Basically, this amendment takes the exemption down to $4,000, and so the end result is that the bill moves the used car tax exemption from $2,500 to $4,000, and then has a revenue impact of approximately $5 million.

Sample and myself, it amends pages 5, 6, and 10. Basically what it did, this is on the IPPs, the sales tax for the
independent power producers. It moves back for the next three years. Each of the tax breaks six months. What was to begin July 1st of this year will begin January 1st, 2013, and that's all this amendment does. It leasens the fiscal impact on our

This just basically reduces the utility rate on manufacturers for a half cent and brings back the independent power producers. They were taxed at the full 6% against the stair-step it down to be competitive with states around us.

Mr. Chairman, thank you, and I'd like to thank the committee for all the work that you've done. I know the brevity of this presentation has nothing to do with the time and energy and sweat that went into coming together with an agreement on this proposal. This is going to help the entire state of Arkansas, and I appreciate you.
We have heard the presentation before. We appreciate your patience and your due diligence on this matter, and reducing the sales tax on groceries, it couldn't come at a more opportune time. With gas prices going up, if you've been in the grocery store lately, I know we don't get there as often as we do when we're back home in our respective districts, but food prices are going through the roof as a result of gas prices going up. So if you vote for this bill, the timing couldn't be better.
I want to thank the Speaker for his leadership in giving me the opportunity to sponsor this bill on the House side, and I would like to allow him to make any comments he'd like to make at this time. With your permission, Mr. Chairman.

I just want to express my appreciation to the governor for his leadership, for Senator Steele, and I want to thank this committee for the hard work and your wisdom in coming up with a package of tax cuts
that is going to really have an impact across the board for the citizens of the state of Arkansas. So I think sometimes the frustration through the process can be difficult, but when you get to an end result that is benefiting all of our citizens who sent us up here to take care of the business, that's a result that's worth all the effort. So thank you, Mr. Chairman and members of the committee. Representative Ingram, you recognize.
