A few comments today with everything is going on around the world how serious that we need to take what we're looking at is for this committee that the second limit right that we have we need to release make sure we do everything right and keep everything we are supposed to be where everyone understands what's going on in so what with that being said i'd like to turn it over to represent a military need opening comments he has well I agree with center hill we're gonna this committee over the next several minutes a year is going to take a look at i'm sure i'll members have gotten our packets of information about our current gun laws just to be clear I think we we we want to study first what what we've currently got and see where we need to make adjustments we are not. In the business of trying to take rights away our further convolute what we currently have so that being sad that we're going discuss our agenda kind of our tom line for different vents I think that the ac chairs are no also appreciate you being here I know where I have questions for like all over the next several months so may ready and well on properly we'll have a good time have good discussion and and and come up with some good solutions. Thank you representative what we're looking at today is to go through the agenda for the next door several months that we're going to have the different different topics that we're going to cover and until if you would miss deal there's going to read through this forest and can I make sure we are all on the same page. Place receipt thank you so you all have in your packet the working time one it looks like this for this study and it provides you with detail of how the steady will progress and the chairs vast me just to go over with you the procedure that your follow as you work through this study which will go through next september september twenty twenty four. So the process that set out here is one that we've used previously for these types of studies especially where we did not have a hired consultant to assist the subcommittee and as you know the bureau cannot provide policy recommendations to you but we can provide you with information regarding the current status of the law so the way that this procedure will work is that each month beginning next month in november on november thirteenth you will have a topic that's related to and the various scan laws that will be considered november is an acception because you're going to begin with federal law and the chairs asked that you begin there because that will show you the things that have to stay in place this is how this is and then from there you move forward with state law and things that you can begin to make recommendations on and and make change with so in november you'll have one meeting following that you'll have at least two meetings every month the first meeting will be an information or meeting and you will at the beginning of those meetings here from at jennifer crime who is the bureau attorney for this subject matter and she's going to present you with information regarding the current state of the law on that topic. Then following her presentation you will hear from various entities you also have hand out c two and your packet and this is the november agenda. But this is what all the information meeting agenda will look like it lists here the entities that will be coming to the table to provide you with information on the topic that's being discussed that month. So we have the attorney general's offers arkansas state police arkansas game and fish commission the chiefs of police the prosecutor coordinators office share of association and arkansas apartment of transportation. After you hear from those entities if they have something that they want the committee to hear here from on them that month on that topic then there'll be an opportunity for public comments. And so the chairs are wanting to make sure that everybody who would like to comment publicly has that opportunity and will have an online sign up sheet for public comments that will be posted prior to these meetings and will also have the hard copy of a sign up sheet outside the committee rams so that people have both of those opportunities to sign up and come before you and speak on whatever the topic is that month. Beginning in december at the end of those information meetings your chairs are going to ask you to think about what you heard and go back and think if you have any recommendations on that topic for changes that you want to bring to this committee so your second meeting each month will be a recommendations to discussion i'm throughout that process the bureau will be taking down those recommendations and keeping track of them. Because. In december you'll talk about hunting. But in your first meeting in january the very first thing you'll do is come back and boat on those recommendations that you discussed at your second december a meeting so if a recommendation it's a vote to move forward that simply means that the bureau is going to begin working with that person who ever made the recommendation on draft legislation is something that will begin to be included in a draft report. Your process here is to work towards your final report for next september that will be submitted to the executive subcommittee. Center hill did ask for me to go through all these topics i'll just go over those briefly at november as I said is federal. December your information on meeting on hunting will be undecember eleventh your recommendations meeting unhunting will be december eighteenth. For concealed carry laws and regulations because that is such a large topic they have allowed it additional meeting dates for that so you'll have two information on meetings on that in january and those dates are january tenth and the twenty fourth. And then you'll come back february well for your recommendations meaning i'm concealed carry. March your topic is possession and open carry and your information on meeting will be march eleventh. With your recommendations meaning on march eighteenth. You'll take a break in april in may because you'll be in the fiscal session. And then came back in june to discuss law enforcement officers and other armed officers on june seventeenth. And then on june twenty fourth your recommendations meeting for that topic. This last topic listed for july is really a catch all these are additional topics that were discussed when the study was first considered we have local government business and commerce offences and sentence seeing transfer and disposition of our arms there may be additional topics you add some of these may go away the committee will start to formulate that as you work through your other topics and then that meeting in july july fifteenth with your recommendations meeting on the twenty second then you'll see in august and september it's just the subcommittee i'm really finalizing all of your recommendations and getting everything final in your report and with your draft legislation to submit to the executive subcommittee. And that's due to them by october first. And then they have two months to work up what they want to submit to the legislative council so that's the the process if you have any questions at all I can certainly and through those and I believe the chairs also wanted you to know that as you work through if additional meetings are needed to this they may be added but this is your starting time frame. That's going to be on the and I asked for time say two off talk to several people outside of the then if it's a group that's together we don't need to hear the same thing over and over and over we can hear the first hand let's get one person be the spokesman for the group and let us hear and I do have plenty of time to speak instead of having to limit the time and have everyone tell us the same thing over and over several different times so if you're involved the group up I encourage you to do that to have a spokesperson will come and speak on behalf of your group so please do that get signed up because we do want to hear you and we want to hear everything you and your group have to say some won't make sure you have plenty of time to do it on make sure we only be fair and consistent on that. They're being said we've got a lot of to cover owner make sure everyone er understands too or we have I want to read this and as a group as a hole is this sub committee. This is. The committee has been put together to come up these gun love you're gonna be the ones responsible to be here to be responsible for that we are responsible for this if you don't show up and have your input because these were this is where the bills are going to come from as this committee. So please be here a team give us input because you're input is what's going to help correctly as and change a and so this into your constitution so they contact you on the information because you're going to be the one here representing them put this information together that we hear so everyone please. In those two ways will be allowed to come forward and present their comments to the subcommittee that same thing I said well again membership participation I want invating courage all members of the general simply to attend these meetings and participate as we work towards recommendations to present to the legislative council next year. Although only members of the sub committee will be permitted to make motions in vote on the recommendations during this phase we welcome all input from members that general assembly I want to reiterate that we welcome all input from the general assembly. Our next meeting will be money november the thirteenth.
