Chairman. So you have a packet that says supplemental agenda on it. We have two items in the supplemental agenda. The first one is a method of finance, and you'll have a letter on the first page from University of Arkansas, Rich Mountain.
They simply state that they missed a deadline for submitting to be included in the tentative agenda that's posted a week out. They've broken ground on a building project, and this is for new housing for the campus, and it was a mistake in missing the deadline. but if they wait any longer, it jeopardizes their ability to complete the project on time and under budget. Then on the next page, you'll see the actual method of finance. It is for their student housing and food service, $7.5 million,
and they note that they have bond proceeds to pay for this project. Then the second item on this agenda is a letter from National Park Community College or National Park College, and they are wanting to obtain an entity to work on getting bonds issued for them for a project that they have also for new student housing. And they note that they missed the time frame, but they have a grand opening date scheduled
and trying to get this project completed by August of 2020 and concerned that if they are delayed, they'll run into some problems with their scheduling. and on the last page of the supplemental agenda you'll see the professional consultant services contract for crews and associates for bond underwriting services for the issuance of the building that they're wanting to build for student housing

reviewed. Mr. Chairman, the next item and the first item on the regular agenda are the methods of finance. On page three of your agenda packet is the letter from DFA accounting with the methods of finance that they've sent over for today's meeting. On page four, you'll see the first ones. National Park College is the first one for their student housing project. It is a revised method of finance to $9,100,277. Again, they note that this will be done through bond proceeds.
Number two is Ozarka College for the Melbourne Welding Lab renovation to create a new welding lab at that facility. $320,000. They have plant fund reserves to fund it. Then we have a few for Southern Arkansas University. The first one for HVAC improvements, $780,000. They note that they have reserves as well as bond proceeds to pay for it they have an agri shop number four for five hundred and seventy five thousand dollars they have foundation funds reserves and lab fees
to cover those costs baseball developments facility two hundred ninety five thousand dollars they have foundation funds to cover that project and an auxiliary sports facility eight hundred and eighty thousand dollars they have foundation funds student fees reserves as well as bond proceeds a combination of those for that project number seven at the bottom of the page is southern arkansas university tech for an administration building facelift eight hundred ninety six thousand six hundred ninety dollars they note that they've received a grant from the arkansas
natural and cultural resources i also want to point out that we'll see a contract on page 11 that has to do with this project as well and then on page five you have uams for our third floor Renovation Student Success Center, $641,286, and they note that they'll have clinical reserves and revenues for that project. Mr. Chairman, the next item on the agenda will be our discretionary grants. The first group comes to us from the Department of Health. on page six you have the first one and this is state funding for local level charitable clinics number two and number three are both through their office of oral health and these have to do with school-based sealant projects for preventative oral health services those two are federally funded on page seven you have federally funded for diabetes self-management education and support
Number five is a state-funded grant to the Arkansas Cancer Coalition for educational and screening opportunities. Number six, also for the Cancer Coalition, but this one is federally funded, an amendment for providing support and technical assistance to reduce cancer burden through implementing the Arkansas Cancer Plan. And on page 8, you have state funding for prostate cancer for education and patient assistance.
Then on page 9, you have one grant from the Department of Human Services with the Arkansas Foundation for Medical Care. This is an amendment to the grant that they have, adding $511 for evaluation and data support for the Arkansas State-targeted response to the opioid crisis program. those are the grants on today's agenda all right members are

both professional consultant and technical and general services contracts on page 10 is the letter from dfa office of state procurement noting that no facially apparent illegality or irregularity is found in the contracts that they've submitted for today's review. On page 11 we have we begin our construction related contracts. The first one is the SAU Tech contract that I mentioned that we saw the MOF for. This is for architectural services for their administration building. Again they've received a natural and cultural resources grant to fund this.
Number two is UA Fort Smith and this is to remove the non-historic 1995 addition to a building that they have on their campus they also have received a grant from natural cultural resources council for this project then number three is uca for final construction cost and close out on their nursing science and disorder building those are the construction related contracts on today's agenda all right

The next group of contracts are intergovernmental contracts. The first one on page 13 is the education department with UAMS. This is for evaluation, data collection, management, analysis, and reporting of federal notice of funding opportunities. Number two is DHS with ASU Jonesboro for training, coaching, and technical assistance for the early Head Start child care partnership. And number three is National Park Community College with the Garland County Sheriff to provide security on their campus.

contracts that we look at are out-of-state contracts. The first one on page 14 is with Arkansas Heritage for controlled burns. I do want to point out that there will be three additional contracts in the in-state grouping for this same thing for Heritage. Number two is DFA Management Services. This is for the maintenance and support of the Arkansas Integrated Revenue System.
Number three is the Health Department. This is an amendment for their hardware for record storage. Number four is DHS Division of Medical Services with General Dynamics. This is for evaluating the Arkansas Works Program. Number five, Northwest Arkansas Community College. This is a little over $2.2 million for cloud-based software program. Number six, UA Fayetteville. This is for cohesive strategic business plan to grow and expand the Arkansas research and technology part.
On page 16, UALR has an amendment to the contract for their bioanalytical services. Number eight, UAMS. this is a contract for providing legal services for them and then uca has a contract for customer relationship management system for their admissions program those are the out-of-state contracts on today's agenda all right and i do have a question here

suspected that they might have underbid um so i'll give you a little bit of history this is the expanded medicaid portion so this is not the work requirement portion. The evaluation plan is submitted when the agency submitted its waiver. So the design
of the evaluation has been approved by CMS. Previously, this was done through an intergovernmental contract with ACI. This time, we thought it would be best to have a little price competition and see if we could get a better rate. So we sent out an IFB. We had five vendors responded. The entity that responded as the lowest bidder was significantly lower than the others.
And so we wanted to clarify that they understood the parameters of the IFB. And when we sought clarification, they responded back that, in fact, they did not understand all of the requirements and what they had submitted did not comport with the parameters of the IFB so they were they were disqualified and we went to the next lowest bidder

And I think in looking towards that renewal or extension period, we would certainly be looking at any opportunities to maximize efficiencies and improve outcomes in that program. Then on page 18, DFA Child Support Enforcement. This is a contract amendment for a process service company to serve legal papers in custodial and non-custodial parent child support cases. Health Department has one there for Cranford and Johnson, $2 million. This is for development and implementation of a comprehensive statewide media campaign to promote their health communications, tobacco prevention, and cessation. Number six is DHS for Qualified Residential Treatment Program.
Number seven, Public Service Commission. This one is for Consulting Services. this is a company that assists the commission in addressing various public utility issues and then we have ua phillips community college for lawn care services those are the in-state contracts on today's agenda all

the next group of items on the agenda are renovate renovations of historic sites and this is kind of new and not something the committee
sees often, but Arkansas Code 22.9208 allows agencies charged with restoring and maintaining historic properties, authority to select contractors on basis of lowest responsible bid price, bidders' experience in like work and techniques they employ, and authority to reimburse contractors on actual costs for those costs which cannot be accurately predetermined before undertaking the project. So we do have two projects that have been procured using that method. They are both
for Department of Parks and Tourism. The first one on page 20 is the project for the Methodist Church renovation phase two at Historic State Park Powhatan. $434,712 with Witzel Evans Rasko Architects. That is the first one. And the second one on page 21 also, as I said, with Department of Parks and Tourism for the exterior improvements to the to a log cabin at Arkansas Post Museum $88,582.50 with Taylor Kempis Architects and again those are done through the renovation
of historic sites and that's the last two items on the regular agenda. All right

Chairman we also have reports on today's agenda. The first report begins on page 22. This is the Medicaid non-emergency transportation report for May. Then the next report that we have is a report beginning on page 28 of professional consultant services contracts that have been executed that are
below the threshold of $50,000. On page 33, you have the technical and general services contracts under the level of for executed contracts that are just reported to this committee. And then finally on page, on the last page of your agenda, page 38, you have an emergency purchases report. This is for ADEQ. Back in June, they contracted with NAPHOLTS to install a temporary flood barrier at their

sure this data is collected for us monthly by afmc
as our monitoring contractor for the non-emergency transportation program if we kind of look through it briefly on page three the complaints are those that come from beneficiaries who call our helpline which is managed through AFMC and they give a reason for a complaint and then AFMC also does vehicle inspections and so the vehicle inspection data is based on that and then the attendant report all of the brokers send data on background checks
and other attendant and driver information to afmc so it does all come to us through them but some of it comes from the brokers as they hire drivers or additional subcontractors and get those people

region a and b are particularly my regions where we've had a lot of um i mean as
you can see no drivers available and i'm getting calls still about that so is this contract with Southeastern Trans, is it able to, I mean, are you able to contract each region or, I mean, if they're not performing in Region A and Region B, but they are performing in C, D, E, and F, are you able to split that contract or is it, and find a different provider or how does that work? I'm just, you know, folks are not able to make their appointments and I'm just getting
calls and the data shows there's a lot of complaints in those two regions where people aren't getting the drivers aren't there or available. Right and Senator historically
