Thank you, Representative Cozart. So, First thing on the agenda is a presentation of the final report from the LLC Game of fish and state police subcommittee, um, Representative Miller. So great to see you rolling in today.

I got you. Josh Miller, State Representative of District 41. Um, The Game and fish, state police subcommittee has met. Numerous times over. The last year to
Year to year and a half maybe, um, and we've had, we've covered a lot of ground, reviewed a lot of these, uh, gun laws, rules and regulations, uh, Work closely with, uh, the Attorney General's office and the bureau. I appreciate all their help. I believe that we have made some. Good solid headway with these recommendations, uh, some common sense things. Everybody has a, uh, Um, A copy of this.
Study, I'm assuming that you're looking at. And so anyway, uh, Without taking up a lot of time I guess I'm here to answer any questions or whatever if there are any. See no questions because you presented that so gracefully, uh, without objection, we will accept the final report.
Thank you, Mr. Chair. Thank you, Mr. Chair. So if that we'll move on to the, uh, Presentation of the Tasco uh consulting contract.
You are recognized, Mr. Thank you, Mr. Chair. Jill Thayer, Bureau of Legislative Research, you all have in your packet a copy of the Casso Consulting Services Agreement. This was approved by, um, executive y'all heard, uh, Rao and Tom Arnold present to you at your last meeting and you approved their proposal and authorized the bureau to move forward with, uh, putting a contract in place, so that's what you have in front of you. It's our standard contract and
it attaches the proposal that you Approved. So none of the terms have changed from what you saw last time. Um, if you recommend approval of this, it will go to legislative council tomorrow and then Director Gerty will be authorized to sign it after that meeting, and I'll take any questions. Seeing no questions, I think we have a motion. I have a motion to approve the contract from Senator Irvin a
second from Representative Ferguson. All those in favor say aye. All opposed, I have it. So with that we'll move to committee, uh, discussion on the new per night contract. Mhm Oh, Kyle, I'm sorry, Kyle, I, I didn't see you up there. Um, if you would go ahead and introduce yourself for the record and you're recognized to present your contract. Thank you. Can, can everyone hear me OK? Yes, sir.
OK, thank you. Um, so Kyle Hale's principal consulting actuary at Per Knight, um, so we're presenting a scope of services here for what I'm going to call phase two of the work that we started over the summer as I think most people in this room know and understand at that over the summer we prepared a study. It was an actuarial study was also a strategic risk consulting study. Uh, we ended up with 4 recommendations. At the end of that, which
essentially were to merge the insurance operations of the three state entities into one, create a captive engage a strategic risk consultant to, uh, you know, kind of oversee the whole process, um, and then also prepare an independent actuarial study on an annual basis. So essentially the proposal that we put together, uh, it does exactly that. It starts with the the captive. Feasibility study and in the
formation of the captive itself, that's, that's the initial stages of this, then it moves into the um Uh, the strategic risk consulting services on an ongoing basis and also it has a services for an independent actual review on an annual basis. So with that, I'll pause and just see if anyone has any questions.

Thank you, Mr. Chair, and, and again, I, I appreciate the latitude that, that the chairs have given me is not as a member of this committee to ask a lot of questions over the last 15 or 16 months. This is probably less for Kyle and Cligan always appreciate you guys' work. You've done a lot of great work, uh, probably more for the committee maybe is looking at
this proposal, um, it's pretty extensive, another 1 million dollars-ish over a extended period of time. Is there a reason that we don't, uh, Look at putting out an RFP for something like this for additional bids, uh, for this type of work because especially we look at captive setups and, and things of that nature, you know, we get fairly complicated and, and, uh, intense, I would think in terms of what our needs are, is this not something that we would look at, um, if there's other ways to potentially do it in a more cost effective manner.
the reason we We move ahead. The way we're moving ahead, I just got a text from Dole Webbs. I'm sorry about that. He laughed. That was not due to your question. That's it's kind of an inside joke, um. is for continuation of, of the same consulting and we've accepted their recommendations, so you, we move forward with them similar to we did EBD. So if you look back, when we went through the EBD recommendations,
we adopted recommendations and we hired that consultant to consult us through the startup of the new EBD processes. And part of the reason for that is they understand what they recommended, so they understand how to implement what they've recommended throughout the process. So that I think that's the main reason for me why we would move forward with that type of contract and not put it up for bid is because you keep that continuation of the recommendation accepted and I'll take any help from any other member that wants to help. I see
Senator Irvin on there. Do you have something to add to that, Senator? You recognized. Thank you. I think it's a great question, and I, I respect and appreciate the the line of question very similar to what we just did in improving the contract with, um, Ocao, um, with the RFP process because they were the entity that we had worked with previously and it's really important to have that consistency, I think in my opinion, um, so that it actually
becomes more efficient in our work, um, just, and I've, I've seen that happen. And many times and I'm usually on the side of what you're asking, but in these very, very particular circumstances to me just is the way that has been able to function best with the work that we're doing in such a small confined, um, timeframe. But I, I hope that's helpful, but I do really appreciate the concern because I'm always that person making sure that we're getting the best bang for our
buck, and I think it's really, really important. Second, everything Senator Irvin just said, but the main reason is for continuation of the services that's recommended by the consultant itself. Thank you, Mr. Chair. Representative Cozart, you recognize? Mr. Chair, I, I, I agree with Senator Irvin on this. I, I think that's exactly the same thing I would say, but I would add more that I think these gentlemen have been really easy to work with and been very compliant on anything we ask and
and what they've done, they've done a great job of it, but why would you want to turn around and turn this off to someone else that's got to go back and reinvent this whole thing and research it again. So I think they've got all the information they're gonna continue on in the right direction that we're, they know what we want. It's just a whole lot easier than trying to. Come back and have to work with someone else again. So I'm very much for doing this. Thank you. So I have a motion to adopt the new contract with Pern.

Um, one of the items that, uh, the bureau needs approval on is as on after the election day, members elect are authorized to attend legislative meetings, um, without this committees and AOC's approval, we are not authorized to pay them per diem in mileage. Um, they are paid at
the same rate as members are. It's just taxable income and they will not, they'll sign in but will not actually get paid until after the election results have been certified by the Secretary of State's office. So we just need approval to, uh, pay them. Have a motion? oh, I'm sorry, Senator Irving. Thank you. I'll learn the new board, I promise. I haven't figured it out either. Um, I moved out a member elect of the General Assembly may receive
mileage and per diem for attending interim committee meetings of the General Assembly for which members of the General Assembly are entitled to mileage and per diem in the same manner as members of the General Assembly received these payments. A person is considered to be a member-elect after the general election or special election in which that person successfully ran for office. As proper motion to have a second, I have a 2nd. So there's a bill passed back during the session that required insurance companies to come before council for approval for prior authorizations, uh, just a quick explanation of what's going on. Because it is the chairs have reviewed that Senator Rice, you're welcome to speak up if you. Don't agree with what I'm gonna say here, but the chairs that reviewed it and it seems like a lot of information to go through to bring forth to council in its entirety. So I think their recommendations
from the chairs is that we refer this to, uh, public health, which is a committee of professionalism of that. Particular items, uh, so if we are OK with sending that to public health, I think Representative Ferguson, do you have a motion? Yes. Go ahead, go ahead. OK. Yes, Mr. Chair, thank you. Uh, I moved to refer at 575 prior authorization
programs to the House and Senate Public Health Committee, uh, meeting jointly and uh also they shall send a recommendation on each program to the ALC Hospital and Medicaid Studies Subcommittee. That proper motion. I have a second for Senator Rice. All those in favor
The recommendations by the November council meeting, they will be in violation of state law for the prior authorizations. I, I have a connection with some folks at Paramount and, um, have had some discussion with some folks. This industry that I think would be very beneficial. So if y'all don't mind, I appreciate the
