I'll say this I may not be the as a big fan of the name but we do like the practices so this is this is more of a program to help land owners implement practices that we like both from a water quality standpoint in a water conservation standpoint I do know that they're looking at greenhouse gas emissions and how to reduce those. I mean that's that's fine and good but we also like the other practices there from some of the things that we're involved in on a daily basis. Is this come and from the us da or is this common from the administration. This is coming from usda through virginia tech to us so where is this as a there's four pilot states arkansas minnesota north dakota in virginia so where one of the pallet states were one of the only rice producing states in the pilot. The. And it's gonna help agriculture in what way so this is payments to land owners to implement practices that they're often reluctant to implement and so this will compensate the unfortunate that. It's a hundred dollars in acre to implement those practices there are some limits on the number of bakers that they can do but the goal is ultimately to get more implementation of those practices. And there's a lot of needs in terms of criminal justice reform and corrections and so she needs that advice and he will be serving her and providing that advice I appreciate that I agree that the statement was pretty clear I guess i'm only asking because there was an article I guess it was in the paper over the week and it had some constituents reach out your it was leading the agency and and now is just advising the governor and I don't want to get into the litigation thing i'm not an attorney and don't want to open that up here but he's obviously now not doing one of those duties but it's essentially making the same amount of money annually and so just had some people reach out to ask are those duties comparable between advising the governor and running the agency as well. Yep sector profession is very very experienced in corrections and his career experience in corrections it's an appropriate salary for him so i'm getting the governor's comparable of what pregnant other thank you. Moving on the k they came as share were in the report section of the agenda uh section case a binal report this is the mislange fellow grant and mislead his work force investment program report arkansas code requires reporting each even numbered year of a summary of appropriation transferred and additional positions authorized relating to unanticipated federal funds from mfgs and from mislanes work force investment programs of the proceeding two years pages one through five show fiscally you're twenty two MFG there was one point three eight billion in appropriation and fifty positions after us pages six to eleven show fiscal year twenty three MFG there was one point three nine billion and appropriation is seventy one positions authorized that for that fiscal year and the last page paid twelve shows the work force investment program numbers for both years moving to month reports the first one is ill won the surplus in common distribution report and this shows the sources of an obligative phones and in the distributions for the restrict reserve and catastrophic reserve fund as of the end of december the restrictions are fun as in the middle table shows three hundred and fifty two million distributions and overall balance of two point one five billion I know that this summer is seven hundred and ten million larger than last month's report due to a transfer that was authorized by act eleven of the special session we had last year that that created new suburbs called the arkansal reserve funds set aside and deposited the seventeen ten million from the general revenue a lot of reserve and and he became effective this month the total catastrophe reserve fund balance is one point five three billion the second page with report breaks down the citizen accounts with injury should reserve fun the new arkansas reserve set aside is p one at the bottom of the page today's transfer request will come from set asides one oh four and o five in the middle chart of the page or one that's the various general discretion majority vote set aside has a current bounce of ninety one point three million the request for the special olympics is three million that's on hold. Should I be approved the new balance of eighty eight point three million oh four the state crime lab building set aside has a current balance of a hundred and twenty i'm sorry a hundred and ninety million today's request a four point four million would leave the balance of the hundred and eighty five point six million and oh five grants matching set aside has a current balance of two hundred million the geographic information system four point two million requests is the first from this innocent and then you bounce being a hundred ninety five point eight million the new overall balance after days request our approval be two point one four billion the next report l two is the budget stabilization trust and report and it shows cash flow loans ratifically year as of the end of the last month there are thirty four point eight million outside loans and the cash balances a hundred and sixty one point nine million ill three to tobacco settlement report it gives a summary of incomplement balances investments actual payments to the state and on the second page all expenses my fiscal year el for assistant central services report and it shows the phone balance in dispersements as well as the expenditures of each agency supported by the fun l five is the american rescue plan report and the first six pages this were the shows requested were approved by the state the bound to the state visible recovery funds in this report is three hundred and twenty one million on the seven page begins attachment aid that's reported the airport funds that were sent directly to say the agencies and on page twelve is attached with being that's reported funds were sent directly to institutions of higher education. Senator urban thank you mr chair for the indulgence I really would like to know senator double filled as a very important question about the insurance issue if we're giving this non profit three million dollars I want to make sure that our investment is covered we have gone to great links with our hospitals by hiring a consultant to monitor and make sure that the millions of dollars that they are receiving and I can't even describe the economic value and the economic economic activity from that investment in these rule hospitals which i'm fully supportive but we've hired a consultant we are monitoring their spend of that money and this is that's federal money this is restricted reserve money and so senator stubblefield asked a very important question about insurance and why the insurance didn't cover that building and so forth putting three million dollars and I really think that we need to understand fully and I want to know how that three million dollars is going to be protected because that's taxpayer's dollars and just II think it's important that we be consistent with a way that we're doing business year and so we've we've given royal hospitals three million dollars and less sometimes more we have consultants we are monitoring the usage of that money we should be doing the same in these other areas of governments particularly when it's coming out of restricted reserve and these are direct state tax payer dollars the money that we're giving to the hospital is coming from arpa which is federal and I know that's all tax dollars but I am uncomfortable with the inconsistency and how we are doing business right now very uncomfortable and so I just want that to be on the records but I do think that people from that. Organization deserve we deserve question answers to the questions that we have and so if they could get that sat information before friday I would like to know that please thank you mister disman you're reckon and so just to make sure I understand the question and then i'm gonna see if I can just have someone contact you directly but in again I am and I will take responsibility for them not being here for not pushing food to be here because they were scheduled to be here last week clearly the world changed with ice and whatever snow but you want to know if the buildings going to be insured.
