Closed motion carries all right miss Kathy thank you Mr chairman so the first thing we'll do is take up that supplemental agenda item it is from Arkansas state university on page two of the packet you'll see a letter from a issue of it is talking about a leak in some problems that they're having with the roof on their health professions education and sport sciences complex on page three is a letter from DFA accounting and then on page four is the actual method of finance again of its two hundred eighty thousand dollars and they note that they have university reserves to cover the cost of the of this they want to go ahead and get this repair work done so that they don't have any additional problems in the fall with the rain so that's the first method of finance we have on today's agenda all the regular part of the agenda we have some additional methods of finance starting in your be packet the letter from the FAA we have three then on page two of the packet the first two are for Arkansas tech university these are both far various auxiliary of and improvements on the campuses for three million dollars H. and that they know that they have farms funds reserve from a facility repair and renovation to cover those expenses and then number three is UAMS for the freeway medical fifth floor rob to relocate their dental hygiene clinic how they note that job it does not provide during this time uh know if. Space between the individuals in the exam or aims and so they have a million two hundred eighty five thousand seven hundred eighty nine dollars in order to fix that problem to ensure safety for their staff and patients and they have revenue and reserves to cover that project those are the methods of finance on today's agenda. Mister chairman the next group of items have to do with the discretionary grants the first group comes from the health department topsy one in your packet the first one is a grant for title five sexual risk avoidance education of program will provide education to youth ages ten to nineteen years old the second one. Also the health department is for with the Arkansas foundation for medical care to work with designated healthcare systems to conduct quality assurance quality improvement and this is a practices necessary to improve breast and cervical screening rights and implement evidence based interventions number three is an amendment to a grant for the health department this one is for increasing public access to breast feeding support to the provision of a state wide telephone based counseling and support system toll free system number four on the next page is an amendment to a grant for centers for youth and families this is for implementation of the personal responsibility education program which is in evidence based program for asked at risk youth ages eleven to nineteen who were in schools foster care and that also for adjudicated youth number five an amendment to a grant for the Arkansas children's hospital this is for the office the oral health the children's hospital was selected to establish school based see what projects in primary schools this is in an effort to provide preventive oral health services to underserved children. Number six three eight these are all grants to contract with license dental hygienist and they'll provide time bill will work to deliver a fluoride varnish tool kit provide in hall office trainings and training certification that number's six through eight number nine on page three is with exit as life and this is to provide funds to hire peer recovery support specialist to continue to work with participating emergency departments to gain access to overdose patients in crisis and to support them throughout treatment. Those are the grants FOR the department of health the next grants beginning on page four or for the department of Human Services numbers one through thirty six which will take is the page fifteen these are all going to be the same type of grant they're all emergency solutions grants to provide funding for operation of emergency shelters and FOR the provision of housing and relocation and stabilization services as well as rental assistance again that's one through thirty six and that takes us over to page fifteen in the DHS. Grants. So grant number thirty seven. Is DHS with Arkansas foundation for medical care it's an amendment to an existing grant this one is to continue supporting a statewide data sharing infrastructure with the single repository database accessible lot by law enforcement criminal justice and health care stakeholders to promote coordination of opioid use disorder prevention and treatment interventions number thirty eight thirty nine of these are both the same there of grants to provide early head start community hub services statewide. Number forty through number sixty these are all going to be the same they're all going to be amendments for emergency food assistance programs and commodity programs and that will take us to number sixty one that one is on. Page twenty four. This is an amendment of with the Dollywood foundation this is to continue their support for the Arkansas imagination library operational budget and grant program and number sixty two is a grant amendment to help a child support children ages zero to five living in poverty through the early steps to school success services and those are all the grants FOR the department of Human Services next in items the page twenty five is of these are grants FOR the Arkansas department of higher education they are now providing the americorps grants and these are all grants with americorps programs within the state majority of these are going to provide tutoring and educational programs and mentoring programs so that takes you over to page twenty eight and twenty eight we have a grant here today from the Arkansas beef council and this is a grant for programming by the Arkansas learning center operated by the four states bear and this conduct year round advance and special programs related to both the beef industry and the base product nutrition and those are all the grants on today's agenda. Kids that are in this at risk youth population has have had trauma and done to them and and what I'm interested in is and how we are able to talk about that with them and collect that information and then how then do we help them if it's something that needs to be investigated how we are able to do that The and the reason I'm asking is because according to the national human trafficking reports that have come down we have a increased volume call volume to the hot lines about child sex trafficking and That but that's not really leading to investigations and prosecutions so I know at the federal level they are they are prosecuting everything that is being sent to them but at the state level we're not really seen that and so I'm just curious if there's and capacity within a grant program like this or a contract to be able to talk about those things and try to help identify if that's happening and then are there tools that we can take from that to lead to investigations and to help these minors that might be victims of that. The seller's might wanna add more to it I would think that AT and she knows what we're of this and I do but they would have to report if they're aware of something but as far as the data that we collect do you know anything as far as. Individual situations We I don't know what kind of data for gathering all of that depending on who is providing that and education to them but it is something that we can look into see if someone is gathering at what we what numbers we have or it could be something for not getting that we could look at getting yeah I would I would really appreciate knowing more about that and how we can better utilize some of these programs and some of these grants that were receiving in order to really lead to action to really change the dynamic and the reality of what's going on out there so I would love to work with you all on that and I know this is something and the DHS space to and I've talked to them but I really want to figure out current vehicles and current grants that were using and how we can kind of fit them to meet this new challenge thank you for. Chairman of the next item our our contracts beginning in the deep packet in your agenda on page one is the letter from the office of state procurement and Mr arms from those that none of the of contracts that they are presenting today seem to be of unlawful or conflict of interest the first group of contracts we look at own D. one page two is considered the construction related contracts and we only have two I believe on today's agenda they're both for parks and tourism the first one is adding seven hundred three dollars to an existing contract in this is finishing up work it looks like on the large kitchen roof repair I'd like a queen Wilhelmina state park in the next one for parks and tourism is just a contract for their architectural contract for ongoing projects within the state park system so those are the contracts construction related contracts on today's agenda. R. this is an inter governmental contract with the university of Wyoming it's the only inter governmental contract we have on today's agenda and this is an amendment this program is intended to prevent the onset and reduce the progression of substance abuse and its related problems specifically underage drinking and marijuana use in you ages nine to twenty well strengthening prevention capacity and infrastructure at the state and community level again that's all the inter governmental contracts. Sorry well how to bring these master. with these grants as chairman he jokes a lot of people up yeah. with these grants with a prevention monies a question we received these from the state and oversee them and implement them and we have a number of contractors at around the state for a PF fast and FOR block grants and so the evaluation as I you probably know senator from overseen from monitoring other grants like this is a pretty involved complicated process is not something that we can really do internally and it's something that we're charged with you and by deliverable from the funders to to get an outside about a waiter and so for you because we need to have an outside of the US and specifically because our work in this field we discovered that the prevention unit at Wyoming university there Weiss act is is the leading evaluators for this kind of work and are in the country. Number three is Arkansas tech university and this is a contract that they have for providing interim professional staffing appointments for the Russell and Ozark campuses number four number five these are both for a issue Jonesborough and these are for providing temporary staffing services one of these will be for athletic event staffing and one will be for campus operations in office staffing number six our career education department this is to maintain a set of reports to meet the reporting requirements force CTP number seven this is community correction of this is a contract for transitional housing to provide comprehensive community based treatment services I will note that community correction has several more of these that will find on the in state contracts DFA management services has a. Contract with computer eight incorporated this is for staff augmentation to maintain and enhance the DFA I. T. system number nine is education department also with computer aided cooperated and this is four C. A. I. project of their database and maintenance and support number ten is the health department and this is a contract to provide analytical services to propel the water quality monitoring requirements as required or as mandated by the EPA number eleven Henderson state university this is to provide a contract for consulting services for a professional placement firm that will be capable of providing a pool of free from qualified candidates for an interim provost and VP of academic affairs this is a temporary one your present position of number twelve this is DHS and this is the contract for the provision of supervised independent living programs for youth ages eighteen to twenty one who elect to participate in extended foster care services number thirteen DHS our electronic benefit transfer services contract number fourteen with Optum this is the DHS independent assessment and transformation support program number of fifteen on the next page this is parks and tourism this will be a contract to design fabricate and install exhibits in the new visitor center located at pinnacle mountain state park number six A sixteen is an amendment to a contract for the public service commission to provide legal services to the commission number seventeen issue a fable with education elements of this one is a special procurement you have a letter in your packet it's that golden rod colored letter of a note that to education was doing some work with these provide this provider all. Thank you the bill Recca Haley a university of Arkansas Fayetteville Mr Speaker you're recognized proceed Sir thank you just had a question what is the sustainability consortium I noticed on item eighteen it looks like the funding source is the sustainability consortium but then the the contract providing for providing strategic leadership and other things to that consortium so I'd just like to know a little more about that yes Sir this state ability consortium is in our long college of business it is a nonprofit organization in a partnership with us in Arizona State University is jointly owned by both but it is conduct oversight three the university of Arkansas and it's a global organization transforming the consumer goods industry to deliver more sustainable consumer product in Europe and here in the US as well so this is the European operation. And the that's a great answer I appreciate you being prepared to to answer that so that the to clarify it is actually a consortium that the you of A is running the owner ma'am yeah whatever how do you get jointly own it with Arizona State University so that consortium and it's also made up the you know Kellogg's a Walmart multiple fortune five hundred companies thank you thank you. It's we've been we've been happy with the results we have some difficulties and we did work through those at one point we did impose a penalty on them which we took out of their invoices and collected last year but over the last several months we've been seeing they've been meeting their marks they've been being Thomas measures of over ninety percent and so we it has been improving we've been satisfied enough to continue all right because for awhile that's all I heard yes ma'am optim. Mister chairman the last group of contracts or in state contracts beginning on page eleven in your daily package numbers one thirteen and these are all going to be for community correction as I mentioned earlier these are their contracts they have for true a traditional housing and re entry housing programs that takes us through number ten number eleven has been pulled from the agenda by the agency number twelve is the FH also for support enforcement this is for of twelve and thirteen or both for child support enforcement these are for process servers education school for the blind has a contract amendment there for security guard services number fourteen and number fifteen is education school for the deaf FOR their security guard services number sixteen is DHS this is with centers for youth and families for therapeutic counseling services of four individuals without insurance or any other payor source number seventeen is for DHS for extended foster care services number eighteen is DHS this is to discover and improve of opportunities through two case mining efforts for referrals across state number nineteen is DHS on this is to establish of supervised independent living programs for youth ages eighteen to twenty one who elect to participate in extended foster care number twenty and twenty to twenty five these are all going to be for DHS and these are going to be specialized development developmental disability not to be number twenty is for specialized developmental disability emergency program services then number twenty one through twenty five these are all for supervised independent living programs for eighteen to twenty one year old number twenty six is the H. Transportation and transcription services both oral and written written and this is for individuals with limited English professor proficiency number twenty seven DHS this is to support the Arkansas coalition for obesity prevention as partner of the governor's healthy active Arkansas plan number twenty eight twenty nine these are both for the insurance department and these are contracts for one on one assistance to Medicare beneficiaries number thirty is national park community college this is for their providing their armed and uniformed security guard services for their campus number thirty one and thirty two these are both for the nursing board and these are both to provide contracts for investigator nurse investigator and reporting you I fate will of this is a contract for brokerage services I including identifying exposure to loss and other services number thirty four is U. A L. R. thirty four thirty five these are for comprehensive alcohol and other drug abuse prevention services. Number thirty six UAMS this is a contract to provide advice on structure preparation and agreements research negotiation or other matters related for a transaction number thirty seven U. A. T. B. I this is their marketing and communications services are to enhance the image and communication systems for the for that university number thirty eight U. A. P. B. this is for providing as supplementary services to the campus of a number thirty nine of the eighty this is for housekeeping services at the veterans common fate bill and those are all of the in state contracts on today's agenda. Mister chairman under our of reports the first report eighty one our previously reviewed services contracts are these are those contracts that have been reviewed by the subcommittee and there be extended and the amount is not changing from the previously I'm review to mail out then that takes is over to E. to. Item eighty two page one of these are the executed contract these are all the contracts that are under the threshold for legislative review that are being reported to the committee the next report that we have of would be emergency procurements and these are going to be of contracts that have been entered into E. three that are being done as a critical emergency procurement majority these if not all of these deal with some type of situation where code nineteen is requiring an emergency service and is being done that way then the next thing I want to report to you is item G. two of this is a new report for the committee this is following the procurement study a couple years ago legislation was passed the change the report on purchases from a cooperative contract to an annual report instead of a quarterly report the office of state procurement compiles a report of all agencies within the aces system and those agencies Including colleges and universities that are outside of the ace agent of the asus system are asked to submit a report directly to the ledge legislature previously before this was being done those colleges and universities were up preparing reports sending it to Alice P. and I was pea was compiling it of but I wispy sent out a notice after the law was changed and several months ago the law details the information is to be included in the report I will say that these reports are rather large we have compiled a listing of all the reports that we've received these reports are available to members if they're interested I can provide you a link I can email those to members for any or all of these report then I'll page two of the report is a listing of some of the institutions of higher education that did not follow or an annual report and we are going to be contacting those agencies to confirm if they have nothing to report are to provide them with information on how to submit this new annual report but again this is a new report out of the procurement study and this is just to show you the institutions as well as the office of state procurement that it provided this report and again if any of you want to see any of this information I'll be more than happy to provide you with a link to it and those of the items on today's agenda in all right thank Kathy members you your heart cath if you'd like to have any of the corresponding information if you just give her a call or shoot her an email once you will be happy to get that to you.
