All right both to be good that take your seats are gonna get this the remainder of personnel committee started if you do not have a packet personal packet if you raise your hand staff will come around and give you the information that we're gonna be working on I see senator Johnson needs one. Over here. Senate Representative Ferguson. Okay alright we're gonna call this meeting to order. The last thing we have to do to finish up is department of labor and licensing and we've got miss
Katie Clark going to be giving that presentation so you go right to it. Thank you Mr chairman the next item on the agenda is B. eleven the department of labor and licensing and its divisions before I start I want to point out that the executive recommendation provides for the transfer of all positions currently appropriated at the divisions to be transferred to the department level of labor and licensing an ALC JBC last week a motion was made that would keep the business areas salary sections and
appropriations. In their current structure and format and keep the positions at their current division or business area the exception would be the twenty three positions that were already approved to be transferred to shared services and that was the decision made in our June twenty twenty personnel meeting we provided that list of the twenty three positions that is behind the eighteen pages of be eleven so there's the list of those twenty three positions there. Labor licensing along with all of its agencies have many title
changes in rate classifications I want to emphasize that most these will not result in a change in duties or great increase most of them are dropping or adding a prefix or acronym to the title to create a uniform set of titles for the whole department. Starting with the department level of labor and licensing first there's an executive recommendation for a new classification that can be seen on line nine of the first page. Two upgrades are also recommended on lines fourteen and fifteen then there are forty
one title changes recommended from the bottom half of page one through the top half of page three. The agency is requesting to obtain to pole positions from the department of labor on page three line twenty one and twenty two and the executive is recommending seven re classifications on page four one six three twelve the bottom half a page four through page eighteen shows all the transfers at the executive recommendation provided. Next will cover labor licensing these divisions are quickly
cover the title changes because again the duties are not changing the titles are just being standardized throughout the the department but please stop me if you have any questions you'll also see the transfer recommendations at the bottom of each report Kenny home just one second we've got a question senator J. center Chester you're recognized yep. Thank you Mr chair maybe I'm
just on page three was the forty one. You. Arcade English so moving on to these divisions of labor licensing item be eleven eight is the ABSTRACTERS' board
there's one title change on line eight and then the transfers finish out that request. That report party and then there's bea eleven be on the next page the state board of accountancy it has four title changes on one's eight to eleven and then there's a transfers. The next item is B. eleven see appraisers licensing board
there's one title change online Has no changes other than the transfer request. The eleven Q. manufactured home commission has three title changes listed on lines eight through ten along with those transfer request and then there's bea eleven are motor vehicle commission and they have no changes other than the transfer request and the next item is B. eleven S. workers compensation commission the executive provides for the ten title changes which can be seen
on lines eight through seventeen and then again finishing out there a port for those pages is art more transfer class. Eight eleven T. as the next item the division of labor it's the last item on the agenda please notice that there's a loosely insert per page two please refer to this page as it has completed a information that the staple copy is missing so just reported that loosely version on page one the executive provides for a new classification request on one
nine there six title changes on lines fourteen through nineteen the department is also requesting to keep to pole positions that they obtained in the arm. Those come to be seen on the last line of page one in the very first line of page two they're also seven re classifications rest requested on page two lines twelve through eighteen. The executive recommendation for the department and its divisions provides for all the title changes reclassification is in upgrades as well as the continuation of previously approved pole positions the
executive recommendation also provides for the transfer of all positions currently at the divisions to be transferred to the department business area which would create one large agency with no divisions and which would be counter to that motion made at a LC J. B. C. this concludes my presentation. Alright members everybody called up any questions.
For. Senator English you're recognized for a question thank you would go back over that website last thank you said about every one big large agency and what. By Megan if we approved the request that are seen the executive request on here which is counter to the motion that was made last week by LC JBC but if we went ahead and approved it that's what would happen essentially is it would make one large agency and one salary
section but again that would be contrary to what the motion was made for last week in a LC JBC Senator we're gonna take care that you're just a second so that we are doing the same thing that happened in J. A. L. C. JBC okay thank god a motion coming. Representative Jean you're recognized. Chairman I move that the with the except executive recommendation of adopt the personal related requests for
title change reclassification and the continuation of pool positions at the department of the division but we do not adopt the request to transfer of all positions from the division to the department level of laboring in licensing with the exception of the twenty three positions that were approved in the June a LC meeting. This really the remaining positions in their current divisions and the business area separated salary sections of the appropriation bill recommended
by hail CNG BC and at a motion. All right thank you for that members. Get second night we have a motion and a second all those in favor. Yes ma'am if a without. All right senator Chesterfield we almost got through before you asked. You too quick can you repeat your request please just just want to hear from the agency about the motion that Representative Jean made and how that will impact of the
department of labor I have we are we heard enough that well we talked to we this is this kind of goes along with what we did in LC JBC at last week I believe so it it keeps us or reward them but okay you or someone from the popular want to take that question. All of the. Can we get someone from the part related. Okay.
Good morning you would introduce yourself and we'll get on with a question for Mr chairman name Steve gunfire by the chief of staff for department labor licensing thank. I'm Michael grant I'm with the department of labor licensing fix fiscal section all right and if you could address senator Chesterfield a question please. We have re of we have looked back and we are okay with the recommendation of moving all the departments divisions back out into their own sections.
We do appreciate the ability to still have the twenty three positions in the shared services which would allow us to really look at the agency as a whole are thank you thank you Mr chair ready to vote thank you center thank you Jim appreciate coming down. All right we had a first a motion and a second so all those in favor say aye opposed the motion passes will consider this item reviewed and I do not believe there's any other business members thank you for coming back Kevin.
