So we failed Senate Bill 107 on the House floor, and rightfully so. What it was doing was saying that essentially the DMV, the Revenue Office, was going to have to look up every single person that applied for a special license plate to see if they were a sex offender before issuing a special license plate, and that was a huge mandate on them. So it failed. We sent it back and got an amendment here. And so what I asked the Bureau to do was just make it a prohibited practice for sex offenders instead. So that's what this bill does.
It says, on this amendment, a person required to register as a sex offender under the Sex Offender Registration Act shall not apply for or renew a special license plate created under this section. I'd be glad to take any questions. Any questions
Speaker 2

representing Byrd Scooters today. Thank you, Mr. Chairman. we're bringing amendment to the
earlier considered bill on the use of scooters
on in cities on city streets these changes are essential to having a really good bill I know mr. Stovall and the municipal league worked on it and this is certainly a much better bill than what we started with and if mr. Stovall could briefly go over the changes they've brought forward okay thank you mr chair members of the committee i
Speaker 28
5:45
have to say i haven't had a committee treat me this nicely since i was speaker i really
appreciate y'all meeting on your lunch hour and getting taking care of more business for everybody this bill pardon no it's just david this bill makes the change that the municipal league got to us this morning. It changes all the deletions and other references is to take care of all of the sections that are not in 1982 to make this bill look like 1982 and include on the second page of the amendment, except as otherwise provided by law, a local authority may establish
reasonable standards, rules, or regulations providing for the safe operation of electric motorized scooters and the presence of electric motorized scooters on public property. and that's that's really the amendment all the striking is from the original bill that was pretty heavy that was having regulatory issues and stuff so we took those
Speaker 3
6:46
out okay any questions from committee representative Godfrey I
Speaker 13

7:06
thank you mr. chair there we go wow um can you just clarify for me
does this allow cities to put restrictions or prohibitions on scooters on trail systems yes ma'am it does there's no reference to
Speaker 28
7:20
the mandate that it should be on a trail or that it it can be by ordinance it's all just as it all that is just as it is right now in in in the state's authority i mean mean the city's authority and and if I could I know I'm confusing having two bills in the same
day in order to be successful to try to get through so y'all can go home be with your families I the Mr. Hodges couldn't afford to have two bills subject to a supplemental calendar the same day or the only bill so that's why we asked you to run one this morning clean and it'll be amended in the senate once it's read the third day then it can be concurred in on the same day but the other otherwise we wouldn't have left the chamber if someone didn't get a supplemental calendar till monday and that's why we're running the two bills thank you any other question from
Speaker 2

Speaker 46
9:09
to be passed to the amendment. Are you closed for your amendment? I'll close for the amendment and ask for a good vote. Okay. Any other comment? and then now we'll have the will of the committee on the amendment
Speaker 2
9:24
all in favor do passing the amendment say yes those opposed all right the amendment is passed does
Speaker 48
9:43
it mr chair okay now and we'll address the bill now yes sir the
Representative David Whitaker
Unverified
9:57
changes you made are the only thing new here uh other than because basically what we did
through uh mr stovall's expertise was strip out everything that wasn't in the bill you passed this morning to make it looking like that and then add in the language that municipal league wanted so it's it's a bill that came to us you know with the exciting opportunity for urban transport but it leaves it'll be leaving us with the ability of cities to make reasonable regulations so that this can be a smooth transition into our environments and I'd ask for a good vote and I'd move do pass. Okay any questions
Speaker 2
10:35
from the committee? Anybody in the audience want to speak for or against this bill.
Speaker 1
10:46
We have a motion of due pass. We have a motion of due pass as amended. All
Speaker 2
10:52
in favor say aye. All opposed? Nay. Ayes have it. Thank you Mr. Chairman. Thank you committee. Pass your bill. Is there anything else to come before the committee at this time? Okay we
Speaker 1
11:02
want to thank the committee and and the staff for coming over so we can get this taken care of. We are adjourned.
