a question. Thank you, Mr. Chair. On page 25, following up on Senator Irving's question, I'm noticing that only 33% goes to Pulaski County, and yet we have the largest population. So you have said it's predicated on population. how then is Pulaski County getting only 33% having the larger or the largest of the populations of the various counties?
Speaker 7
21:37
Yes, ma'am. I don't believe it's predicated on population. I believe it is predicated on number of children served and combined with number of volunteers participating. So we have fewer children being served. Do we have a smaller population
Senator Linda Chesterfield

than, say, Sebastian County of young people who are being served? Is that how it would go? As reported by the application submitted by the CASA program.

Speaker 29
23:09
Sure. As for Experienced Works, they are part of our, it's the Senior
Speaker 23
23:14
Community Service Employment Program grant, or CSEP. This program is funded by U.S. Department of Labor, provides job training and part-time job opportunities for senior citizens. Experience Works was chosen in a competitive process at the beginning of that grant. I believe there are only two applicants at the time, Experience Works and AARP. They were chosen at that time. We'll choose again once we renew that grant, which should happen next year.
But they do have staff in Arkansas handling that grant. thank you mr. chair

contracts and beginning on page 39 in your packet is the letter from DFA from OSP and on this letter from Mr. Armstrong he points out two contracts that were submitted for today's review that need to be ratified. One contract is for the Department of Veterans Affairs. We'll see that contract on page 69 and the other contract is for DIS and we'll see that contract on page 164.
Noting that the Veterans Affairs contract is for their medical director for the Fayetteville Veterans Home, and they were presenting contract amendment number three and realized that amendment two had not been reviewed by this committee, they see it as an oversight. They request the ratification for that period for that amendment. The DIS contract with Windstream, we'll see that, as I said, on page 158.
In this particular contract, they are providing specific conversion services in preparation of changing the phone service from Centrix-based to voice of Internet protocol delivery, and they are asking for ratification of this because there's been a change in the actual contract for what their additional services they're requesting being done. So when we get to that, I'll point that out as well. then they note that no other contracts appear to be irregular or illegally purchased.
So the first group of contracts that we take a look at begin on page 41. These are the construction-related contracts. The first is for Arkansas Tech. It's for the Hull Physical Education Building. It's for architectural services. We saw the MOF for this on page 4. You have on-call contracts for several agencies. ASU Jonesboro has contract 2, 3, 4, 5, and 6, all for on-call services. Corrections has an on-call contract number 7. DFA Building Authority has 8, 9, and 10.
School for the Blind, number 11, and School for the Deaf, number 12. ADEQ has two, contract number 13 and 14. Parks and Tourism has two on-call contracts, being number 19 and 20. They also have some other contracts, nine total, 15 through 25, except for number 19 and 20, are all for specific projects for parks and tourism. UA Fayetteville contract number 26 and 27 are on-call, and UA Phillips Community College contract number 31 is their on-call contract.
ua agri sciences building on contract number 29 on page 52 and ualr for their art and design building contract number 30 on page 52 as well that completes the construction related contracts all right

Contract number 62 is for financial reporting and analysis of Medicaid programs, waivers, and grants. And then they have contracts for youth services, program and services for juvenile detention, contract number 63, 64, and 65.

On page 90, you have a contract for UCA with UAMS for Counseling Service, and then you have a contract VA with UAMS for the Medical Director. This is the contract that I mentioned also that was pointed out that Amendment 2 needed to be ratified by this committee.
It failed to be brought over due to oversight on the agency's part. But, again, that completes the intergovernmental contracts on today's agenda. All right, members. Anybody have any questions, comments? All right. See none. Oh.

45:34
Thank you Mr. Chairman Shane Broadway ASU system thank you Mr. Chairman
Senator Mark Johnson

45:40
Senator Broadway I had a
couple of questions that just because of the names that jumped out at me If you have the documentation there, this is on page 91 of the E3 packet, and it's item three is Greenberg-Tarig-LLP. Yes. And the purpose, it says, is to attain consultant services in connection with securing meetings with appropriate federal government officials, pursing congressional appropriations and funding opportunities through various federal agencies
as well as building strategic alliance with other partners. Now, you know, I'm a freshman
and I don't know all these things, but that sounds like lobbying to me, and I am familiar with Greenberg-Tarig because it is most definitely a law firm that is a Washington lobbyist. And then to follow up on that, just go ahead and ask the other question on page 92, item 4. There's a law firm, and it says Greenville, and I don't know if that's Greenville, Mississippi or Greenville, South Carolina or wherever.
I'm sorry, it is South Carolina. I had my
thumb over. That is South Carolina, yes, sir. and this was consulting advice and representation.
The firm was focusing on immigration matters. Could you speak to both of
Speaker 116
47:09
those contracts? Yes, sir. Yes, sir, I can. On the first one, Greenberg-Troweg, that is a long-term contract that we have had for probably, well, since he left office. That is former Senator Tim Hutchison represents the university in Washington, D.C., and has since he left office.
And so they arrange work with our congressional delegation, arrange meetings for our deans and other officials from the university that travel to D.C. on business. We have a number, obviously, of research projects. They just worked with us last week to secure one that we have with the Defense Department. And so they obviously, I can't be in D.C. all the time. And so they are our person who works with the delegation, all the federal agencies.
that we have uh business with in dc
Senator Mark Johnson
Unverified
47:59
okay so how long has this contract with greenberg tarig been in in place well not with with greenberg
Speaker 116
48:05
this is just this first renewal of that because he was with another firm prior to greenberg so uh it was under another name but it's been uh we've had a contract with them and it's an rfp uh also i'll let you know it's an rfp and all firms are eligible to apply uh we only had one uh this time and so uh but it has been i can't remember the year he
went out of the senate to be
Speaker 120
48:32
honest um 2003 so it was about then uh that he's worked
Senator Mark Johnson
Unverified
48:36
for the university so it's been during that that entire time that he uh has had a contract whichever firm that he was located in since 2003 and of course as you well know part of that time uh his son was a member of the general assembly and right i won't go into where that has transpired but i think everyone knows that uh and and for the record i considered both those gentlemen my friends but
i this did jump out at me as as a a lot of money and b uh i'm not so sure you know about the advisability of it but i appreciate
you explaining it to me and if you could could tell me on
Speaker 116
49:19
item for there, the Ogletree Farm, if you could. Yes, sir. We put out an RFP for immigration services. We have a lot of times, and probably every university, you have issues sometimes with faculty, students, and then also, as you know, we now have the first American
styled university in the country of Mexico, all paid with private funds. But obviously, there are issues dealing with another country. in most cases and i'll give you an example i had a member actually call me the other day who had a student constituent who is a friend of one of our students i'm trying not to violate purpa here but as an example he he plays an athletic sport for us but is from another country
and wanted to work in his field that he's studying in for the summer but under federal immigration law, you cannot work off campus without an approved program through the university and it being tied to your academic program. So we worked with our attorneys on the immigration side to make sure that we met all the compliance with INS so that we could develop a program for that student. That student's now working in nursing

of what they do so this is an ongoing uh contract sort of on retainer for specific yes issues that to be anticipated later related to that field only on an as-need basis okay great uh

stand as reviewed. Mr. Chairman, the next items on our agenda are the reports. The first report we have is the April report for the Medicaid non-emergency transportation. Remember last month we received three of those reports that have been requested by this committee. On page 177, you begin the professional consultant services contracts. These are the ones under $50,000 that have been executed. And then on following that are the professional consultant services contracts
or technical and general services contracts are after that. Those are under $100,000. And then on page 192, we have a monthly report of an emergency purchase. This is by emergency management when they had to buy two sandbagger machines to be used during the recent flooding. the cost was $47,848.22, and that completes the items on today's agenda. All right, members, any questions, comments? Seeing none,
