here explain the bill certainly thank you madam thank you madam the office of alcohol and drug abuse prevention is a license of licensing authority for all licensed drug abuse drug and alcohol abuse treatment programs in the state this bill is designed to give adep the authority to monitor those programs that gain licensure status by being nationally accredited those programs can really only receive monitoring every three years from the national accrediting organizations and this is a provision that this is currently we monitor all other programs on a at least an annual basis and it has proven that sometimes those programs that only get monitored every three years lack in the quality of service that they provide to the citizens of Arkansas currently there are 58 programs that are licensed in the state and this basically affects about 10 to 12 of those programs

Madam Chair and members, that's about the extent of the bill, and we'll be
▶ Play Suggest a correction Report an error
Representative Linda S. Tyler Unverified 4:02
happy to take any questions. The Chair does have a question. In terms of this additional monitoring annually versus every three years, and it's by a different entity than what is currently being, what's currently monitoring these facilities?

Speaker 20 4:17
Currently, the national accrediting organization is the only entity that monitors those programs. We're required by law to license them based on the national accreditation. What this bill will do is it will give some additional stipulations which will allow our organization to monitor those programs. Do you expect additional staff that's required in order to be

Representative Linda S. Tyler Unverified 4:39
able to do this? No, ma'am. We'll be able to do it with

our current staff. That's my question.

Representative Linda S. Tyler Unverified 4:49
Do we have any other questions from the committee?

Representative Andy Mayberry Unverified 4:55
Representative Mayberry. You said there are 58 programs currently, but this would affect 10 or 12 of those. Is that correct? That is correct, yes, sir.
▶ Play Suggest a correction Report an error
Speaker 17 5:05
What's the difference? Why does it affect 10 or 12, but not the others? Well, the current

Speaker 20 5:10
– the other programs are licensed through the regular licensing process through our office. So we're currently monitor those programs on the yearly and sometimes even more frequently than that

Representative Andy Mayberry Unverified 5:21
So this would put those 10 or 12 programs into essentially the same guidelines that you use for the other Already that is correct. Okay, and is there is there any sort of fiscal impact that you're aware of none whatsoever? Thank you Representative Wardlaw, you have a question? No,

Representative Jeff Wardlaw Unverified 5:43
ma'am, but thank you, Mr. Chairman. I'd like a motion at

the proper time. All right. At the proper time, we'll get to there. Thank you, Representative Wardlaw.

Representative Ward. Currently, the University of Arkansas at Pine Bluff has a drug addiction program. I think that students after completing that particular program can receive a bachelor degree. Does this particular bill have any association with the program that is currently being used at the University of Arkansas Pine Bluff drug addiction program? No,
▶ Play Suggest a correction Report an error
Speaker 20 6:15
sir, it doesn't. This program, this bill basically affects those programs that are providing treatment services. Thank you.

Representative Linda S. Tyler Unverified 6:25
