The next item is a letter from department of commerce Arkansas economic development commission this is a request to increase preparation by seventeen thousand over several line items then it's been a thirty will commissions user cash account to disperse reimbursable funds for a federal grant program to help manufactures prevent prepare for respond to cover nineteen sure

have any impact on anything it is a good question and this is something we've talked about a little bit internally because this is a big request that when we were looking over the amendment we're trying to figure out will why didn't we go ahead next ask for this appropriation I think during the biennial request in looking over the amendment and I think that one of things we realize with that casino gaming in FY twenty one to keep in mind this is for next fiscal year the expectation is at some point the casinos will open up they will begin producing a great deal of revenue and will we will have that obligation to begin transferring those funds over for the live forcing greyhound
racing and so this appropriation what is requested here so that we can have that authority to make those transfers once those casinos get up and running and began collecting that revenue. But there's not not anything that the financially that would because they can't use it for anything and they're they're not a bank detrimental here. I mean I don't know about this detrimental to the the fact of waiting to see what level they

And in my understanding is this request is probably been in the works well before the covert nineteen issue came up that are our plan was to just get in place so that when those three or four casinos get up and running in FY twenty one of the begin producing that revenue we've got the appropriation lines that we can comply with the what the constitution requires and and only use for for purses is there. The first table shows appropriation Trancers within
divisions the department request transferring six hundred thousand in the director's office to help cover remaining fiscal year twenty expenses two hundred thousand aging adult and behavioral services so the division can continue to patient care at the required level two hundred eleven million a medical services to cover the anticipated increases in expenditures in hospital medical due to the front of their coronavirus pandemic. The next able in the middle the pages four fund transfers and overall the department question answering a little over five million from the division of children and family services the
division of child care and early childhood education the division of provider services and quality assurance and from the division of developmental disabilities and all those transfers to go to the director's office FOR IT services the division of aging adult we have all health services to cover behavioral health services and the division of county operations to support leases utilities supplies maintenance and operations in county offices this year that's the reality is resources for fiscal year twenty.

T. side that we're trying to meet on the operating expenses as that's all we're trying to ship some appropriation over from the
personal items over to the operating a line item within that shared within the shared services somewhat because the I. T. differences that coronavirus related there what what what was the reason for that it's I need to double check on that but my understanding was it was just more IT expenses that we receive the normal and I can get the details for that get that to you I'd I'd like to have that for the committee Mister chair fears. Says in general revenue you're transferring this over it's needed to support leases utility supplies maintenance and operation in the county offices. Indeed the leases go up why how
are you off one point two five million dollars for the. The last two weeks of the fiscal year your thoughts on this is it's not an increasing cost rather we're vest would describe it as true not the books deseo they pay all the cost for our county offices which houses employees from multiple divisions and so typical we do is. They're paying for example in this in this case is from DCFS deseo up fronts the cost so to speak for those leases of expenses to houses DCF in the
service employees so we do that the end of the year is we transfer over transfer over funds from DCFS represent DCF is the division share of those cost insist on increased cost is just trying of the books of the DCFS is funding their share of the cost of those leases so if we don't approve this transfer and appropriations between now and I mean this month between now and then the fiscal year nothing in effect happens or. It's I'm it would have an impact
in that you would have we would have to find those for additional funds within the division of county operations and that could create an issue next year in terms of what they have this for that's continue into next year in terms of funding. See so so that we don't get to the end of next fiscal year doing the exact same thing again can you budget better for next year. Well we certainly can be it it because back to the difficulty of trying to allocate those costs between all these different divisions if you have
one division particularly for DC or also share service preparation where they're paying expense that is for the benefit of multiple divisions and we do have some cost allocation tools we can do we used during the year so those costs are spread among the divisions rather have just one division pay all that but just in this case there are some that he can't work that way during the year and that's what we have to do that at the end of the year to trip those books and then I have another one on go ahead medical services this
two hundred eleven million dollars yes I mean. It says you're requesting the following appropriations transfer to the hospital medical in amount two hundred eleven and then it's taking it out of specific line item allocations and putting it into a a. If I recall that line item and have it here it it has you know billions of dollars in that line item that are. There are no strings attached necessarily to how those
appropriation dollars are kind of fat. Able to be used and so I guess my question is why would we transferred things that we've specifically put and line items that you requested I mean hundred seven million dollars in one line items transferring over to another line item At. For the last two fiscal the last two weeks the fiscal year here. Was all all these transfers that you're for enter all within the
Medicaid budget is the Medicaid budget it has it has multiple line items for different pieces of the Medicaid budget as in this case we're moving dollars from description drugs public nursing home proper nursing home an infant farmer it to the hospital medical on so the hospital medical line it's that is primarily in for for the bulk of Medicaid expenditures but it's certainly not all of them and if your call that coming out the session last year for preparation we only have about three percent excess preparation in the Medicaid budget which
even though it's large dollar figures three percent is not much and prickly with the increased hospital medical costs that we see in this year because of code it has resulted in more spending on the ballot lined compare to out of for example prescription drug lot yes that's what we're asking to move that a preparation so that we have enough preparation to meet all those hospital medical expenses and this only covers it through the end of this fiscal year it goes back to regular line item appropriations for next fiscal year yes Sir. Next item is a letter from the department of commerce division of workforce services Arkansas rehabilitation services the first bullet point is requested increase preparation by eighty eight thousand two to forty two to the statewide disability
telecom equipment program this is penny three will allow the program to meet increased cost of supplies and exited fees for outreach to purchase new technology like tablets to serve underserved populations and to attend a national conference the second bowl point is request increase preparation by twenty three thousand for the people with disabilities program and this is being thirty allow the department to provide more scholarships into increase public awareness campaigns about accessible parking. The next item is a letter from the division of education I'm sorry the department education division of elementary and
secondary education this is a request increase preparation by three million any speeding thirty will allow for the continuation of the succeed scholarship program in fiscal year twenty one what explains agency will pursue a dedicated fund indexation for program to accept general revenues so that the succeed scholarship can be separated from its operations appropriation funny will come from a release from the restricted reserve fund and that is request later in the agenda under item C. six. Last distribution to the department education for the succeed scholarship program was
one point two million and that releases from a rainy day fund back in February. appropriation which would cause the right now it's funded out of a cash fund because last time it was taken out of rainy day fund so I can't put restricted revenue reserve into a cash fund so I need to put into my operations fund which I don't right now have grants appropriation in there so that's what the atypical was this is the the appropriation ever putting and there's actually the operations for the department of education. It's the governor's been fun in the sun a rainy day is that right. past two years without a rainy
day and then I think the first year was out of the fund balance transfers so it's it's never had a a stable revenue source and that's one of things that I that the secretary was saying that letters that we'd like to going forward try to find a place for that to have a more stable revenue source what allow wouldn't be funded out a rainy day now Jake Mr believe might wanna answer that I'm confused as to why we're. What's.

and fund what is an ongoing obligation under that phone instead. I'm in it and it may be that our staff needs to clarify that for me I thought there was still rainy day funds currently as we sit here right now is there not I thought the go there is Alexis had had there is still a balance there but it will it is not being replaced. At the end of the fiscal year so what in the fund it that way incentive to review restricted reserve the distance it is an ongoing program that was the decision that was made.

million but as Greg described there were some issues with increasing that the funding for the agency to general revenue when they didn't have a general revenue fund they could spend that out of so going forward on an annualized basis that one point two plus the one point eight gets us to the three million dollar request which is what we'll be using to fund in FY twenty one. How much or the scholarships what is the amount. Last year what that I guess that's what I want to know if it's the base a foundation
funding amount I think is to correct as being consistent over the last couple years or. Correct. So the the annual amount of the scholarship is how much accommodation funding is of the foundation funding amount goes up the amount of the scholarship goes up as well this next year and twenty one of the seven thousand eighteen dollars okay so whatever we appropriate then is what you're going to disperse out yes Sir okay thank you.

that'll run here this week or next the last pay roll the year and then going forward if they have any additional overtime accrued it'll pay out there as well we don't normally pay out over time this is kind of an unusual circumstance normally you accrue leave time instead the because the importance of this project we went ahead and did that for these folks okay so that they will be again paid this billion twenty one hundred when ever get paid as I write to identify yourself for the record please. from the department of health it's request to increase a preparation by fifty eight million the spent thirty will allow the department to continue service one delete agencies to address covered nineteen the letter says approved funding will be used for laboratory testing equipment and supplies contract with easy contact tracing IT equipment and quarantine facility in other needed services and resources this request the reviewing continues the care preparation those approved in fiscal year twenty to carry over into fiscal year twenty one.
The next item is a letter from department Human Services its request increase appropriation by the one hundred thirty two million the new spending authority allow the department to continue to expend funds from the cares ACT one emergency response reimbursement payments payments to nursing facilities and payments for hospital and health care facility workers this request continues the care preparation proved in fiscal twenty carry over into the new fiscal year. Next item is for the department you miss services it's request increase appropriation by one hundred nine million to the secretary's office the news be authority will allow the
department to make formula based payments for the for the protect the public tree paid tree patient see the tree patients and invent the future delivery system and FOR cover nineteen cluster payments. The next item is a letter from the department of finance administration it's request increase appropriation by four point five million new spent thirty allow the disbursing officer to continue to procure personal protective equipment. increase preparation by five million needs being forty will allow the department to process reimbursements for those agencies and institutions that have cash fund accounts held outside of the state treasury and again this request continues the care preparation approved for Pfister twenty to carry over into twenty one. costs related the lab for testing equipment supplies contact tracing I. T. equipment and other needed services and resources specifically my questions relating I mean this is a lot of money with very little detail on where it's all going to be spent but contract chasing what the. What the all that's going to entail how much additional contract tracing you're gonna be doing and secondarily what does what is included in quote other
needed services and resources does that include vaccinations or things of that nature. So thank you Representative Dotson is so the cares budgets are in is your is your Michael if it's on okay let's try to get me to. Closer to okay in my third that's better okay seven yes okay so the detailed budget for the cares proposal are posted on the the cares website and so we
do have a line item budget for H. one of the segments of the budget that are detailed and I'd be glad to send that to the committee if that would be helpful in particular of the the contact tracing there's not a detailed budget for the contact tracing contract we are in the process of moving forward with selecting a vendor to provide contact tracing the budget that's presented and was presented to the cares committee
was based on us doing that in house and we've determined it's not feasible for us to do that in house so we will be procuring that external to the department in the miscellaneous category there were several items ing and I think expansion of career services for we can curry or pick up of lab test in those things were in there but there's a detailed budget for that miscellaneous category as well I think the the Bataille PP sterilizer that we used to sterilize in ninety five mask I
think that may also be in the miscellaneous category. So. At specifically is there is no line item there for vaccinations no Sir I'm sorry I forgot that part am vaccinations or it's anticipated that when a vaccine is available it'll be provided by off and by the CDC to states for free now that may or may not truly be the case but that's the assumption we're working on based on the provisions for other vaccines in when we've had
previous pandemics like H. one in one in two thousand nine the CDC provided that back thing for free we did have a portion of our cares proposal that was for a vaccine administration program the estimated amount I believe was around twenty nine million we pull that back because the care spending can only be used until December of this year and it didn't same that vaccine development was on pace for us to actually implement that program before the end of the year now that may change but
that was well that piece was pulled back and not as sport so currently there's nothing anticipated before the end of the fiscal year no Sir not at this time and then As far as the vaccinations are concerned when or I guess if those backstage vaccinations become available are you looking at any type of mandatory vaccinations. no Sir I think it's it's premature right now based on what we know we know that manufactures there are several
manufacturers that'll move to the third phase of A of their testing and approval possibly in August or September but we don't know how many vaccines there might be available we don't know the efficacy of those vaccine so I think it's for me it's premature for me to speculate on on backs things at this point thank you. those people going into overtime my first question is do we have our counties back to full staff and are we seeking monies to pay them overtime because I know some people that seven to work a whole Lotta extra time because they're not fully staffed yes ma'am so this week we actually brought all of our staff back on site to work because we deem them critical and essential on site so we are calling people back and will be able to better
assess are additional needs once we see what proportion of our work force can come back and we have been paying over time for eligible employees we have some staff that are exempt late nurses and some supervisory staff there exempt and don't receive are eligible to receive overtime pay but we do have a large number of non exempt employees that are eligible we have been paying over time for staff in the lab since code began we've also been paying over time for some of our environmental health specialists

Representative Dotson hit on everything but one deal in that list of items in this quarantine facility can you explain to me what that is and what that looks like yes Sir so it becomes necessary for us to have a facility because we do have individuals who for a variety of reasons may not be able to
quarantine in their home it may be that that they have a high risk individual in their home they may have small children others in the home and they need to be quarantine somewhere else typically when we deal with these issues were dealing with tuberculosis and other infectious diseases and we usually can secure a hotel room at a state rate for an individual to be quarantine for the necessary period of time when cove it here there was such fear and that we were able to secure any of our usual
resources to house these individuals so we were able to secure a facility it's actually facility that's owned by DHS and is at least us for free so it's no facility payment costs there but we have had to retrofit was an office by a it was originally at of dorms style environment that had been converted to offices we converted it back to the dorm setting it can handle twenty
eight individuals if we had a Sturch we could potentially increase that double the size of those Rhames but right now it's set up to handle twenty eight individuals as of Friday we had five that number has kind of gone up and down over the moments but these are sometimes people that are homeless individuals another thing that's happened is the homeless shelters and understandably are very concerned about letting someone into their facility that's unknown to them that made
by you know. Maybe because of the possible so the they've been very leery of taking folks that are known to them so we've had quite a few homeless individuals that we provided at a housing for deer in this environment. Follow up Mr go ahead so these individuals as they come in and they're positive non positive are they allowed to leave or they're it there for time period are symptomatic or how how do you have a term and so the facility it was set up originally for those people that
were not positive it's set up it has two wings and so with there's a positive there's an opportunity to have a positive and and and a and negative work are potentially exposed that you watch so it is segregated we do have a medical director that monitors the facility we do have intake screening and medical staff that that monitor these individuals we have had to transfer or at least one to a hospital setting
but but it set up it as a a monitored environment a secure environment and there is a actually of a famous guidance that you use for court for quarantine facilities and we follow that same a guidance two to set it up and make sure that were handling that appropriately. by by one of the companies such as to a B. S. one the large integrators so with overstock of of hogs as may be grown about a hundred thousand per we cross country we know thousands of theirs are coming in Arkansas they wind up and and an individual or cans and stands there start with orcs they have a negative test they don't have any way to dispose of those animals we would come in and help them properly dispose of those without any cost of individual thank you Mr chair any other questions for part of agriculture.

Yes Sir and enhance I think we should be more clear on this letter this is the heirs ACT proposal for hospitals in the state provide additional funding to them relate to their code expenses and so they're able to ask for funds to reimburse for cost for patient Mister and staff safety public health response technology improvements education and training readiness and preparedness and then other related incremental direct and
indirect costs and refers to the future deliver system is simply recognition that hospitals as other medical voters they're having to change how they deliver services will come of it and is that some that is a long term issue for them that they have to adjust how they're delivering services and looking for new ways to do that in this new environment we're living in this is all is all for hospitals to it's not a a new computer software system those building from scratch in order to. Answers are limited to services provided for multiple divisions of the department and require prior approval they'll see according to the special language the transfer authorities provided for efficiencies into eliminate
duplication of services including without limitation to administration human resources procurement communications fleet operations and information services the third page of the schedule of all appropriation transfers. And this just shows eleven cabinet level departments with fifty eight point five eight million in appropriation transfers position transfers associate with your services we taken up by a healthy personnel subcommittee in the next meeting.

Miss purposes I've had some questions just with respect to The you know that the allocation of the expenditures back to the different departments do we have
any kind of a budget as for as different departments how much will they should share the expense of the secretary or the administrative office of the how with the expenses be allocated to the different apartments within each of our different divisions within each of us department to secretary level right the department's may be a little bit unique in and of themselves on how they allocate the particular funds I've been dealing with cost allocation for the last fifteen years of my career and some of what you do is have to allocate based on
objective criteria and you also have to if there's federal programs is federal regulations that show how you allocate costs back and how you share those administrative costs back to the different funding sources and streams so each each department has we've been meeting with the chief of staff and kind of doing best practices across those chief of staff I know within the department of health where I last came from it's a very intricate model of cost allocation based upon basically billable hours a fifteen minute
increments and plus an indirect cost rate and so what that would be that would be charged back to federal program but it will also be charged back to special revenue streams in order to support that those shared services that existed whether it was I. T. legal of finance human resources all those traditional shared services across the department. Do you have any proposed budget of the even though that may be that that may change as time goes on depending on the the
amount of time someone has to devote but do you have a proposed budget the L. on what each of these departments how much each of these departments will absorb of the expense I think that's kind of currently what we're doing right now today is because this goes into our next fiscal year is if you remember during the fiscal session we this is the authority for us to start really operationalize what what we'd like to see happen within that shared service model and that would create the budgetary backbone in order to make it
happen the that's right and if I can jump in here the route the documentation we sent over was a little hard to to decipher because it's kind of down in the weeds on a on accounting level but within that you see the transfers of which departments are which divisions within departments are going to contribute appropriation to the shared services model I think what I did was I put together a spreadsheet to one pager that shows the amounts bye bye type C. got by commitment item yet salary you got operating
expenses Exeter center each one of those are contributed out we can certainly break out every departments of budget as proposed by each how much is coming from each division and what card. And and I understand that we the what we if approved the gone with the shared services in fiscal session but we uh we've approved transformation a year ago and I guess it bothers me so that we at least do not have a tentative budget and when we do a budget at the bank where I
work you know that it that sometimes you tweak that throughout the year but you have an expectation is beginning of the year of of your income expense and how you're going to allocate those expenses in our case between different branches or divisions within the bank and it seems that we should have that rather than working on blind faith. We do in some ways Senator what we have is the main operationally we almost have to do that in order to make sure we stay within budget and to stay within the cash flow within the particular departments so you
know to just so we're all restricted to what all those different appropriations are initially within those commitment on Ms and if we were wanting to change any of that would have to go through legislative review process in order to do that and approval so what you see is most of the departments have that have gone through this this different change have really tied to try to stay within a framework that's within their current budgetary ups of all authority with this will do is allow us to line that up words more readily available to everyone outside
our operations this this is how we're going to going to do this moving forward so you would see those line items within either the secretary's office within our shared services within your as you do your procreation or your budget next year. And. Mr really mentioned ended and it is hard from our peer packet which is just the appropriation transfer but if you match that up with the of personnel packet that's coming at eleven o'clock then you see the specific jobs and job titles are being
transferred now with respect to that or that were there discussions on on each of the jobs that were being transferred to shared services were there discussions with their supervisor or their department head as to the. Whether they have excess time to work in other areas. The I think it depends on each department I know that that was you still have to get the work done within the department as a whole within all the different divisions and so I know that from our experience at TSS like
I can say that as we move to a shared Sir because we were really kind of a new departments we had to get some assured services were very quickly as I moved you know people task them to do some other things they were not used to the type of the load of work that I was asking them to do but the same time you know one of the things that they said as I'm having to work a lot harder. But they didn't have to do any overtime or anything like that it's just that they were doing a full day's work so one of the things that you see as you pull these these come cotton combined these different responsibilities
as you see efficiencies first of all the second thing you see is is is you also going to start seeing some cost savings as you have attrition take place but I know that was a lot of the conversations we've had over the last year with the different chief of the CFO's the chief of staff as we talk about you know how to how can we operationalize this in such a manner as we still get all the work done we need to get done by the same time we we create these operational efficiencies. If a position is moved to shared services then is there
supervisor it's within the shared services model and so it depends you know one of the things we did at TSS as we brought all the attorneys within the different divisions we said okay we're gonna make a shared service out of our different attorneys and we were we didn't have as many funding issues because they're basically funded out of the same type of funds but what that has done no is created some operational efficiencies where we have to break an attorney slot so we will not feel because we don't need to the other thing it did is it is that there was two
reviews going on with contracts one at the department of information systems and one of the office of state procurement by pulling that position into the office of state procurement there's only one review and that's at the front end before you start you know before you put it our F. P. out to the vendor knows with the terms and conditions so that is really saved a lot of time and effort so those the type of things that we're all looking towards crossed government. I think it's page three maybe but I will swear that the Senate is since the five. and it talks about commitment trick don't mean squat to me. so I ask miss court right and she explain this were. document that we can understand tell what it is. morning where we handle the appropriations transfers this morning and then personnel will look at the position transfers center Malek is absolutely correct though in that you really have to look at both together to figure out how these assured services operations are going to be set up was center Malek Tanasi just that we get those. for this number five I've got a big struggle with just even doing parts of it and the parts that I have to struggle with is is due to the whenever we passed the transformation bill in the session as it relates to the department of a the plant board specifically and then also. Securities insurance and banking whenever we passed transformation we put some language within the bill that those response animal paraphrase but they're supposed to be
independent and actually I believe that we even allowed at least through insurance banking and securities that they would have the sole authority to actually hire their employees so I don't really that was all and I don't know we're miss Fletcher is today but that was what we were always told whatever we were doing this long two thousand page transformation bill and that's the way we structured now we did go ahead and agree that banking. Securities. An insurance would be under the
commerce department we actually pulled public service commission PSC totally out as a stand alone but we agreed not to do that as long as we had those agreement so Mr chair out I struggle that. That we can even allow that at all I don't think that that was the intent of the General Assembly at that time I know that the bill was a long bill. And that many of our members were not able to read a two thousand page bill and they were coming to the members of state
agencies Senate state agencies and making sure that they understood and that's what we were not related to multiple members so with that I won't be able to to vote for this the way with those particular entities in their. I thank senator Hickey and and let me make a comment then you can respond miss Purvis up. Going back to two thousand nineteen course I know senator Hickey senator Caldwell in a lot of others were much more involved in this because they
were on state agencies but there was a lot of debate and I'm most familiar with State Bank department but only even legal requirements of of who has supervision of those who who has access to their data and the negotiations on the entire transformation build ended up pulling out as I recall particularly those three divisions that were cash only divisions of banking securities and insurance and the response that you gave one of my earlier
questions with respect to who supervises shared service employees of of someone with insured services I don't think that's consistent with law of. Committee on banking and and I think probably with securities and insurance what what was added back when transformation was passed and and and that even though we've got a look at the document the representations two members of the legislature at the time that were working on this was that for the book
basically with respect to banking insurance and securities that would change of now you know I'm all for efficiencies I think in many places what you're doing is very good but I think with respect to. Of the some of the employees of those separate divisions that are cash agency divisions of the banking which again is completely case funded must maintain a separate computer system by federal law by privacy
law people just anybody can have access to that it has to be a Bank department employee of the those employees from information I have basically have full time jobs where they are they're they're fully funded again by fees I'm not by any general revenue so I think I will be with senator Hickey at least on those three agencies I'm most familiar with I do not recall exactly what's in the bill on the some of the the the plant board or some of those and I AG
