So. How did four vendors come up with seven thousand dollars per student. I mean that's unusual for the I put in a bid process for them to come up with same so that that was legislated that was in the that was in the legislation that was passed that set the amount it did it set it up to yes. So they just be at seven thousand and we just took it so it's not so we requested qualifications that was my mistake early I said request for proposal we did a request for qualification so all of these companies met the minimum qualifications two deliver these services. So the legislation said up to seven thousand dollars but we didn't try to find some way that might be able to do it for five thousand and get us more. People with diplomas or wages say it hey is set up to seven thousand and that's what we're going to let's all charges it set up to seven thousand but it's based off the core cohort of what that student needs to get that diploma that's why it's it's up to seven thousand could you might have an an individual that only needs an english course in that cohort to finish their department whereas you might have somebody that needs three or four classes to to complete that diplomats only say up to seven thousand if that individually needs an english class and only maybe a couple hundred dollars but if they need it all several classes it could be up to that seven thousand so there's not a that while that's the ceiling that's not the bottom it really depends on that individual student and what they need to earn obtain that has called diploma so we can actually get more than a hundred and seven people I mean because when you say we're spend a seven hundred and fifty thousand dollars getting a hundred and seven people with the department I mean they kind of sucks the around the room if you know what i'm talking about so it's possible just based on this this is the first year this first year were set it up so it's up to the seven seven thousand but once we get into it and working with these programs and they say that most of the people only need that couple classes then we could allow for additional people to get into a cohort to try to get their department to this is just our target for that first you're getting this based upon like the classes are going to take so it's so much per class is that what it is is it a pretty class or is it just all depends on class. So the cost the class is for a seven hundred and average for the entire cohort so when a group of students is classed together they're going through when the vendors in this for the reimbursement then they're expenses for that entire cohort cannot have it average costs of more than seven thousand dollars per student so as mr rogers were saying that potentially we could have a student with in that cohort where it was maybe a hurry dollars in order to be able to educate them and you may have another one that is closer to the seven thousand but as long as for their entire core of the average cost of all seven thousand are below make a submit for reimbursement. So net services are required under the medicaid program so we provide that service every day to any of the beneficiaries that do qualify but we also put it out to bid under a contract through our different regions in the state and then we use an actuary to do the rates and so an extra layer of protection to help us with the budget is we bring the contracts before your for review and it helps us monitor the the cost in the expenses and there have been times when we've come before your where we've asked you to ratify or in large the limit on the contract because we've provided the services and we've hit that legislative authority. Based on consideration of the valuation criteria that are stated in the rfp and consideration of discussions and price and discussions can include negotiations and clarification and our rules make that clear that those are two types of discussion they're not exclusive so after discussing with vendors and considering price any valuation factors the rules are negotiation say that an agency at can. Basically they can negotiate and discuss as provided for in the rfp so if there are if p for example provided for award to four vendors. Then they could award up to four vendors. So if six eight ten would have came in close based on what's been shared it could have it wouldn't necessarily could have been for it could be as many as what it came in is that would that be an a possibility it would depend on the language of the rfp and what it allowed cause that kind of sets in addition to the statutes and the rules then the rfp kind of becomes its own adhoc rules if you will if and rfp says we're going to look at the top five vendors or the top eight that they can use their business judgment any agency could to set up an rf but once they've set the rules in the rfp that's where they lose discretion right okay and I apologize arbitrary may have been strong word i'm not implying anything about dhs so let me or maybe should have picked better word I just told me where to think i'm. So the contract is for equ health and it does handle some of our specialty populations and the different amendments have been to um it reviser add funding for different scopes we have not added populations to this contract to my knowledge. Do any of them do any DHS nurses or there are any DHS staff they're involved in any of these retrospective reviews and and first questions that are the yes sir we have a combination of contracted staff in internal staff within dms conditions that are involved in this contract and others is this just for the purpose of case load and the nurses that we have on staff or whoever does it are not able to handle it or wire we employ nurses to do this under year budget but yet we're contracting out with somebody else here kept me understand we actually have two m multiple contracts to handle this type of work of priotitization in retrospective reviews and it's because of the volume of the over eight hundred thousand beneficiaries that are currently enrolled and we were we were at one point two million jet earlier this year so it's a volume to be able to handle the volume of work ever done a case study to see if we staffed up or versus pain optus kind of money have had we've done that not to my knowledge recently but this contract in several others were you know consistently reviewing for better services and better price purchase okay thank you thanks reviews of care and offers your question for the account or procurement. And will go to the end state contracts me the state contracts mr chairman began on page twenty two of the packet the first one is for the department of agriculture with custom custom airing this is for airborne fire suppression services numbers two and three or both for department corrections vision of community corrections and they're both for a service providers to provide supervision housing and and evidence based programs and services directed addressing a risk factors and aimed at redirecting our residentialism among the targeted population number four is department of energy and environment eighty ecu this is an amendment for our janitorial services number five DHS this is contract amendment for providing highly qualified skilled nursing and other medical personnel at the arkansas health center and other agency facilities number six dhs though this is an amendment for specialized women's subsidies abuse treatment services a number seven DHS on this is a contract where performance indicators are being updated so there's no dollars being added and then number eight is DHS and this is an amendment for a contract providing temporary staffing for basic clerical positions for county officers number nine DHS this is a contract amendment for providing dental services for individuals with developmental and behavioural disability is residing at the jonesbury human development center number two and DHS with area agency on aging southeast arkansas and amendment four continuing to provide non emergency transportation services number eleven another one where we're updating performance indicators. For utilization review restroom spectrum review and medical review services contract number twelve and this is on page twenty six d h non emergency transportation services number thirteen this is the contract with delta dental one of the contracts for comprehensive dental managed career for eighty million dollars number fourteen is department of parks heritage and tourism state parks division this is for an economic impact study number fifteen department of public safety architect crime information center this is for systems maintenances for number sixteen department of public safety crime information center this is for sex if under registration system number seventeen department of veterans affairs this is the contract done is an emergency this is the contract that I referenced in mister armstrong's letter that we looked at at the beginning of the contracts it's also more detailed provided by veterans affairs on page one of your green letters packet this is for temporary nursing staffing services payment and it's outside of the contract past twenty days overdo and in their letter they say that they have several nursing staffing contracts with various staffing agencies doing do nursing search shortages here in arkansas and there's not a single staffing agency that can provide the requirements advertised there was been a high turnover at both the bedrooms affairs as well as the fatable veterans home and an invoice was sent to the wrong facility by the time it was failed it was into the new year the contract that they had. I had already expired and in order to be able to pay that contract they're having to do this emergency contract to be able to go back and pay the hundred twenty three thousand five hundred and thirty six dollars and twenty six cents a ad also notes that since this is taken place they've taken a look at their training and at their management controls they've also had an individual with several years of experience at osp and so they are working to correct this in the future but this is in order for them to pay for services that were provided. Number eighteen is south arkansas community college and this one is done as a cell source justification so that that sole source of met university is founder on pages to through four in your green packet this is to assist with financial reporting for internal and legislative audit purposes and provide accounting and financial system through the college and they note in their pages here that they needed certified public accounting specialist who deal in government and public and nonprofit accounting and they've also note that they've had some problems in the past and fails the teams to properly hire the right people to be able to do it so this is a solution to have somebody locally who can handle it for the university and provide them with their ongoing assistance that they need and so that's the just vacation for going with a a local firm number nineteen is UA community college basically and this is an amendment for providing mental health counseling services to their students number twenty on the next pages you see a central flying service this is for their aviation program and it's two point seven million dollars and those are all of the instant contracts on today's agenda members we have any questions on any of the instant contracts. And I can get you a full list of everything that we're studying but this study will help us in two ways help us better advocate for our private industry help them understand what types of amenities people are utilizing in the state what are some of our biggest assets in the state what are some of our highest activities and then on the other side is our communities and our advocacy groups helping our communities better plan for investment decisions so helping them understand what types of activities and out direct are most people coming to arkansas to do so that they can then use investments to better plan for tourists and to get more of their residents outside as well as our advocacy groups okay and kwik follow up what is the length of the study and when do you expect to have results.
