Boys State — June 1, 2012 (1:52:21)

Good morning, my House members.

Boys State — June 1, 2012 (59:27)

stated that we're in debt and we could tax it, so we're going to make potheads to get out of debt.

Meeting — April 12, 2011 (28:14)

their city is cut right down the center Highway 71 and so I'm very compelled to come to you and say I don't think this map drawn in haste yesterday I know it's a rushed process but I don't think that this map is the best map I completely agree with Representative Altus. We've had a lot better choices. I hadn't been pleased with any of them perfectly, but there's got to be a better option. And so I ask you to vote now with me.

Meeting — April 12, 2011 (27:42)

but I think one of the most important points for all of us to be reminded of is that regardless of how long this process takes us we have a very important task possibly one of the most important tasks before us right now and regardless of how long it takes us we must do it correctly and I realize that not everyone is going to be happy but my folks back home in the little city of Alma, 5,000 people

Meeting — April 12, 2011 (27:08)

Thank you, Mr. Speaker and Representative Wilkins. You will be pleased to know that I think my other colleagues have done an excellent job speaking on behalf of Western Arkansas. And so my remarks will be brief, but I do feel very called to come to the will today. I represent Crawford and Franklin County in District 83. As I feel, I represent all of Arkansas, as I know all of you do. and I know that all of us are very ready to leave for at least a bit

Meeting — April 12, 2011 (21:37)

Are you allowing the best proper map to live today that you can through the proper process? And if you can answer that to yourselves honestly, then that's all I

including the city of Alma that I represent and Franklin County that will move a portion of it. And I don't even know that anyone has spoke to Senator Ruth Whitaker, who represents that area, if anyone's able to visit with her. We're rushing this process to way too fast, and I just think it's a huge injustice what we're doing today. We're not giving proper public input, and it's wrong. And I think each of you should ask yourselves, is this a proper process?

Meeting — April 12, 2011 (20:25)

Thank you, Chair. And I know that you have already indulged me, so I appreciate you indulging me a little bit more. My comment that I would like to bring to your attention once again that I brought to you on the floor and that I feel that my other colleagues did is that I feel we are doing an injustice to the people of Arkansas by not allowing proper public input, by rushing this through as we have in the past few hours. We are not allowing the people of the third congressional district soon to be part of the fourth,

which does not use the language, which only uses the language text. And Ty says it doesn't have the language keep in it. Because the child was not brought back to her, The prosecutor could not charge the biological father for keeping the child. So what this bill does is it makes both of these statutes coincide with each other. I'll be happy, Mr. Speaker, to clarify anything.

Meeting — March 30, 2011 (1:47:25)

It was brought out unanimously of the Judiciary Committee. Even Representative Walker was happy with it, I think, when we left. And basically, I'll give you an example. In May of last year, an unmarried mother took her child to Oklahoma to visit with a biological father. and the father refused to return the child. This was not a court-ordered custody case. Thus, the prosecutor had to use 526-503,

Meeting — March 30, 2011 (1:47:04)

I think I'll stay up for a little bit longer with this one. This is an interference with custody bill, and it's very simple. It's brought to us by the Arkansas Prosecutors Association. It simply adds the word keep to 526-503 to make it coincide with 526-502 statute.

Thank you, Mr. Speaker. House Bill 2060 is a bipartisan-sponsored bill for the Arkansas Police Association. It supports our local sheriffs and county deputies by enabling them to have their membership dues withheld from their payroll and salary. The way that it will work is a written request is put in by form, provided to the employer, by the officer, and an employee may choose to discontinue their membership at any time by simply making a written notification to the county.

I'm not speaking against it. No, I'm not.

achieve that if you try to. I know very many children that have been able to accomplish it. It is one of the hardest scholarships to attain, but that's why it is what it is. That's why it is the Governor's Scholarship. And so let's leave it the way it is. I'm speaking for it.

Meeting — March 30, 2011 (2:53:49)

There's a reason that we have... Thank you, Mr. Speaker. I'm very familiar with this scholar. program. And I completely agree with the criteria of it and the scaling of it. And it's very important that we have the leadership part of it. And this is one of the highest scholarships that our children acquire to attain. And it's very important that we leave that leadership part in it, whether you're from a rural school or an urban school, it is very possible to
