First one of the first things that I want to go over we've got a new template inside each of the packets pack it this came from last committee meeting there are lots of questions about cost funding sources of positions things like that so the chairs in uh some members of leadership as if we put this template together we've worked with open and the agencies so if you'll turn to page three quickly you'll see this the first template.
And what this template tells you is essentially what they what the agenda used to tell you it tells you how many positions are being eliminated it tells you what the titles are but it also gives you the estimated cost of the positions that are being added. The estimated savings of positions that are being eliminated. What they're funding sources are in the far right and in at the very bottom you'll get the total estimated cost to the agency you'll get a total estimate of cost of general revenue if there is one and then you will get a total position adjustment so if
we give up two for one it would be a negative one in that column if we do a one for one it's a zero so now that we've put these templates into every packet for every request position change request. The agenda has lost a lot of the spreadsheet looked to it and we're just adding what these items are on the agenda and what the total cost so if there's a question you got stopped me at any time please but I just kind of wanted to relay that information as to why the agenda looks different and then where these were these templates have come from

division of emergency management their requesting a two for two swap they would be sure two fire marshal inspector positions gso three and return for two new positions both with the same new classification of ebem fire marshall inspector at a great gist of seven request is made based on the roles and responsibilities of the positions opm recommends the swap and estimates the total cost of the new positions to be about thirty five thousand dollars which you can see on page three of it and be one the funding source for the positions
be given up and the new positions both is one hundred percent special revenue there's no change in the number of authorized positions based on the request. And my understanding is talking with dps those stuff they're currently AGS threes are very difficult to fill in this will give them the better ability to hire far marshall inspectors in the gs seventy department of public safety will retain the investigative process for

supervise attorneys and supports the support staff within the dfa office of field on it determining compliance with tax laws and collecting collecting delinquent tax debts opm has recommended the swap request in on page twenty three you'll see the estimated cost of the swap to be a hundred and twenty seven thousand dollars funded from state central services which as part of this as part of the template there is shows up as a general revenue as well and in the second part of the request is for growth poor
position the f a is requesting a dfa revenue tax division manager to graduate thirteen we located the office of income tax and will be responsible for ensuring compliance case management and taxpayer support op is recommended this growth pool as well as. and lean and collection sharp in order to make those collections there's a lot of legal work involved with the county courts etc and with the change to the tax appeals commission last year the legislature graciously agreed to give us two additional positions to both work in that arena to help us on the collection front but also to play a much greater role assisting are hundred plus field auditors in interpreting your
power seas and administering the taxes during audit historically the revenue legal group played a much bigger role there but with the beginning of the tax appeals commission are traditional source of of legal input his really been pulled over into doing that work the other arena that this managing attorney will help with is actually participating in those hearings which are much more numerous now than they were a year ago so we're basically upgrading from a
management capability stealing point that aspect of the collection sharp and our support for auditors so that we can do a better more accurate job with taxpayers and are are those things more accurate because of legislation we passed or because there's more. Folks they're out there trying to get around tax laws there's always a lot of questions about taxes that they come from many many reasons why it one of the biggest things i've learned since i've been a legislature legislator senator
