this rule amends the minimum licensing standards which all welfare agencies residential I was required by act eight o six of last session. It required dhs to promulgate rule setting minimum standards and metrics covering quality of care provided in a psychiatric residential treatment facility. The closed effective date is july twenty first there is no fiscal impact and there were no public comments during that process. To incorporate the mandates of that legislation this rule increases the oversight of dhs.
By the hs of these types of facilities and sets minimum standards and metrics covering the quality care. And just a summer as the high points that we've had to add take the statutory language and add to the rule. It alliance quality assurance reviews to be conducted on the prtfs by dhs. Updates minimum treatment planning clinical discharge planning requirements. Requires these facilities to maintain written policies regarding health exams conducted upon admission to include medical and deal needs.
Specifies which children may be admitted to these facilities. And it details licensing approval and monitoring including inspections in adverse actions. Other updates to the rule it's a rather lengthy role or just stylistic. They're just going for consistent terminology throughout so many of the red lines you see are not related to the legislation that requires to do this amendment. I'd be happy to answer any questions. So it could be any of the prtfs in the state of arkansas that are admitting children that are not medicaid related so the this unit the pru as we have called it at dhs existed prior to child
care moving from DHS two eighty when it was eight when that happened we kept the pou unit and then it was strengthened and changed a little bit with this act so that it could continue to operate within dhs but I mean I think examples would be a cadia or milk creek just to name a few and and think they're severe of several others okay in prior to this rule what exactly what was the oversight of dhs. It was the oversight is child
welfare with placement of children and then medicaid as as a placement of services and payer said the oversight existed this strengthens some of the oversight to see what is happening with those beds and those providers in the state of arkansas in these is this private pet is bringing private pay under under. It could be and also it could it could bring state pay that is non medicaid. There's a it's a mixture it
