Thank you madam chair I was just wondering when you were going over to hand out in talking about the difference. Um within without the or just inconsideration of the parable impact what and this is just if you can sort of recall bar ballpark what it the november twenty one look like and maybe even precovered and that might have II can get that information for you to the
penny just yeah i'm just curious sure happy to do that. Thank you. Any other questions product director haggler I have one if you were looking at the first page that you showed when you talked about them the draw game and the difference. That thirteen rough million dollars they were down in the instant games that we were also down three million is that just because you saw more purchases cause people were in store or do you have a feel for that you know it we eat we we look at
that and we analyze that we we didn't see it as such a swing that it concerned us I do believe that that's where the economies kicking in I mean you know when a power ball jack pots run in people will go ahead and stretch their budget and buy that ticket but but you know when when prices are up they'll they'll suspend their spend at the counter and you see less of that in the instant tickets are being a discretionary item typically that'll be where we see the first to go any other questions oh oh if I could have one thing and i'm sorry just at one thing that there there is a caveat in that
and I know this is one day may seem hard to understand but when you look at it from an accounting perspective it makes sense in twenty two we launched are games on new instant games on november first in twenty three we launched our new instant games on october thirty first when those tickets are activated at the counter that's when we book the sales so we lost one day of sales in november but it was a very big day it was a game launch. And that's usually our biggest
day so those those sales were already accounted for an october numbers that we reported last month and then we of course she had that coming into november because we lost that one day of activation. Representative of flowers other thing too I thought this was really interesting to see how the retail sales by county flashes out do you guys. Are you able to outline what the winnings on the prices look like I don't see a report that does
that I can inquire in see if that's possible to run it's not one of our routine reports that we see but II will check for you absolutely. Representative of later. Thank manager just curious the income back county does that track population by county pretty much or you know you have looked at that in in in what I find is is I believe it's it's tired more to the average
household income in those areas so we're even like craig head county which is always a top five county when you look at average household income for the county as a whole it's one number but then when you go into their metropolitan areas such as jones borrow and in blavel that number changes in and you do have manufacturing and you have some good paying jobs in those areas and we think that supports the sales in those areas thanks. All right see no further questions director haggler thank you for him coming thank very much
right if I could have higher ed to the table please. If you could state your name. Nick fault of the system commissioner for the division of higher education thank you. Good afternoon everyone out I will tell you for going to this report that there is normally a report of bring to you ever december that is the follow up of students that had been on probation during the summer for the awards for economic challenge we bring into in
december the deadline for them to submit their probationary request is october first. We did have an issue with the system this year were emails did not get out to those students to remind them of that day so we'd extend that deadline so that's why you do not have that report this month but we should have that by next month for you. So the the letter you have before you are the recommendations for changes we are suggesting for the academic challenge program. We
in the past year or two years we had a recommendation to fort two at an appeals process or an appeals committee and we we got that implemented and passed in law this past regular session and so I know the letter that you have seems very broad with eligibility in award amounts for potential changes is our recommendations what we want to do is it is take that you because we know we will not be recommending law changes during the fiscal session but they'll give us the year to do again to with the fund balance we have the lottery looking at if we can increase award amounts for all
students and bring that back to you with a more detailed recommendation of dollar amounts or levels of things like that to next year's meeting prior to the regular session I will say the the eligibility changes that we are looking at in the past we've had a two point five high school gpa as an alternative eligibility to the nineteen act score. We would like to look at adding some tort of gpa requirement but not being a high school gpa may be looking at concurrent credit
gpa that the students are taking while there in high school of those college level courses if they're taking that that that might be able to be substituted in the place of the nineteen acd but that again it's preliminary something that we will work with you get you all throughout the year to come up with something better to present at next december meeting prior to the regular session for something that might be drafted. That i'll take any questions thank you any questions per deputy director follower.
I heard what you said about increase in you know possibly increasing the scholarship amounts which i'm all for there I mean I know we've done a lot of proper a lot of things over the years as far as now we're operating your behind which is great however we also did put a call was in there that was how how we would go in the event that we didn't have it you know that those scholarships would would reduce if you do bring legislation before us I would ask that you do keep that in there because as you have it
because you've been right along with the whole step you know we we want to make sure they were solving again we've been a long way as you know with the. You know being a year behind but. We also need to go ahead and leave that other language that we developed in their also is there some and we don't want to award a student and have them expecting a certain amount and have to reduce them because we don't have the fines so we want to keep that in mind anytime we're looking at the war though sure but in but in the end that we've we've always got to
operate the thing in a in a party fashion because that was our issue in the years pay so again I want to make sure that any any proposals we do keep all of that. You know that language employees thank you thank you any other questions for what director follow. Ok seeing then thank you very much for coming. Okay members we are now on exhibit d if you could take just a couple moments to look that over. And let me know if you have any questions.
Yeah. The. Are there any questions on exhibiting. A casing that I would entertain a motion to adapt. Yeah.
We do have a question can a lot everything everything still in place as it always been with cat came a lot is no longer engaged by the lottery that's that contract has run its term so we need to me and this we need to amend this letter because we have came a lot in their so I want to make sure that we get that amended out in the letter yes right thank I think I think that we use this this language pretty much because we we found that it covers us but
again we need to eliminate that within the letter yesterday thank you. Okay so. Yeah yeah. So with that i'll make a motion that we remove camel light from a recommendation that the arkansas lottery oversack media committee from representative others in favor the post commission passes mentioned motion is there emotion to adapt
the any report to ac as amended I think your representative crawford second. Are any discussion are those in favor opposed. Alright motion is adapted and with that is there any other business to come before the committee. Okay seeing none we are adjourned.
