Thank you, Mr. Speaker. I'll keep it brief. This thing has been batted around more than a ping-pong ball on a ping-pong table, but this is an opportunity for us as a body to make a statement to the rest of the world and to states like Texas, Louisiana, and other places where lignite mining is occurring. I realize that with regards to appropriation, some may debate should we even entertain that idea, given it's a private business sector. But what I'd like to ask you to consider is that when you vote yes, you're making a statement to the private sector, we would like to welcome you into Arkansas
like you have been welcomed into the state of Texas, Louisiana, and other surrounding states, and I'm tired of being behind them when it comes to this area. It's just as vital and just as important as natural gas or any other natural resource, and we are holding hostage people who have lignite under their property by not giving them this opportunity, this strong statement to say, yes, it's just as important to you as it is to the folks in the Fayetteville shale area or other areas where oil is being drilled. So please make a positive statement to the world and to the citizens by voting yes for this.

explain the amendment Thank you, Mr. Speaker Ladies and gentlemen of the House we have tried resolutions to repeal the tax benefit to truckers the house approved that resolution 81 to 15 we sent it to the senate and they failed it
today and there's been a lot of talk about now that the resolution's passed the diesel tax was not voted on so there's been a lot of talk about putting this off to the 89th assembly and letting them decide on the diesel tax and the repeal of the tax on truckers. So Amendment 3 was so thick, I could not explain it.
So Representative John Burroughs came up with a real simple solution, and we agreed and thought it was a brilliant idea, so what we did. Amendment 4 changes the effective date of the repeal of taxes from July 1, 2012 to July 1, 2013, which lets the 89th Assembly decide on the tax and the repeal of tax.
So I would appreciate a good vote.

All of you know, sometimes I have a little trouble staying quiet. Yesterday, Representative Lovell told me I was in the news too much. Today, he couldn't wait to drop my name down here. in short summary I would say this this was a suggestion that was made in somewhat haste a few minutes ago as I was reviewing the proposed amendment and I asked somewhat of a rhetorical question of wouldn't it just be easier to change the date
that seemed a lot simpler and that is where we are today as all of you know I do support the repeal of this exemption. I do that for a variety of reasons, and that's why I am going to vote for this today. However, what my concern is, and what we're eventually going to have to resolve as a body, is whether or not we put ourselves in a – my concern here is that we're attaching a policy rider to an appropriation bill that has a higher vote threshold, and I think we need to be very cautious of putting ourselves in a position
of not reaching that vote threshold on an appropriation because there's a policy rider through special language. Now, that has happened on other bills, and it will continue to happen. I hope that we can reach a resolution here without jeopardizing the funding of an agency. And that is my hope. But it's going to take some time. We have a little bit of time. I hope it does not need to come to that. However, I will vote for this amendment today with that very strong caution of where we cannot end up.
