Alright. Speaker shepherd era recognized for a question sir it's representative lady representative ladyman looks exact same thank you mister thank you miss chairman I had a question on two or three things here but first one is number twelve on page twelve which is DHS. Someone would come down. The. The. All right mitch if you want to join and come on down there you go okay we'd welcome mark this is metro hours cheapest to after hers merry franklin director of division of county operations dhs this may be a simple question but when I look at these out of state contracts in all the stuff that we're sending money out of state for services that seems to me we should be spinning his money in the state. And this is for translation services I know there are people in arkansas provide translation services maybe it's not what you need but can you cannot fill me in on what you're buying here and where we're buying its own california. Well we're buying a. The services for interpretation in translation when we in it and this contract is used at cross the department if we have a client who has other language needs other than english so that we can answer there are questions provide for those needs through this translation and interpretation service they also do forums or translations on our websites if we need to so they're available in other languages and I know it this was done through an invitation for been so it was a competitive bid. Um and this is the company that won that bid. So was this because it was the lowest beard or I mean. It. That that is how invitation for bed works the lowest bid the lowest bidder who uhm so do you know if you had beers from inside arkansas on on I mean I know this details representative we can we can pull that information for you if you want to this is an amendment so i'm not sure when we put this out for an. But when we did a week and poor everyone that bid on this chairman would you quite down over iraqi and hardly hear what he saying you have to fuel to keep your conversations to minimal or step outside i'm sorry go ahead oh I apologize so we put this out for an ip I don't know that we have all of the people that bid on it in front of us right now but we can get that to you I don't know my head appreciate what you get that the staff in the step in the smith will thank you. Okay thank you good I had two others you need put me in the are the same no okay jim back in the representative later. The. Out. Receipt. I should have thought better than that representative count on apologize represent capital your recognized for a question thank you mister along the question on this contract representative ladyman has he then asked the question that i'm really concerned about is that really you were authorized to spend two hundred and thirty one thousand now your end another one point three million to it and this takes us through nine thirty of two thousand twenty four why is there such a job between what was authorized and what you're now asking to spend. The. Serecaning him dhs office of procurement thank you for your question on that the two hundred and thirty one thousand was a forecasted amount for use and what we didn't know or now that we do know is that the increased use kind of based off of and winding we ended up having a higher use than we had projected with that two hundred and thirty one thousand so currently we've already incurred about seven hundred and fifty thousand dollars worth of costs on this contract and so based off of that but also looking at past use we went ahead in added for a past use and requested as the remaining amount of the total project and cost amount to this contract so if you'll see the amount goes to the one point six that was for the total project the cost of things were just asking for that remaining amount in order to allow flexibility between the divisions adhs to all utilize it to be able to just it from an administrative same point be able to pull down as needed so that's not necessarily to say that we anticipate or need all of that money right now it's just we're asking for it now it to be able to use it for the rest of the contract. Okay I guess my question is when you came back and said you need it two hundred and thirty one thousand you're that far off of what you projected. Amming because. As more in a million then what you regionally have rejected that you would need. Up so to that this is the first amendment so the first time we did come for the new agreement it was a project it kind of based off of past use and not an increased use that we ended up seeing through the unwinding so that projection was kind of looking at past years and passed use err for that two hundred and thirty one thousand is what we requested and what we anticipated as our annual spammed just on the first contract so this is the first and minute so this is the first change and what we're asking for it's just more or less to cover the costs that we have incurred but then also from an administrative same point the remainder to be able to pull down for divisions as needed okay I guess that's where we're having a disconnect and want my question is my question is you originally thought it was gone caused you two hundred and thirty one thousand dollars now you're saying that you need a national one point three million in its increase drastically from what you're originally thought so I guess my question is how did our numbers based on the first contract and this is an amendment to did we get it so wrong. The. So I think the issue is that we went out for this contract before unwinding and so once and winding hit in the last eight or so months it really increased we we didn't anticipate on winding at that time air and when we went out for this contract and bidded and so when I know winding hit our usage went through the roof basically and that's where the additional money is coming in so when we originally put this out on the street it was prioritised winding and we were basing it on our numbers from previous years our normal usage. If that makes sense representative cabinet so when you put this out the regional you did no one wanting was coming on I think when we originally put it out on the street it was before we knew definitively what date it was going to be right may. The world may be maybe i'm talking about turn so mary's corrected me there I think what we did as we didn't anticipate we didn't know what our numbers were going to be during and winding so what we used for this projection was based on previous years and since own winding was an unknown. We didn't really know what to ask for and so what happened is we've utilized it a lot during on winding and now we're having to increase that number but it wasn't really anything that we could project because we'd never been through the process before if they think it answers your question and one final follow up on this and then i'll get back thank you because I do have another answer so I guess my question is if we don't use all this additional moneys is this I guess is this just a lipsom we pay or is this as it's used we have we get invoiced monthly so we we pay as we use it. Okay and if we don't use all the one point six million you don't need all the one point six million. That would be correct if we we pay for use of the service. Okay thank you. All right mitch I never see her that contract started in october. And you're moved to increase it and. So as a month old. My understanding is it was older than that I think the amendment came up in october it looks like the agreement was january first. The. Oh sorry i'm looking at. Apologize. Uh. Alright holiday second. Sorry sorry center to flip out yeah you're right it was recently rebate and october I think we're a little confused on some of the days. Yeah confusion economist ramp in these parts from type of time so where that I think representative wardle may want to pick you back on something like that so representative word lawyer recognized for a question thank you chair so in this committee we're supposed to have on the process and make sure the process is followed so what I want you to walk me through is in the original bid process where the bid was put out for two hundred thirty one thousand twenty two dollars a fifty cent how many bidders bed on that and what was the amount of pressure or percentage it was given to the dollars. So representative war law we don't have that in front of us right now we come to this committee for contract to be reviewed and you didn't bring all the information pertaining to the particular contract on margin to the day yes or no it's only a yesterday yes yes sir you have all the information no so at what I was kind of right well mischair will make a motion how does contract next month and they can come bring all the information but emotional hold we're going to hold its next month. The excuse. Number twelve catheter contract number twelve. Now well I say you're excused representative cabin all we're holding this contract so unless it's. Relevant to that is it for another contract okay. Division of accounting operating with america. All right represent yago hidden introduce yourselves again for the director and then represent captain all you'll be recognized perceived for question. Mary franklin director of the division of county operations for DHS. Yeah. Metro street staff. Thank you my question is going to be on number fourteen division and county operations and it's probably going to be pretty similar you didn't amendment on eight thirty one where you did not but they are now you're coming back and add money on amendment number fifteen for three point seven nine million dollars why are we got to amendments one with no money one with money. So one of the amendments we are adding some scope to that contract to help combat the. Electronic fraud that has occurred on the the ebt cards that you might be familiar with its to add some things to help. Are protect a pin numbers prevent. Common pin numbers from being used so that was the scope change we're adding money to help cover the cost from pending a gbt which is a hundred percent federally funded but when we originally bid this contract pending me bt wasn't you know we didn't have the pending makes of pending make you bt this program wasn't something we knew about and we have had to do several amendments to cover the cost of issuing those pending re. Okay. It says that this is fairly funded sixty nine percent thirty percent state doesn't show a hundred percent. So oh i'm sorry that's the pandemic ebt program they admin for the last three years that we have issued that benefit has been covered one hundred percent by fins with federal phones but our normal everyday issue was of snap benefits that admin is fifty fifty so that's why you see that unusual percentage in that contract because it's a combination of a program that is a hundred percent accumulative right i'm sorry cumulative yes thank you the three point seven nine that you use an. Is that going to help reimburse those clients who have had their snap benefits stolen. No that that is not what this will do this this is the contract that issues the benefits but we do have policy under way that's being probably in some system changes than the federal government is going to allow us to start replacing benefits when it's stolen by that electronic fraud means and do we know when that might be down that part line it's light spring that's our projected date will well as I get calls all the time from constituents that get their snap benefits stolen since being new york city seems to be heartbeat for it so okay we are working towards that and mister chair I do have a question when it's not for dhs i'll get back in okay. Anybody else got a question for DHS. The. In anybody at all. Iraq. Represent a war law. You are excused me thank you page three number six do we have anybody here from at a bet we do. And then represent a war law once they get up here and introduce themselves you'll be recognized perceived your questions thank you mister. Skising atm unless you want to stay. I'll have a seat you know introduce yourself the record then represent a word lawyer to be recognized proceed currently pledge your director I could sell pps aetn. Karen watkins here though. So looking at this contract it looks like it set up for six hundred thirty thousand dollars and it was done through an RF and you walked me through how many bitters took place in this contract. There were four bidders including one in state bidder how how much weight was given to the financial portion of this contract thirty percent. Thank you that's perfect. The. Are we suspecting any minutes coming on this contract anytime soon or in the future. No sir go mister thank you i'm done. All right members are any questions for atm. Alright see none that is refused thank you thank you. Representative ladyman. You were recognized for a question his question for. I'm not on all thanks yeah thank you mister department transformation shared services we get survivority assessor. Which division representative it's adam twenty one on page seventeen. Building authority division in the thought. Endlight law division and building authority great representative recognized procedure question. Yeah my question actually is on twenty one and twenty two on that same page. And it's similar to the question I ask earlier twenty one is for a waste disposal services adam twenty two is for an arm security guard service in these are for companies in can turkey and taxes. And I guess I still wonder why we don't have people in arkansas doing these types of activities I know we have the arm and the reason i'm asking this we had a meeting up in northwest arkansas and talked about health services and the commission up there said that a billion dollars was going out of northwest arms out of state in that staying within the states who were losing that economic impact of that much money being spent. Now I understand when you when you get beards you you go with the lowest cost if that's california new york or whatever. But I really believe that we need to look at giving instead companies some type of an administration. Like a reason I say that miss germany give me some way out to hear. Yeah i'm gonna give you a few second slatitude but the the form of being during their legislative session if we demend our procurement mall to do that then that's that would be the appropriate time but go ahead yeah but my point is you know we're a state of border cities we have a lot of money leaving our state and when you spend this money within the state there's a lot of impact outside of just the contract so my question he is you know where their companies that could provide these services within our state yes sir in back these are companies they this company has is multi state I mean so this is the home base offers but they also are operating in the state of arkansas so these services are from offices here and arkansas local in fact but when we when we bad and we signed the contract we have to sign with their home office which is at our state so we are doing business in the state of arkansas so they're corporate offices are just in these other stir that's thank you very much. All right users say seventy three that represent the baby said you sir you are record I don't hang up is your question for building authority it is not okay you are excused thank you. You have a somebody from university of argus all. Yeah. Who you are revected but you feel please give us your name and position for the record than representative they will be recognized proceed rebate a highly university of arkansas fate bill government relations my questions on twenty five uh on page eighteen dealing with the campus cost reduction project could you explain that is this more just a salary no no sir this is actually it's a re it's primary objective is caught a contract to find efficiency and cost savings opportunities that are nine salary in facilities management hour utilities IT to go in and help is there so it's night we do have a contract that's doing personnel and looking at that but this is no i'm salary this is everything else on campus so II guess my question tis back to the ubank not have the expertise on stairs that could look at this and provide this benefit and service back to reverse the and not cost tax payers two point two million dollars sent to illinois. Well it's the company has actually saved us six million dollars right now to this date six million dollars yes because they they have the expertise to look across campus where we actually we do not have that with thirty two thousand students and six thousand and five to six thousand employees in different areas there's not someone that has all of this expertise in one place so that's why a read is helping us come in look at all the pyramid processes in those salaries the order of salary savings but savings within it utilities they just helped us with our electorate natural gas bills helping and is on that to reduce those cars by over one point two million dollars could it could you provide the committee a copy of all the car savings that have had that we benefited from from you absolutely this company absolutely alright thank you thank you representative. President of cabinet is it for university of arguments all because used run. Yeah. All right representative cavinal you are recognized who you who do you talk to the racing commission some of the racing commission here. And represent this procurement in nature yes okay. Alan aggregator and finance administration tremendour department of financial administration. Yes I just want to verify we're doing it in a member for six hundred and sixty five thousand dollars and that is quite a jump from what we originally had done it is there more utilization to the at. The. Or was it just at the increase in the cost of the actual test themselves. Serious there are there are additional costs to the individual tests themselves i'm sorry melanie how slow with the fna. Represent having a there is no increase in this contract we already had that spend available we are just realigning that for the additional cost in the test the vendor did ask for and we as well as osp agreed ten increase in the cost per test do you know what that percentage of increase was which offered up your head I do not read off the top of my head but I can get that information and i'm assuming this is one for bad fee if we don't use it we don't have to pay that as correct it is per test yet if you could get just give us that cost that you increase I guess thank you all right I forget that the staff and they consider to members of the committee. All right members see no for her questions without objections with the executive exception of contract number twelve these items will stand as review. This chairman the next group of contracts about d for our instant contracts beginning on page twenty of the packet the first one is arkansas teacher retirement system though this is their consulting services for institutional investment services number two department of car merged division of work for services this is their janitorial services contract amendment number three state insurance department for workers compensation manage care contract number four department of corrections division of corrections to this is their waste disposal services and equipment for some of the units up specifically the one calculate number five is corrections crop halling services for the comments farm operation number six a department of education educational television division this is with imminent productions it's a special procurement the pages that go with theater pages twenty four through twenty seven and they know that this is done as a special requirement it was approved by osb related to hospital sports championships the next sports championship games are football and the agency may get decision to largely outsource the production of the sports broadcast due to agency resource constraints this is a hundred one thousand two hundred dollars for that contract the next contract begin on page twenty two number seven dfa racing commission for legal services number eight department of hell this is for continuation collection to continue collection removal transport and disposal of medical ways from local health units number nine DHS this is for a position to serve as the medical director responsible for the overall care. I'm johnny lee from university of arkansas literate michael signalton from the university of our consultant senator johnson you're recognized for serious questions thank you folks for coming i'm I just need some clarification on the assistance existing contract and a new map I just want to know more specific quarters that community navigator pilot program I know what the small business technology development cereal sets and used to work for sba I know exactly what that is but I don't know how that service comes through library could you elaborate on that sure i'd be happy to so a couple of years ago we the at the a SB t c applied for and received funding and the under space community navigator pilot program. And that was we were to use a hubband spoke model and work with existing organizations that had reach and constituency and i'm underserved and under representative communities so to that extent we worked with the central architects a library system specifically the rocket lap program i'm sorry that what it's called rocket lab who could send I think **** building and they provide entrepreneurial services technical assistance rental incubator programs and have a small maker space so we were able to come along beside them and provide them some funding to to operate that program and to increase some of their activities okay so these are locating the **** billing it's a councilling for entrepreneurs is basically what read it's a maker space co work in space they run into and offer classes on some technical skills and also offer some classes on onto a care of skills as well question it said that the unique class two hundred cancelling hours to two thousand so you're told about ten hours on average per per cancelled okay all right thank you very much thank you mister chairman thank you central house is a sea dating. Senator chesterfield. Is there a question for these folks and for literacy already you are recognized for questions it's more point of personal privilege if I may miss this year I just want to thank you for the rocket program I had the opportunity to be there and i'm seeing so many programs come out of there one of the things we want to do and the state is to grow businesses and that has been a great incur as a matter of fact and hope work and saw there is a program that she is started along company car he brews which is a a coffee shop and that came out of that i'm seeing some people who have had to have new techniques in in cleaning cars that and they're going to be it is really one of the more exciting things that I think is happening in the state and I just want to say thank you for there because we need that if we're going to grow the economy of this date even more thank you miss you we can pass that information on the cows thank you center central for christmas excused thank you art members no more questions without objections these are also stand as reviewed.
