Members, this is per Governor's letter number 14. This is Department of Commerce, Division of Workforce Services. This amendment adds $1.5 million in appropriation for extra health and overtime for operations of the division.
It adds $2.01 billion in appropriation for unemployment benefits and expenses, $410 million for federal employees' benefit payments and $1.6 billion for unemployment benefits for taxable employers. That's what creates the $2.01 billion. Adds a new $1.37 billion appropriation for unemployment benefits and expenses, $1.07 billion for federal employees' benefit payments, $300 million for unemployment benefits for taxable employers.
It changes the emergency clause of the bill to make the affected appropriation sections effective upon passage and approval to support the processing and payment of unemployment benefits, payments to Arkansas citizens who have been impacted by the 2020 public health emergency. The funding source is general revenue for the extra help in the overtime, and federal revenue is received as cash for the unemployment

We need to take decisive action on how we're handling China here in the state of Arkansas. It's amazing that we're going to go through this fiscal session, a special session, and this year without taking any substantial steps to holding China accountable for what they did for the Wuhan COVID-19 crisis. This money is taxpayer dollars and we're going to support
Chinese companies and that will ultimately support the Chinese communist government. While we can't do much during this time, the fact that we haven't done the first thing to hold them accountable is unacceptable. I think when we look back at the Wuhan COVID-19 crisis in Arkansas and see that the Arkansas Senate did nothing to hold China accountable during this time, it'll be a black stain on the history of this crisis. Senator Garner had stated. I spoke out against this in our budget
committee. I agree. I don't think that we should be funding that office over there in that operation. Obviously I'm not going to vote against the appropriation bill for the Department of Commerce but even today there are even new reports coming out about the situation in China and we went through in very good detail and budget committee all the reasons why we should take a stand. Number one for me and I urge you
to please go read the United States State Department report from 2019 on the human rights abuses and the acts of violence that the nation of China has taken against its own people. You can't hardly read it because it's so bad. I feel like that we ought to be making a decision about who we do business with and who we support and I don't understand why that we want to continue to pretend that China as a fair player with the state of Arkansas

I will not belabor you with the debate on the amendment that we had in joint budget. I only encourage my colleagues to think carefully about the issue that we're talking about with China. Every day something else comes out. The president said yesterday he would not support continuing to fund the World Health Organization because they were controlled by Communist China and lied to us in essence. Much of why we're sitting here with masks on our faces because of that action and others.
I ask you during our interim to think about this issue in a broad sense, and we come back in January, we probably need to put some restrictions on companies that are sadly controlled by the Communist Party of China. not independent companies that happen to operate in China, Chinese Communist Party-controlled companies, which is practically all of them, if not all of them. They're at least acquiesced to the Communist Party if they're not part of the Communist Party.
So I just encourage you to consider that in the future. We do need a Department of Commerce. We certainly need the things they're doing within Workforce Services for the next few months. So I will be voting for the bill, but I'm reluctant because of the fact that we will potentially continue to fund the Chinese Communist Party-controlled businesses that will be trying to come to Arkansas and ask our taxpayers to subsidize them.
