Okay good morning everyone i'm lorry tutor the director of the arkansas apartment a transportation. And the we've been called the order so you just want me to go through the agenda okay so agenda item number b is the review of the june july in august twenty twenty three monthly updates. Of the arkansas legislative council efficiency steady recommendation rules for implementation in these are exhibits b one and b three in your hand outs. And these monthly updates are the requirement of the rules of the alc for this sub committee. And the it just gives our dots efforts on implementing those recommendations from the efficiency study at your june fourteenth meeting rex presented information that was included in your june report so i'm not going to go over anything that's in the gene report but today i'll focus on july august. And as a reminders is you are looking through that report anything that has changed since the last report any kind of a day will be underlined so you can kind of just you know just peruse through there and see where it's underlined so you can kinda see what changed from the last minute. So I would like to that today just to summarize some of the more significant progress that we've made towards implementing these recommendations so for recommendation number three under the portfolio planning category which is to publish the status of construction projects in maintenance activities are died in the huawei commission have selected garver llc as the consultant to prepare a website. To include information about our maintenance activities as well as improve our x are the access to construction project activities and the proposed contract that we want to execute with garber was sent to everyone on june nineteenth for a year review and a gender item number see we will go over there a little more detail so that you can you know adequately review the contract so we'll get to into that a little bit more it's on page six. But on paid six of the b two at. Uh page six of b two yes. Yes that's correct okay just remembers. Okay so for recommendation number four. Which is on page seven under the port failure planning category which is to implement a platform that tracks all stay colder enquiries to resolution for that recommendation I think we reported this before but we have selected a a platform called gerb and we're going to can't we renamed it and branded it for our diet and we've we've come up with a logo which i'll show which will be eldered a later date but we're going to call it as gardin it's going to be on our eye drive arkansas website as well as our main facing public facing website where folks can go out there and ask any question they want report anything they want will have frequently asked questions so maybe that we can answer it more quickly for him for those types of questions we get a lot of but anyway we're we have been testing that internally and we're almost ready to push it out to the public store looking forward to that and will be sure to let this committee know when it's when it's done. For a recommendation number six which is just keep killed yar keep on the page here on page fourteen of the other july report that sooner that's under the procurement category recommendation number six which is to implement construction contractor performance measurements. And we have identified all the metrics that will define quality and desire performance so the prime contractor and we have drafted a manual which is currently under review on how to. To grade contractors on these metrics and I would like to say that as we have developed this process we worked with the contracting industry we've had a representative from the arkansas general contractors and a wreck I represented here from the arkansas fault payment association so they have been involved with us as we've developed this to make sure that we do this in a fair and objective manner. A draft form has been developed for our resident engineers to use another state cultures to document performance in evaluate the prime contractor. We're now in the prices of figuring out how are you going to pull all those evaluation forums in in create a final evaluation of a crime contractor. And we're going to accomplish all of this is we moved through and work out all the wrinkles in this process we have selected eight different projects pilot projects that are currently being used as a test case soon we're going to evaluate the contractors in these ongoing projects there's over and one sells eight projects or complete and we work through that will have a pretty good solid way of doing this valuating contractors in the future so more to come on there. Recommendations numbered twelve and thirteen. Let's see that sign page. Page twenty seven and twenty eight. Recommendations twelve thirteen insurers staff can develop in their careers at the department and improve staff capabilities to align with current in future organizational needs. And as part of our recent twenty twenty four twenty twenty five appropriations budget request in approval by the legislature we have expanded more and we have added to the expansion of our career pass to give employees more opportunities to advance in their careers. And one of our goals to accomplish this recommendation is also to continue and enhance cross training in our high turnover areas and for high turnover positions as you might expect the positions in areas with the highest turnover are in our field maintenance officers so we have recently developed a better way of tracking on the draw on the job training that occurs in the field as well as making it easier for employees to request training and additional training in addition to what they're already getting. So we're working hard to just bring these employees along in it you know enhance their abilities so that they can move at the career latter in all areas of the department but in our maintenance areas very important it said they come in at the ground level and then their trained up to go to higher and higher positions it's a great career but we we have to incurred dumb and keep moving him moving and forward. When we could be used in that in a more effective way so for looking at saving money and change in a way our maintenance products for one make sure that we're doing it in an efficient manner and it doesn't look like that's taken place in practice today. Performance indicator i've just wondered how significant we expect that software upgrade to be at this time I can tell you where we have this is not this is in have anything to do with the website software that we're going to be doing through the construction in maintenance projects is this where a future. Effort that we were there was a recommendation to do kprs can someone remind them. Key performance indicators that is a recommendation that we develop and we report on key performance indicators on our website on different things like customer service how well we're doing on our pavements our bridges all those things it's a measurement of how well organized doing and we can compare where we're out to where we are in a year and two years and all their so we have some software that it could be used better than future date when we really implement their support this we're going to have to look at maybe some kind of stronger software package stronger system in order to do everything that we are test to do under that recommendation because on page twenty when it talks about the microsoft access database. Which will hands our ability to perform analysis of the data there's a paragraph here that says cost savings in twenty one was a hundred and sixteen million savings in twenty two fifty nine million and then year to date nineteen point three. III soon for what you said this is done totally different software and database than what that was but the kpr this this particular a recommendation what you're looking out there we have what we car value engineering practical design and web areas is we go in and we'll design a project and then we'll look at ways where we can reduce the cost different ways that that can occur and they they track that they have been going to track they have started tracking that they've done it out we've done it for years but we didn't track our car savings and now we are starting to do that and that's a report of what we were able to put together since this these recommendations occurred but this isn't really software it's just an effort by stay off to take the original design and compare it to the design it's been midified in order to say this much cost is possible and what was that cast savings that's what their particular car savings is about so this is probably the one that. This contract is as mentioned was submitted hopefully you've seen it in your email since june nineteenth I believe that's when we send it over to branding and then it was also from june nineteenth to july fifth advertised in put on our website and we went out for public involvement comment we did not receive any comments from the committee members any of the legislators in this on this subcommittee neither did we receive any comments from the public and just just to go through it a little bit we have completed negotiations with garbage lsc to provide this this reporting system and in in that what I want to say is that reporting system that they're going to develop for us is going to be a really cool addition to our website because what it will do as it will allow every wine to have a real user friendly way i've seen what projects are in their area whether they're under construction where they are complete completed whether they're scheduled any maintenance activities that are going on in your area it's going to be really a great tool to understand what's going on across the state as far as highway construction huawei maintenance. So the way we've got this contract set up. Is it's gonna be rolled out in three phases. And in before I go any further and the the negotiations are complete in the initial project projected contract amount is seven hundred and forty six thousand five hundred and forty one dollars. So upon contract execution once we get the get the go ahead from this said committee or dot staff are going to begin working with garber two give them all the information that we have available already so they don't have to recreate the wheel on semi things are existing platform you know we are we come out we have a lot of information on our end projects that are enter construction. The thing we don't have is all information to put out there for our main insectivities and we have information on our scheduled projects but there they're further behind them are under construction projects so all together we're going to provide everything we have to go over in phase one which should be rolled out in about three to five minutes will be construction projects that are under way and will be looking at their getting that ready to go then phase two will be projects that are scheduled in programmed and that will begin concurrently with phase wine but it's going to take longer to put that all together because there's a lot of moving parts with there. And then our maintenance activity reporting and if you'll remember you approve the contract back I think in on the I forget when it was it's been a few months ago but and the main insert management system. We have implemented the maintenance management system with a with a consultant it's part of recommendation number seven which I didn't mention the day but that's under way it's about twenty nine percent complete when that effort is complete in all of that data available in a nas database and it's being it's up in running that data will be taken in bright into this new system for an outward facing website. So the proposed reporting system will include some filtering attributes and this is why it's going to be sell powerful for people for users for the public through the legislators. You can see you can filter any way you aren't but you can fail to right are that district. By construction contract amounts say you just wanted to look at our projects that were over ten million dollars across the state you could do that you could filter by county by route you could fail to buy a contractor to see what contractor had what projects across the state estimated completion date type of work whether it's widening preservation where bread replacement work but last bit definitely not least the legislative districts the federal congressional districts so if one of you want me to go out and say what's going to come up in your area in the next six months that's too giving that ride into your fainter tips and i'd like to tell you we're going to get started with this really excited about it and we'd like to have a few volunteers from this subcommittee to help as we put it together make sure it's user friendly we were talking about that just yesterday it's really easy when you're bunch of. This introduce yourself and stay for his re assistant chief engineer for maintenance for our dot in the other maintenance software package is called dts view works as company out of florida that are has its maintenance management software and it's a a computer assistance that will try to remember the question there is far as a database they're going to take our current we have a maintenance made as much system but it's just old and and equated and take it and bring it up to current standards where it'll be through a gis and digital platform for maintenance personnel. So the dts software package is a maintenance management another term we use latest asset management so a lot of companies use this it basically collects in stores all the assets for example in a scare as every utility box the top of breakers and you have all that digitally so when you can run through so it is really an internal facing program and again this is just for maintenance and so what I don't mean to speak of non expert on the garver software but it is a public facing site that can capture the information from our maintenance management system as well as information from the construction side new projects other things is that in its pulling that data from these internal databases that we last is engineers and then put it in a user friendly format for the public to see thank you any other questions seeing then we will move on to any. Okay item d is review of quarterly land conveyance report is this is exhibit d in your hand out materials and this is required by an act three fifteen of nineteen ninety seven and this is a quarterly report that we have been submitting since that time for lane conveyances for the period and this is for the quarter I think the fourth quarter of twenty twenty three which is april first twenty twenty three through june thirtieth twenty twenty three and this is simply a report of our dot sale or transfer a surplus property. The overall cost to finish that missing link from all my down to text or canada is about I think it's around five to six billion dollars it's extremely expensive and more working really hard with our congressional delegation in federal in the federal government to try to get those extra dollars. That interstate from the golf are in and it connects up once that missing link is built it will be a nor south interstate through made america is going to be awesome but the whole missing link is in arkansas a small rules day without a big budget right and so we're really going to have to push in labi for that national help to get that done and we've been working extremely hard on that but right now work we're doing our best just to get that one saying that down it sender it's under development under design and we are moving forward to get that one under contract in the next two or three years now go in sales from borrowing down to text or canada that we have the environmental line it's ready to go with environmental handlings down but to find the money to move forward with buying right away designing it in construction we don't have an idea but if we can ever get all the states that would benefit from that nor south interstate and it's going to provide a lot of relief are for the other states so if we can ever get a coalition in their out there is not forty nine coalition i'm sure you know about their but it once we get we just keep pushing and pushing to get that support so we have some great reports in updates and that we can share with you and and so that you can help you answer your constitution as expires you know where in the cost of it in in the towers that they'd be great thank you mister watson yesterday thank you for that information adequare that you very well aware of the forty nine coalition my question is. In the upcoming appropriations for the through the highway legislator for how fair highway programs senator boseman has included sixty seven million dollars in what they car community designated fines congressionally designated funds it's the elder marks is way are congressional delegation is doing all they can within the within the you know the bounds that they can to get that money the biggest thing that we the biggest challenge we face is a lot of that iir's discretionary grants that are competitive in arkansas a red state. And the administration is very blue they also don't like new roads they want you to take care of the existing or bill by pays shared used permit alternate transportation so what were up against is just a philosophy by the current administration to get those extra dollars through the dot but our congressional delegation has done all they can for us to make us competitive they've called the other people they've set up briefings for us to make our applications more competitive they're putting money into those you know setting aside money through earmarks. They're working extremely hard for it so I it's just an appeal battle but I would I would appreciate any of you know when we go out for those congressional agreements and maybe asking some of you for support letters maybe that would help you know if you just.
