
merry Franklin which includes at ten if eligible the ability to mark was talking about so also air focus which is our child welfare solution that is being implemented right now and then and I. T. project management office which kind of manages all the other projects not in those major areas. So with ten of coming over there should be no increase in this contract at all we already actually have a couple of project management people assigned out of the IT PMO portion of that contract as it

trash services for the campus number seven a issue baby for janitorial services number eight AS you baby another one for janitorial services number nine a issue Jones were of this one is an original contract for provided emergency water mitigation services to Arkansas state university this is an emergency contract this goes along with the MOF when they had the problem back in and December
and all those frozen pipes of this. Con a contractor was brought in on the emergency to take care of that and I I did find out that this particular contract is being completely covered by their insurance reimbursement numbers ten there is a issue is or custodial services number eleven is the original contract for a issue far up providing audio stage lighting services or the university number twelve is a issue Three Rivers for grounds
maintenance services number thirteen career a career read rehab services for students receiving paid work experience on the on page sixty five contract number fourteen is corrections and this is for aerial of application services number fifteen. DFI management services this is for comprehensive advertising marketing apartment public relations number sixteen through
thirty seven these are all going to be for disability determination we saw a bunch of these over in out of state again these are for medical consultants it's a hundred percent of federal funding of or doing examinations of men of their medical records to make disability determinations that's going to take us over to page seventy five. A contract number thirty eight is Building Authority Division
of and this is for janitorial services number thirty nine is Economic Development Commission and this is done as a special procurement for marketing and public relations and this is in the blue packet on pages thirty one through thirty three is economic developments special procurement letter currently there are three separate contracts that expire at the end of the month or branding marketing and public relations and the new administration would
like to review evaluate explore combining all into one or if the for all services so OSB has approved this contract for six months in order to give them time to take a look at that on the next page is a an additional contract there for economic development commission of this too is a special procurement Italy found on pages thirty four through thirty seven in the blue pack it and they know to all this is for management of
innovate Arkansas program of the current Contract will be expiring and of this is providing management of innovate Arkansas program with the new administration again would like to review evaluate and assess the effectiveness of this program so as pretty as approved a special procurement through September for this particular contract. On page forty Economic Development Commission again a special procurement for digital marketing services and you'll
find the letters that coordinate with this particular procurement are found on pages thirty eight to forty in the blue park packet and currently they again this is one of the ones that there are three separate contracts that they want to explore so they're six months on this contract number forty one is education department this is for smart data dashboard number forty two health department to amendment to an existing contract for home
visiting networks numbers forty three two and forty four are both going to be for the health department there for small water systems for working with them that takes us over to contract number forty five on page seventy eight this is help department for comprehensive statewide media campaign dealing with tobacco prevention and cessation programs number forty six health department amendment for a pharmacy services for the aids drug assistance program
number forty seven is a contract amendment for health department for trauma section with ongoing assessment of quality care number forty eight is. Beginning DHS contracts in in state this first one is an amendment to an existing contract for advisory services for program delivery best practices and numbers forty nine through fifty two on starting on page eighty one these are all
going to be contracts for qualified skilled nursing and other medical professional positions and at their various locations number fifty five through fifty seven again for DHS are gonna be amendment sought to their existing contracts they have for community mental health centers. Number fifty eight is a contract amendment child this is on page eighty five for drug and alcohol
safety education program number fifty nine is an original contract for DHS bar educate Arkansas parents and care givers about a campaign about the importance of quality education early childhood education number sixty is a contract for comprehensive residential treatment services and this is for youth under the age of twenty one number sixty one is a contract amendment for DHS for American Sign Language interpreter services number
sixty two is a contract for a therapeutic foster care services number sixty three is an amendment to a contract that you have for merchants the shelter services number sixty four and sixty five on page six eighty eight or DHS contracts and these are for comprehensive residential treatment services again the same type of contract as we saw earlier number sixty six is the DHS contract amendment for their mail processing services number sixty
seven on page eighty nine is providing day treatment transportation services this is another one of those contracts that we they talked about earlier number sixty eight and sixty nine on page ninety are providing nursing and medical staffing for DHS number seventy. Is a DHS again a day T. treatment transportation services for Medicaid beneficiaries number seventy one is a dental hygienist services
for the Arkansas Arkadelphia human development center number seventy two is an amendment to an existing contract for utilization review and retrospective review of medical records number seventy three is DHS and this is at all this is an amendment to an existing contract a number seven there no doubt no additional dollars are being added but we are seeing this contract because performance indicators to and continue the Medicaid quality
improvement program have been included in that contract number seventy four as DHS this is on page ninety two this is an amendment to existing contract to continue work on some different programs that they work on including our works pass nonemergency transportation except right number seventy five on page ninety three is an amendment to an existing contract for maintenance and operation of the ATM the MMI S.
court system our numbers seventy six the eighty five on the next page you're going to be for DHS youth services and these are going to be far the juvenile justice community based reentry and vocational careers support services programs that takes us over to page ninety nine. On page ninety nine we'll see contract number eighty seven is for mid South Community College this is an amendment to an existing contract that they have with the consultant who works
with them on their title grant up on their grant programs proposals and applications number eighty eight national park community college for armed and uniformed security guard services amber eighty nine is an amendment to an existing contract for oil and gas for well plugging Services number ninety is parks and tourism this is amendment to the existing contract they have for vacationing in visiting the state of Arkansas number ninety one of and end on
that one that was for the mailings part of those of that program number ninety one is up parks and tourism advertising marketing and website design numbers ninety two through one twenty six of these are all going to be contracts that are going to be for public defend the fender Commission and these are all original contracts they're going to be funded through state and other funds but these are to provide the ended it indigent parent
councils of our council representation in the various judicial districts in the state that's going to take us over to page one eighteen and then on page one eighteen we're going to see contract number one twenty seven UA Fort Smith this is for services for operation of all their own site university student counseling clinic number one twenty eight UALR this is for waste is solid waste disposal services for their campus on page one nineteen
contract number one twenty nine is UAMS for on call telemedicine services for patients number one thirty U. APB for comprehensive landscaping services number one thirty one is workforce are. This is an egg an amendment to the contract they have for their janitorial services number one thirty two is amended and also in Amendment or janitorial services and a number one thirty three is for workforce services or printing and mailing services dealing with workforce services

How portion department of education representative thank you so much this is really dealing with number forty one which is that he's technology it caught my attention because it's five point five million dollars up for a year and exist extend to the end of the life of the contract so I'm assuming that's about a year I don't know but it's to extend the contract to add
COVID nineteen rise smart data dashboard water we capture about COVID nineteen now that we need to spend five point five million dollars a year for. So entered into this contract with smart data and during the height of the pandemic in that the contract is actually for a at risk dashboard to identify students who are at risk and the dashboard allows for a district to see every student in their district and look at their data to see if they're at risk of failing dropping out and things
like that so it's not anything about COVID nineteen that that and the dashboard is not it's actually about students and and using that to address the needs. Is in the E. used across all the districts that is correct all districts have access to the to the system we have about ninety five percent districts even okay and what do we do with that data at the data is already present inside of trying and in our state information system this state at is just using smart data to display that data in a
way that a district can make decisions about it so we don't tell the districts what they have to do with the data other than use it to make decisions about learning loss and students that are at risk okay so we're collecting this data we're not even really sure if the schools are using it. We do have you said reports about and how how often people are in the system how many people are in the system so we do watch that a monitor how much the systems being utilized can you please provide that report to us for the Committee so we can see how much is actually
getting utilized what happens at the end of the contract for this data that you've been collecting how are you going to continue to collect so there is a data sharing agreement that smart data has to destroy and retire return all of our data and then they don't have they no longer have access to the date at the end of the contract we don't either how we can access it we have access through trying in which is another state contracts that are data sharing okay. My next question for another department but thank you all know if you would get that
information to staff one week sure that gets distributed next up we have representative Meeks. Thank you Mr. The staff you may and may be able to answer this is so my questions on sixty three I just kind of caught my attention. that the amendments for seven eight for the year the amount is zero dollars it looks like they're amending to increase the daily rate for the emergency shelter and I'm just wondering how they are you increase the
daily rate for the emergency shelter if the dollars you're paying them is zero my not reading that correctly is coming on all that amendment seven was a day extension on. So that one actually didn't come over for review that can be done without a legislative review and the other one is an increase in the daily rate my. We would need to bring the agency up my assumption is they have plenty of money already on the contracted coverage they
just had some type of upgrade or change in the rate and that the agency would have to further explain that so that would go back to the amendment six monies that we're willing to pay for that they have actually the total authorized on this contract before that we see it today is four million one hundred thirty three dollars and. But one and thirty three thousand six point six fifty nine they have only spent less than three million dollars on that contract that has four

the end of your agenda yes we have received a ratification for the Arkansas department of education and what you have here is We are on page one of that you have a letter from Edward Armstrong with the Department of office of state procurement and he notes that the department of education had a conference with the little rock Marriott and it was improperly procured
the threshold for the type of procurement they did a seventy five thousand dollars and just to go in today a little bit of detail that I received a invoice from the Department ducation about the Marriott expenses wanting it to be ratified up the. Original bill that I received was a little over ninety two thousand dollars again the threshold of seventy five thousand dollars they had a
conference and more people even showed up than expected the bills a hundred twenty thousand three hundred forty two dollars and twenty two cents so they've asked to have it ratified you in addition you have a letter from the department of education and you have a copy of the bill that was received from the Marriott and so there are people here that can address this to answer any questions if there are any.
